The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Response Unit (CRU) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

The Directorate Manager is the team leader of the Directorate and the Integration & Coordination Support (ICS) Unit. S/he is responsible for the management mechanisms within BPPS, and for BPPS’s responsibilities for such mechanisms in UNDP (EG, OPG, Executive Board) as well as UN, including coordination and implementation of resulting decisions, processes and initiatives. The Directorate Manager ensures coherence and coordination of all Directorate staff. S/he manages Development Solutions Teams (DSTs), guides BPPS on integrated advisory services, including Bureau-wide planning, monitoring, and oversight, the coordination of integrated PPS and CRU approaches, and the management of CO demand and prioritization. S/he leads the team in developing and implementing, in close coordination with BERA, strategies for Bureau external communications, resource mobilization and partnership building.

S/he is responsible for leading the following:

  • Coordination support to the Director and senior BPPS leadership in major initiatives across all stakeholders;
  • Management of DSTs and guidance to BPPS on integrated advisory services;
  • Partnership development and resource mobilization;
  • Formulation and implementation of BPPS communications and advocacy strategy; and
  • Delivery of timely and quality results.

Duties and Responsibilities

Coordination support to the Director and senior BPPS leadership in major initiatives across all stakeholders:

  • Oversee implementation of management priorities of the Director and Deputies;
  • Responsible for the management mechanisms within BPPS, UNDP (EG, OPG, Executive Board), as well as UN, including coordination and implementation of resulting decisions, processes and initiatives;
  • Coordinate and quality assure briefs, speeches, reports, in support of representational commitments of the Director, the Deputies, and Bureau contributions across internal and external stakeholders;
  • Ensure effective communication flow within the Bureau; and
  • Advise BPPS Director and Deputies on the state and handling of the Bureau including on staff issues.

Management of DSTs and guidance to BPPS on integrated advisory services:

  • Manage the ICS Unit, including coordination of integrated PPS and CRU approaches, the management of DSTs, and guidance to BPPS on integrated advisory services ensuring cross-unit cooperation and coordination; and
  • Manage bureau-wide planning, monitoring, and oversight.

Partnership development and resource mobilization:

  • Design and coordinate the implementation of BPPS partnership resource mobilization strategy;
  • Manage coordination with BERA on reporting to external partners on the management of donor resources entrusted to BPPS; and
  • Facilitate support for the Director’s and Deputies’ advocacy around UNDP’s development policy and programming priorities.

Formulation and implementation of BPPS communications and advocacy strategy:

  • Lead collaboration with BERA to develop and implement a BPPS communication strategy;
  • Lead in the identification and utilization of media opportunities to promote BPPS issues and priorities;
  • Oversee the preparation of BPPS’s annual reports and quality assure strategic presentations and other communications material in key areas of BPPS’s work for use in external briefings and the external website, and support BPPS units in designing and delivering communication plans for specific events; and
  • Manage the preparation and clearance of speeches, press releases, publications and other materials with significant policy, programme and management implications.

Delivery of timely and quality results:

  • Facilitate management of CO demand and prioritization for timely and high-quality programme support;
  • Monitor and report on directives issued by the BPPS Director;
  • Monitor and report on the work plan of the Directorate and ICS units;
  • Plan and execute special projects, as requested by the BPPS senior management; and
  • Oversee management and reporting of results of the Global Programme.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s or equivalent) Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

  • 15 years of professional work experience leading teams, providing policy advice pioneering approaches in sustainable human development issues at the international level;
  • Demonstrated track-record of excellence in delivering the work programme of complex, global organizational entities in sustainable human development related policy and programming areas;
  • Experience in developing country settings and crisis situations desirable.

Language:

  • Excellent knowledge of English, as well as writing, presentation and communication skills;
  • Fluency in other UN languages is an asset.
