Background

Youth worker” (hereinafter The Program) is a long-term educational program for civil servants and leaders of youth NGOs aimed to ensure an appropriate understanding of priorities, trends and challenges of youth policy in Ukraine, EU and other regions.

The objectives of the Program are as follows:

  • to provide a systematic approach to youth policy development and implementation in Ukraine;
  • to share world best practices of youth policy elaboration and implementation;
  • to establish a constructive dialogue between civil servants and civil society.

Target groups of the Program are civil servants working with youth at local and regional levels and leaders of youth NGOs

The Program is implemented in the partnership with the Ministry of Youth and Sports of Ukraine, State Institute for Family and Youth Policies and United Nations Development Programme.

The Program is included in the Action plan for Implementation of the EU-Ukraine Association Agreement and the Concept of Youth Development Strategy 2016-2020.

The Program consists of:

Trainings

The Program consists of 3 levels of trainings for civil servants and youth leaders trained together: 

1st level – Basic training (including online course)

The Basic training consists of 4 modules: youth policy development and implementation; project management; social contracting; personal competencies. The Basic training lasts 3 days.

2nd level – Specialized trainings

Upon completion of the Basic training a Youth worker can continue his/her education at one of four Specialized trainings:

  • Development of volunteerism;
  • Supporting youth employment;
  • Work with vulnerable groups of youth;
  • Effective communications and outreach campaigns.

Whereas the Basic training is carried out by individual certified trainers, the Specialized trainings are contracted out to the specialized NGOs through grants disbursement, therefore strengthening capacities of national NGOs. Each of the Specialized trainings lasts 3 days.

3rd level – Training for trainers;

The Training for trainers is aimed at the graduates of the Basic training who wish to carry out the Basic training at the local level with the financial support of the Ministry of Youth and Sports and technical support of UNDP and the Institute for Family and Youth Policies.

The Training for trainers consists of 3 modules:

  • Training methodology;
  • Training as a form of non-formal education. Best examples of the EU practices;
  • Basic forms of work with youth.

Study visits to the European Union

The graduates of the Basic trainings are entitled to the study visits in one of the EU countries to learn about the best practices of the youth policy implementation in the EU.

Community of youth work practitioners “Youth worker”

Youth workers of Ukraine, regardless of the completion of the Youth worker Program, are encouraged to join the community of practitioners based on Facebook, which hosts the most up-to-date information about the recent developments, challenges and best practices of the youth policy implementation in Ukraine and globally. The platform also serves as an efficient liaison between civil servants and youth NGOs throughout the country.

Development of the Qualification Standards for Youth worker

The strategic goal of the Program is to develop and enforce the qualification standards for Youth workers. The qualification standards will ensure that Youth workers (both civil servants and NGOs) meet minimum requirements in comprehension of youth policy implementation, forms and instruments of work with youth as well as best practices of youth policy implementation in the EU and globally. 

Duties and Responsibilities

Main objectives of the assignment

The objective of this assignment is to provide support to the Youth worker Educational Program implementation by ensuring effective and efficient coordination and facilitation of the planned Program activities.

Description of responsibilities / scope of work

  • Serve as a focal point for the entirety of the Program activities.
  • Coordinate the implementation of the Program activities to ensure the results planned in the work plan.
  • Maintain good working relations with the Program stakeholders keeping them informed in a timely and accurate manner. Serve as a liaison between the UNDP project and other partners with regards to joint efforts for ensuring effective Program implementation.
  • Provide technical assistance in facilitation of grants distribution to NGOs to carry out Specialized trainings and ensure compliance of the grants implementation with the UNDP Rules and Regulations.
  • Provide technical assistance and logistical support in organizing the following trainings: Training for trainers – April; specialized trainings - June – September; basic trainings - October – November.
  • Facilitate organization of study visits and ensure good working relations with organizers in the host EU countries.
  • Develop the community of youth work practitioners by publishing at least 1 post in Ukrainian (article, useful links etc.) per week in the Youth worker Facebook group and responding to the practitioners’ inquiries about the Program.
  • Ensure the Program visibility by posting at least one article (Ukrainian and English) per week on the UNDP Facebook page; highlight the main achievements at the UNDP website (Ukrainian and English). Draft press-releases for distribution in mass media at the Project Manager’s request (Ukrainian and/or Russian).
  • Provide up to date information to the Project Manager about project implementation progress.
  • Organize, administer, and coordinate meetings, capacity building activities, missions within the Program.
  • Assist in preparing the interim and final reports on results of implementation of the Program.

  • 1 progress report with the description of preparation of the study visit to Latvia (end of May, 2015) and preparation of the study visit to Germany (July, 2015); information on preparation and completion of 1 Specialized training; other fulfilled tasks, results and obstacles of the Program implementation;
  • At least 4 posts on the UNDP Facebook page, 4 publications on the Youth worker Facebook page and 1 article for the UNDP website as per the Project Manager request.

Deadline: By May 27, 2015

  • 1 progress report including information  on completion and follow-up of the study visit to Latvia and preparation of the study visit to Germany (July, 2015); information on preparation and completion of 1 Specialized training; other fulfilled tasks, results and obstacles of the Program implementation;
  • At least 4 posts on the UNDP Facebook page, 4 publications on the Youth worker Facebook page and 1 article for the UNDP website as per the Project Manager request.

Monitoring/reporting requirements

Work-progress reporting/monitoring meetings will be held with the Consultant on a regular basis. All activities of the Consultant shall be discussed and agreed upon with the Project Manager. UNDP will be the final authority to control the quality and evaluate the work. No reports or documents should be published or distributed to third parties without approval of UNDP.

Deliverable 1-  30%, deliverables 2-8    -10 % each

Required Skills and Experience

Education:

  • Master’s Degree in Management, Public Administration, Economics, Social Sciences or other relevant field. PhD will be an asset.

Experience:

  • At least 3 years of professional experience in coordination of projects or project components, facilitation of trainings;
  • At least 2 years of practical experience in the field of youth and/or social work;
  • Experience in working for or with international organization will be considered as an asset.

Languages:

  • Fluency in Ukrainian, Russian and English.

Documents to be included when submitting the proposals

Applicants shall submit the following documents:

  • Personal CV, including information about past experience in similar projects / assignments and contact details for referees;
  • Financial proposal;
  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP.

Financial proposal - Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).  

Travel costs

All travel costs will be reimbursed by the Project additionally and should not be included in the financial proposal.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

  • Educational background (Master’s Degree - degree in Management, Public Administration, Economics, Social Sciences or other relevant field) – 10 points max {10 pts – PhD degree; 5 pts –Master’s degree};
  • At least 3 years of experience in coordination of projects or project components, facilitation of trainings – 40 points max {40 pts – 5 years and more; 35 pts – 3-4 years};
  • At least 2 years of practical experience in the field of youth and/or social work - 15 points max {15 pts – 5 years and more; 10 pts – 2-4 years
  • Language Skills (Fluency in Ukrainian, Russian and English) – 5 points max {5 pts – English, Russian and Ukrainian};

Maximum available technical score - 70 points.

Selection method: Desk review followed by a validation interview.

Evaluation method - Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
