Background

Despite the significant and persistent economic progress over the last decade or so, Ethiopia continues to be exposed to several kinds of hazards and disasters, which have got the strength to dilute economic and institutional gains over the same period or beyond. While drought and floods represent major challenges, some other hazards like crop pests and diseases, livestock diseases, landslides, earthquakes, and conflict also affect communities over a wide range of different agro-ecologic and socio-economic zones of the country. The predominantly agrarian and/or pastoral nature of the rural livelihoods of the country puts rural communities at heightened level of vulnerabilities to disasters leading to crisis of livelihoods, if not addressed through appropriate disaster risk management systems.

Within the context of disaster risk management, over the last 3 decades, the Government of Ethiopia (GoE) has managed to design and implement large scale programmes focusing on disaster prevention and mitigation, household asset building, and environmental rehabilitation through public works. A track record of significant achievement has also been witnessed in terms of preparedness through the early warning system, the strategic grain reserve, and the development of standard guidelines for assessment and intervention. Moreover, recovery strategic framework is in place, which guides the community recovery from disasters and the protection of livelihoods. With a clear vision of becoming a middle income, democratic and developmental state and a carbon neutral climate resilient economy by 2025, Ethiopia has developed a 5 years comprehensive social and economic development plan called Growth and Transformation Plan (GTP) in 2010.  This plan marked a great step forward in moving from reactive crisis management approach to a multi-sectoral and multi-hazard disaster risk management approach.

As part its culture of ongoing learning and knowledge building exercise, UNDP wants to conduct an assessment on 1) the impacts of its recovery programme implemented since 2010; assess available indigenous coping mechanisms; and identify best practices of target communities in Somali, Afar, Gambella, and Oromia regional states; and 2) Assess Impact of UNDP Supported IDP Programme in Somali Regional States.

Duties and Responsibilities

The overall goal of the assignment is to assess the impact of DRMFSS/UNDP Livelihoods Recovery Support programme; to identify indigenous Copping Mechanisms among target communities; and best practices in programme target areas; and to assess the impact of UNDP supported IDP programme. Field level data collection and focus group discussions will consider 2 Woredas in each of the 4 regions. 1 or 3 communities will be consulted for data in each of the woredas.

Given the above stated overall objective and scope, the study will consider the following specific aspects under each of the three themes:

  • Assessment of Impact of Livelihoods Recovery Support Programme;
  • Best practices and Lessons Learnt;
  • Assessment of Indigenous Copping Mechanisms;
  • Assess Impact of UNDP Supported IDP Programme (Only in Somali Regional States.

Required Skills and Experience

Education:

  • Advanced degree (Masters or equivalent) in disaster risk management, Climate Change, environmental management, development studies, Rural Development, Livelihoods and Food Security Studies, Natural Resources Management or a closely related discipline.

Experiences:

  • At least 7 years of progressive work experience in research, analysis, programme management/impact assessment/evaluation in subject areas related to DRM, Climate Change, Food Security, Agriculture, and Livelihoods Recovery;
  • roven experience in Impact Assessment/Evaluation of DRM, Livelihoods, Food Security, agriculture and livestock, Food security and/or related programmes/projects;
  • A proven successful record of consulting/publishing experience in technical assessment/research on DRM, Climate Change, Food Security, Agriculture, and Livelihoods Recovery related topics;
  • Proven successful record  in Impact Assessment/Evaluation of DRM, Livelihoods, Food Security, agriculture and livestock, Food security and/or related programmes/projects;
  • Experience of working in multi-cultural environment;
  • Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required..

 Language:

  • Fluent in English.
