Background

Cross-border cooperation for sustainable peace and development is a multi-year UNDP Kyrgyzstan and Tajikistan programme that consists of a number of strategic building blocks designed to reduce the immediate risk of violent conflict and create a more conducive environment for the promotion of sustainable peace and development in cross-border areas of Batken Province (Kyrgyzstan) and Sughd Province (Tajikistan).        The programme adopts a multi-faceted approach in dealing with the complex nature of the challenges that Kyrgyzstan and Tajikistan face in their border area. Proposed interventions include conflict monitoring, cross-border intercommunity dialogue, awareness raising, information sharing and cooperation between border security forces and communities, and confidence building measures that may include for example joint youth initiatives, cooperation in natural resource management, immediate peace dividends through conflict-sensitive social infrastructure development and livelihood support.

The programme will promote a people-to-people approach, engaging with communities at the local level in order to contribute to improvement of their relationships.Peacebuilding interventions are designed so that they contribute to stabilization and at the same time will be catalytic to prepare the ground for the promotion of sustainable peace, aiming at finding pathways that can be followed with additional funding of other donors beyond the duration of this programme.

The programme will particularly promote the participation of women and youth in cross-border peacebuilding. In order to promote community participation and volunteerism, the programme will engage local experts on both sides of the border to mobilize communities, support conflict monitoring, community dialogue, and the implementation of confidence building measures.                                                                           The Project Coordinator will be responsible for implementation of the “Cross border cooperation for sustainable peace and development” programme addressed to support of communities development and conflict prevention in cross border areas of Batken Province.                    

Under the direct supervision of Batken Area – Based Development Programme Manager, in close coordination with UNDP Peace and Development Dimension Chief and relevant staff from UNDP Tajikistan’s Area-Based Development Office in Khujand, and technical guidance of the Peace and Development Advisor, the incumbent will implement programme strategies and interventions of the “Cross border cooperation for sustainable peace and development” programme funded by various donors.

Duties and Responsibilities

  • Responsible for the implementation of programme  activities under respective  Programme Output;
  • Together with UNDP Peace and Development Advisor, Peace and Development Dimension Chief and Batken Area – Based Development Programme team (and in consultation with ABD office in Khujand) design and implement strategy according to the programme document (developed on information generated during the past implemented in bordering areas);
  • Establish, lead and actively participate in the relevant networks with local and national authorities, implementing partners including other UN agencies, UNDP Tajikistan project team, NGO partners and experts for effective implementation of the project activities;
  • Coordinate work of local experts engaged in conflict monitoring and community mobilization efforts in selected project localities;
  • Ensure fulfillment of standards procedures, including the ones of procurement, contracting of services and formalizing partnerships, in accordance with UNDP Rules and Regulations;
  • Ensuring the delivery of the assigned project resources against approved budget;
  • Oversee, manage and ensure timely implementation of capacity building and cross-border activities at the local level;
  • Ensure aligning the programme activities within the component with the UNDP mandate and corporate priorities, National strategies/programme and contribution to the capacity development of the national counterpart institutions; Support Batken ABDP in development of local initiatives and action plans for addressing the root causes of conflicts in cluster areas;
  • Provide technical support for strengthening capacities of the local authorities and cross-border working groups in their role to facilitate and oversee the process of integrating conflict prevention priorities;
  • Assist in developing the capacity and skills of local government institutions, representatives of youth, women councils, and civil society actors in conflict prevention;
  • Facilitation of awareness raising campaigns at the national, province and district level, through a series of roundtables and other forums, and publications; 
  • Carry out monitoring and data collection to measure the progress and determine the impact of programme components;
  • Prepare regular action plans and reports on the programme  activities, lessons learned and actions to be taken;
  • Assist to Batken ABDP Programme Manager in preparation of progress/annual reports on respective components and activities through collection and preparation of relevant information. Submit information for preparation of analytical reports and situation analysis as needed;
  • Work towards achievement of goals set up in UNDP strategic documents (Corporate strategy, UNDAF, CPAP, Programme document etc.) and relevant national legislation;
  • Participate and provide technical inputs in drafting project proposals and in resource mobilization initiatives;
  • Ensure proper documentation codification (knowledge management) of programme methodologies and experiences for wide dissemination and institutional memory;
  • Assist in the establishment and maintain proper electronic and paper filing systems;
  • Flexibility to travel extensively within Kyrgyzstan and other Central Asian countries;
  • Perform other duties that may be required for proper project implementation.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences/ International Relations, Social Sciences, Peace and Conflict Studies or related field.

Experience:

  • At least two  years of relevant experience in managing or coordinating projects and hands-on experience in design, monitoring and evaluation of development projects in the area of governance, or capacity building, or community-based development, or peacebuilding, or conflict prevention and/ or other related fields;
  • Experience in managing and/ or supervising staff or personnel ;
  • Proven track of experience and knowledge of water management issues;
  • Strong knowledge of one of the relevant areas specified above, general understanding of all the major Programme issues. Be familiar with development methodologies, including participatory approaches to strategic planning, strategic management and the management of institutional change in developing countries.
  • Experience of collaborating or working with international organizations, high-level government officials representing central governmental bodies and/or local administrations;
  • Previous working experience in conflict prevention projects is an asset;
  • Good general knowledge of the development context in the South of Kyrgyzstan is an asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.). 

Language:

  • Fluency in English and Russian;
  • Working knowledge of Kyrgyz;
  • Knowledge of Tajik is an asset.
