Background

Under the direct supervision of Dimension Chief, Assistant provides programme/project support services ensuring high quality, accuracy and consistency of work.

The Programme/Project Assistant works in close collaboration with the operations and project staff in the office and UNDP CO as required exchanging information and supporting programme delivery.

Duties and Responsibilities

Supports formulation of programme/project strategy and the Annual Work Plans focusing on achievement of the following results:

  • Support in collection, analysis and presentation of information for identification of areas for support and projects/programmes implementation;
  • Support in drafting projects/programmes documents, work plans and reports required for the purposes of annual planning, resource mobilization, collaboration with partners, reporting to donors etc. 

Provides effective support to management and administrative support to the  Sustainable Development Cluster as follows:

  • Assist in the Projects/programmes monitoring and management functions as needed;
  • Provide support in implementation of the relevant projects/programmes activities;
  • Coordinate dissemination and exchange of projects/programmes related information in PMU;
  • Assist in  transferring of materials, equipment to national partners and beneficiaries as per UNDP procedures
  • Liaise with government authorities as necessary;
  • Render logistical and organizational support to Projects/programmes personnel, international consultants and national experts; provides relevant information to the operations colleagues;
  • Provide assistance in organizing and holding seminars, conferences, trainings, evaluations and meetings, provides relevant information to the Operations colleagues;
  • Provide assistance to the Operations colleagues on financial, administrative, HR and procurement matters of the projects;
  • Certify availability of funds and ensuring that the activities are in line with the approved work plan and budget levels;
  • Monitor regularly the Projects/Programmes budget, provide of timely advice to the projects/programmes on funds limitation and obtaining approval of budget revision(s) from UNDP;
  • Monitor regularly on-going projects/programmes contracts, execution of activities and timely submission of reports by international/national experts as per approved TORs, time-schedules and work plans.
  • Obtain necessary information and documents regarding financial records or projects/programmes expenditures;
  • Respond to inquiries regarding files, correspondences and references;
  • Provide support to office staff in general protocol matters related to visas and accreditation and other logistical matters;
  • Maintain accurate project electronic and paper filing system;
  • Assist to the Audit and prepare necessary documents;
  • Act as translator / interpreter as necessary; provide interpretation services to projects mission members when and where required;
  • Compile situation reports as necessary;
  • Maintain calendar of event up to date;
  • Any other tasks required for the smooth running and success of the Projects/Programmes.

Support knowledge building and knowledge sharing (i.e. data base maintenance, best practices and lessons learnt documentation and etc.) in the focusing on the achievement of projects/programmes results according to annual work plans.

Required Skills and Experience

Education:

  • Secondary education.

Experience:

  • 3 years of relevant administrative or programme experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages;
  • Experience in drafting reports and project/programme documents is an asset;
  • Experience in relevant programme/project is an asset.

Language Requirements:

  • Fluency in English and Russian;
  • Knowledge of Kyrgyz is an asset.
