Background

Swaziland is mostly affected by natural and man-made hazards such as droughts, floods, wild fires, windstorm, hailstorm and epidemics causing destruction to infrastructure, environmental losses and humanitarian consequences and increasingly, disruption to provision of basic services and loss of life. The National Disaster Management Agency (NDMA) was established in 2008 under the Disaster Management Act of 2006 (DMA) within the Deputy Prime Minister’s Office (DPMO) with a mandate of coordinating a coherent disaster risk management system in the country to safeguard the attainment of the National Development Strategy, Vision 2022.

In line with the DMA, the NDMA with support from Government, the United Nations system and non-governmental organizations (NGOs) coordinated the development of the National Multi Hazard Contingency Plan (MHCP) for the period 2008 to 2015. The MHCP provides a framework for implementing preparedness response, mitigation and early recovery measures to potential impact of hazards which are likely to cause disasters. The MHCP articulates coordinated actions the Government of Swaziland working with national stakeholders will take to prevent or reduce any potential adverse impacts emanating from natural and man-made hazards, as well as how to respond to these risks/disasters.

The MCHP is a document that is reviewed regularly with a view of updating it, taking into account new risks and other emerging dynamics and issues that may impact on disaster prevention, preparedness and early recovery or response efforts.

Duties and Responsibilities

Technical services of a Consultant are sought to facilitate the review and updating of the National Multi Hazard Contingency Plan (MHCP) 2008-2015 to cover a two-year period from 2015-2017. The specific tasks to be undertaken by the Consultant will include:

  • Conducting a national risk/hazard profile analysis;
  • Consulting with various stakeholders/clusters of the MCHP to facilitate identification of gaps of the current MCHP;
  • Reviewing the MHCP 2008-15 and develop appropriate preparedness, response and recovery actions;
  • Update the preparedness, response and recovery activities  pre/timely/post activities of the MHCP under each identified cluster in the occurrence of an event, possibly with a budget;
  • Conducting a desktop exercise with NDMA and the identified clusters to ensure that the plans are practical and applicable; and
  • Production of a MHCP document that will be presented for national stakeholders’ adoption and approval by NDMA.

The Consultant working with NDMA will be responsible for the consultation process and producing the following deliverables:

  • Inception Report with a clear methodology for assignment undertaking together with the timetable for all the deliverables associated with the contract;
  • A Draft MHC Plan for validation by the cluster and national stakeholders;
  • Consolidated and illustrated Final Report of the reviewed National Multi Hazard Contingency Plan 2015-2017.

Time frame:

  • Inception Report will be completed by 10th May 2015;
  • Clusters and national consultations conducted, by 31st May 2015;
  • Draft MHCP Report for the validation workshop by 19th June 2015;
  • The reviewed Final MHCP Report approved by the Government of Swaziland, National Disaster Management Agency by 30th June, 2015.

Level of Effort:

  • 20 (twenty) days are provided to the International Consultant for the production of the draft and final reports;
  • The division of time between desk review (draft) and production of the Final Report will evidently allow adequate time in country to ensure full engagement of the Government of Swaziland.

Inputs of the NDMA:

  • NDMA shall provide the Consultant with: a) Guidance information and list of documents to  facilitate the desk review and elaboration of Inception Report and any other information as appropriate; b) Contact information for relevant partners; and c) Comments on the final draft report of this Consultancy within  five (10) working days after submission.

  • Proven experience of the Risk Management/Contingency Planning in support to country process implementation;
  • Strong knowledge of institutional and capacity strengthening through coordinated processes;
  • Good facilitation and communication skills.

Required Skills and Experience

Education:

  • Graduate degree (Masters, PhD) in Disaster Risk Management/Risk Management/Development Planning.

Experience:

  • At least 10 years of experience in the risk management including three years in performing similar tasks;
  • Experience in the disaster risk management and formulation of coordination, management systems strengthening;
  • Strong knowledge of project management and programmes in the disaster risk preparedness, readiness and management at international or region. Knowledge on Swaziland would be an added advantage;
  • Good knowledge of actors and experience with Disaster/Hazard/ Risk Management coordination;
  • Good knowledge of coordination systems around disaster risk reduction and preparedness, early warning and climate change;

Language:

  • Perfect fluency in written and spoken English.
