Background

Under UNDP Myanmar’s Pillar 1 Local Governance Programme, Output 2 focuses on Civil Society and Media support. The effective participation of Civil Society Organizations (as representatives of the people) and the Media (as one of the organizations concerned with transparent, credible and accurate reporting of local news) is an integral element of sustainable human development and local governance. UNDP’s overall programme strategy for Myanmar (2013 – 2015) is aligned with the priorities of the Myanmar government and aims to support an enabling environment for development to reach out to all, democracy to flourish and citizens to realize their basic human rights.

As highlighted by UNDP’s Local Governance Mapping and other studies, women’s engagement with and participation in local governance remains extremely low in Myanmar, and particularly in rural areas. This holds back achievement of Myanmar’s broader development goals. Output 2 places special emphasis on empowering rural women’s leadership in communities and their engagement in local development and monitoring of public service delivery, working with the federated Self-Reliant Groups (SRGs), represented at township level by Township Leading Groups (TLGs), and increasingly supporting women’s leadership development through CSO and Media networks. 

Duties and Responsibilities

Under the overall guidance of the Programme Specialist- Civil Society and Media and in coordination with National TLG Coordinator and other UNDP staff, the International Consultant will provide technical support for implementation of the women’s empowerment project. Specifically, the International Consultant will be responsible for the following:

  • Outreach with external stakeholders to explore public-private partnerships and other creative partnerships with local tech and media resources, as well as development of a coordination and/or steering mechanism on women’s empowerment initiatives for increased national impact;
  • Coordinate the prototyping of women’s mobile technology app including technical consultations, initial content development, field testing, and recommendations for refinement and roll-out/scaling-up
  • Review and further develop/refine other media campaign strategies, including vetting them with external stakeholders, support the contracting process;
  • Work with national staff or service providers to conceptualize, pilot and refine a Myanmar women’s leadership and empowerment practical toolkit for training and on-going capacity development for women leaders in UNDP’s identified target groups;
  • Other tasks as agreed with Output 2 Lead/Program Specialist to support implementation of the project, including: drafting Concept Notes or TORs; liaising and contributing to oversight for implementation of contracts to implement recommended strategies; conducting field monitoring visits and collecting baseline/impact data; drafting communications releases, and providing written inputs to reporting.

Required Skills and Experience

Educational Qualifications

  • Master Degree including First level University Degree (Bachelor) in Social Sciences area e.g., International Relations, Development, Gender Studies.

Work experience

  • At least 3 years work experience in implementation of international development projects. Direct experience in Myanmar is an added value;
  • Experience personally founding and/or leading social initiatives, particularly to inspire and motivate women, is a distinct advantage;
  • Demonstrated familiarity with women’s issues, women’s organizations/networks, and women’s empowerment approaches, in Myanmar or similar developing contacts;
  • Demonstrated creative talent and/or experience working with inspiring figures and creative talent to harness talent in service of broader social events and campaigns.
