Background

UN Women is implementing the global “Beijing+20: Empowering Women - Empowering Humanity:  Picture it!” campaign in the context of the 20th anniversary of the Fourth World Conference on Women (1995), held in Beijing where the Beijing Declaration and Platform for Action (BPfA) was adopted.  The Beijing +20 campaign was launched on May 22, 2014 and will gradually build momentum into 2015.  The campaign will engage a wide range of constituencies on the Beijing Conference’s overall theme of women’s empowerment and gender equality and its 12 critical areas of concern. The campaign will be punctuated by a large-scale celebration in March 2015 during the Commission on the Status of Women and culminate in a high-level event at the UN General Assembly and UN Women Post-2015 campaign for Gender Equality stand along goal throughout the year end.

The Beijing+20 campaign has been running in Asia Pacific since May 2014 and it is featuring mini-campaigns around each of the monthly topics, which are linked to the 12 Critical Areas of Concern of the BPfA.

In addition to this, the HeForShe campaign, initiated in September 2014, intends to mobilize men and boys globally to stand up and take action for the achievement of gender equality. The campaign is being implemented across UN Women’s offices globally in support of UN Women’s Strategic Plan 2014-2017 and the organization’s awareness-raising efforts.

The HeForShe ‘Impact 10x10x10’ pilot programme, launched in January 2015, aims to create impact during the campaign’s implementation phase within three key sectors. This programme will engage with at least 10 governments, 10 corporations and 10 universities globally to identify approaches for addressing gender inequality, and pilot test the effectiveness of those interventions for scalability.

At the regional level, both the “Beijing+20” and the “HeForShe” campaigns have mobilized unprecedented public support and awareness through events, strategic partnerships and digital outreach among key audiences including men and boys, young people and civil society organizations.  These actions, outlined in the ROAP workplan, require broad time and dedication to ensure the achievement of the proposed goals.

Duties and Responsibilities

Under the direct supervision of the Regional Communications Specialist, with joint supervision by the Regional Strategic Planning and Coordination Specialist, the consultant will be responsible for tasks which relate to coordination, planning and execution of the regional component of the campaign. The duties include:

Communications and coordination support to ensure effective implementation of the campaign in Asia-Pacific region:

  • Establish and coordinate routine internal and inter-agency communications and sustain strong commitment on the implementation of the campaign;
  • Develop and sustain close collaboration with the global and country-level campaigns to strengthen messaging and outreach in the region and ensure consistency of messaging between global, regional and country-level campaigns;
  • Provide substantive inputs into global events, reports and other results; and strengthen information-sharing and learning across countries in the region;
  • Coordinate the development and execution of key activities to be achieved, ensure synergies with other initiatives, partners involved, seeking and incorporating inputs from concerned stakeholders and ensuring alignment of campaign messaging;
  • Support liaison with administrative and support staff for the contracting of goods and services needed to implement the campaign;
  • Liaise and consult with UN Women and inter-agency colleagues, in particular those working in the areas of communications (UN Communications Group), as well as leading practitioners from civil society and other stakeholders, to achieve the above and related tasks;
  • Support campaign related events including the planning and logistics for the event, invitations and post event follow-ups;
    Serve as focal point with HQ in relation to HeForShe and Beijing+20 campaigns;
  • Support, coordinate and accompany ROAP, MCOs, Cos and CPs to implement and disseminate activities outlined in the campaigns;
  • Support development and dissemination of communication tools and products to be used at the regional level in support of the campaigns;
  • Support establishment of strategic partnerships in support of the campaigns;
  • Support youth and male involvement in the campaigns;
  • Support other UN Women global mini-campaign initiatives under the Beijing+20; and
  • Support and coordinate campaign of the Executive Director’s HeForShe and IMPACT 10x10x10 with private sector and universities in Asia Pacific.

Knowledge management, monitoring and reporting on results of the campaign in the region:

  • Develop a strategy for monitoring and documenting Campaign results, preparing regular progress reports on overall results, trends, achievements and challenges related to the Campaign;
  • Coordinate with concerned colleagues and partners to ensure the implementation of the above strategy and facilitate sharing of results and related information with internal and external partners;
  • Prepare substantive written contributions and inputs for use in various reports, events and platforms, including web stories, speeches and press releases and other products, focusing on key results (achieved and expected) under the framework of the campaign;
  • Prepare a monthly report on the implementation of the campaign and a final report at the end of the consultancy (on monthly basis, total 10 reports);
  • Timely and appropriate management of the regional social media channels to promote and support implementation of the campaigns;
  • Knowledge Sharing and capacity building on campaign-related issues with staff and other relevant partners (UN Agencies, Private sector, Youth, Media and others);
  • Monitor periodically audience response with regards to campaign-related messaging and communications.

Key deliverables:

  • Summary of P&G CEO pledge to HeForShe and its roll-out activities;
  • Schedule of at least 20 social media feeds onto Hootsuite dashboard;
  • First draft of IMPACT 10x10x10 roll-out plan and Guidance Note;
  • Aggregate advocacy campaign results report by month;
  • Social Media Monitoring report;
  • Report of HeForShe event organization in China (follow-on activities after the visit of the Executive Director);
  • Note of regional focal point teleconferences with New York and recommendations to Country Offices in Asia and the Pacific;
  • Completion of quarterly newsletter on Beijing+20 Campaign;
  • Support Thailand Country Programme on National Women’s Day to roll-out HeForShe amongst the Thai public;
  • Technical guidance report of support to China Country Team on website construction and appropriate social media features of the Chinese language website (hosted by NetEase);
  • Result summary of HeForShe outreach amongst the Thai public;
  • Aggregate advocacy campaign results by month;
  • First draft of summary of HeForShe Impact in the region;
  • First draft virtual map of HeForShe impacts and list of all alliances by country and votes by country in Asia-Pacific;
  • Launch of virtual map of HeForShe impacts and Beijing+20 results and list of all alliances by country and votes by country in Asia-Pacific;
  • Completion of annual report on comprehensive Beijing+20 Campaign in Asia and the Pacific.

Required Skills and Experience

Education:

  • Master's degree or equivalent in Communications or related field.

Experience:

  • Minimum 5 years’ experience, preferably from the UN System, international organizations or NGOs;
  • Of which proven two years of experience in implementing and coordinating campaigns and outreach activities;
  • Experience with writing short, captivating texts for a variety of online platforms to attract different groups of audiences preferred;
  • Have strong skills for tracking and monitoring media, key message development, strategic positioning, advocacy and community and issue engagement;
  • Substantive knowledge in gender issues and familiarity with the Asia-Pacific region preferred;
  • Familiarity with campaigns engaging men and boys at local and regional levels would be an asset.

Language Requirements:
