Background and Context

UN Women Kosovo has a long history of work in mainstreaming gender in the security sector. As part of this work, it has supported gender-sensitive police reform processes in Kosovo in order to establish an inclusive and accountable police service capable of ensuring women’s rights and security. In support to this process, UN Women financially and technically supported the establishment of the Association of Women in Kosovo Police (AWKP) in 2012 with the main aim to strengthen the Kosovo Police’s institutional capacity to mainstream gender into policies and procedures. The Association’s mission is to empower women in the Kosovo Police; to raise awareness about women’s issues; and to promote gender equality, professional development, the association and Kosovo policewomen abroad. The AWKP was officially launched as an NGO on November 1st, 2013, and currently has over 500 members coming from different regions of Kosovo, at all levels and positions, and uniformed and civil staff of both genders. The Association is a member of the International Association of Women Police, which has deemed the AWKP a role model for the similar entities in the region and beyond. UN Women Kosovo continues to support the strengthening of the Association and its work in successfully fulfilling the objectives in its Operations Strategy and the Action Plan. Taking into consideration regional and international interest on how the Association was established and strengthened, UN Women will be producing a knowledge product to record this process, and in particular, collecting best practices and sharing lessons learned. To do this, UN Women is seeking to recruit an International Expert, who will conduct the research and write up the knowledge product.

International Consultant to conduct research on the establishment process of the Association of Women in Kosovo Police and to produce a knowledge product.

Duties and Responsibilities

Objectives of the research:

UN Women is undertaking the research with the main objective to contribute to:

  • Collection and dissemination of best practices and lessons learned from the process of establishing the Association of Women in the Kosovo Police and the process of strengthening the Association to ensure its proper, independent functioning;
  • Identification of clear recommendations on how the process can be improved and replicated elsewhere.

Methodology:

The consultant conducting the research will formulate a detailed methodology for the research. The methodology will include quantitative and qualitative data collection methods including a desk review of available documentation, in-depth structured interviews with representatives of the AWKP and relevant stakeholders involved in its establishment.

Deliverables:

Under the overall supervision of the Head of Office at the UN Women Project Office in Kosovo, and in close collaboration with UN Women Project Coordinator and the AWKP, the International Consultant is required to provide the following expert services:

  • Prepare and submit: a detailed methodology for the research, including analytical and conceptual approach, a comprehensive list of relevant documents, a comprehensive list of relevant stakeholders, a structure or outline of the knowledge product, based on the research, detailed sample questionnaires, etc. These should be prepared in collaboration with, presented to and approved by UN Women;
  • Prepare and submit: a detailed work plan for the entire research project;
  • Conduct desk review and consolidate the data from existing reports and documents;
  • Conduct in-depth interviews. UN Women office and the AWKP will assist with scheduling the interviews;
  • Draft the knowledge product and share with UN Women and the AWKP;
  • Consolidate comments and finalize the knowledge product in cooperation with the UN Women office and the AWKP;
  • Prepare a brief final report in English on the research process for drafting the knowledge product. The report should include suggestions to UN Women on how to best follow up on the recommendations of the report.

Required Skills and Experience

Education:

  • Advanced university degree (Master or equivalent), preferably in gender equality/women’s empowerment as related to development, political science, law or other related disciplines.

Experience:

  • At least 5 years of progressively responsible experience in gender related research;
  • Knowledge, or work experience, with experience in the Kosovo context considered an asset.

Languages:

  • Fluency in oral and written English;
  • Knowledge of Albanian and/or Serbian considered an asset.

Duration and Remuneration:

The duration of the contract is for maximum 17 working days in the period of April 2015 – 30 June 2015. UN Women will cover costs of travel to and from Kosovo, accommodation in Kosovo and per diem while in Kosovo.

  • Cover letter to include: (i) a brief overview about which of your previous experiences makes you the most suitable candidate for the advertised position; and (ii) a brief methodology on how you will approach and conduct the work;
  • Financial Proposal: (Specifying a total lump sum amount for the tasks specified in this Terms of Reference). The financial proposal shall include a breakdown of this lump sum amount (daily rate and number of anticipated working days, any other possible costs, excluding travel to and from, per diems and accommodation in Kosovo).[1]

Payment schedule:

20% of the total amount specified in the Financial Proposal will be disbursed upon signing the contract, and the remaining 80% upon submission and approval of all deliverables by the UN Women Hiring (Project) Manager.

Evaluation Process:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
