Background

UNCDF Tanzania is recruiting a Communication, Partnerships, and Resource Mobilization Specialist (CPRS) who will be responsible for the development and implementation of effective communication, partnership, and resource mobilization strategies in Tanzania and select countries.  Successful candidate   will provide professional support to relevant programme activities and approved outputs within the Global Local Finance Initiative (LFI) programme in close collaboration with relevant programme staff.

The primary role of the CPRS is to lead programme development and implementation in the cross-cutting areas of:

  • Communications;
  •  Partnerships,and
  • Resource mobilization.

The cross-cutting support will focus on the main objectives of the Global LFI programme of promoting sustainable, inclusive and equitable growth in Least Developed Countries (LDCs) by developing local investment opportunities for financing by the private sector (preferably domestic capital markets)that can deliver transformative impact.

General context

The LFI programme provides project development and financing support in the form of seed capital, credit enhancements and technical expertise to unleash and trigger broader and deeper local economic development impact in the local communities. In other words, local economic infrastructure projects that are otherwise un-bankable are de-risked and taken to an investment ready stage where they are prepared to attract equity investors and access commercial capital.

Specifically, LFI is targeting commercially viable investment projects that aim to build productive capacity, sustainable consumption and will results in attaining transformative impact in the rural and urban communities, deepening of the private sector development and:

  • Enhance women economic empowerment and gender equality;
  • Build sustainable production systems ‘small and medium size infrastructure’ and consumption patterns;
  • Increase productivity in agriculture and market access to small and medium sized agri-businesses and farmers; and
  • Build resilience to climate change and access to clean and sustainable modern energy sources.

The above constitute priority thematic areas of UNCDF.

Organizational Structure:

The CPRS post is located in Dar es Salaam, Tanzania, and will report to the UNCDF country programme director/Global LFI Manager, who provides overall direction and guidance. S/He will be part of the Global LFI Secretariat tasked to provide integrated programme, capital and technical support as part of the UNCDF’s overall strategy.

The CPRS will lead one support staff working on cross-cutting issues including communications, partnerships, and resource mobilization. The CPRS’s role is to develop and roll out innovative approaches in programming to achieve the desired outcomes.

Duties and Responsibilities

Development of the communication, partnerships, and resource mobilization strategy for the UNCDF in Tanzania and the Global LFI programme.  Support the implementation in Tanzania and subsequent roll out in select countries.

Development of communication tools and advocacy campaigns related to priority thematic areas, as well as other regional priorities.

  • Contact and liaise with media outlets, partner organizations, UN system and donors, as required;
  • Liaise with translators, layouters, designers, printing houses, photographers and other service providers and handle the related; administrative processes in co-operation with support staff; Manage the content of the LFI website, social media platforms, and photo database;
  • Provide support for the capacity development and LFI technical training programs, ensuring programme knowledge generation and dissemination to key stakeholders we support or interact with including with the UN system;
  • Ensure documentation and dissemination of the Global LFI programme experience and tangible results achieved and resulting high visibility of its programmes and successes.

Establishment and management of the network of partners and alliances to support the UNCDF and LFI agenda

  • Support the establishment of partnerships with development partners, government, UN agencies, and the private sector (identifying, approaching and negotiating) to advocate for local economic development in Tanzania and to fundraise and or leverage funds to invest in sustainable, inclusive and equitable growth through UNCDF;
  • Design/develop concepts for partnerships engagement activities in alignment with UNCDF Tanzania’s country programme and Global LFI;
  • Implement and manage the day-to-day activities with the network of partners to achieve high-value results for UNCDF.

Development of the Resource Mobilization tools:

  • Develop fundraising tools for the relevant partners in the network (e.g. country resource mobilisation kits, brochures, e-newletters, programme funding requirement documents, partners updates, annual report for donors, articles for UNCDF Tanzania website and Global LFI website);
  • Compile and publish LFI’s update on Resource Mobilization in the thematic areas to provide useful information for the global program (quarterly basis);
  • Conduct research for, and assist with the development of factsheets, briefing materials, infographics, presentations and project proposals for public information, advocacy and resource mobilization purposes;
  • Support resource mobilization efforts such as donor profile development and maintenance, private sector partners collaboration, etc
  • Responsible for the management of the UNDAP process for UNCDF in Tanzania including reporting, reviews and AWP in partnership with support staff;

Manage the preparation of materials for the Programme Board and Steeering Commiteee meetings together with support staff and all the require logistics, protocols with government and reporting

  • Coordinate the production and dissemination of annual reports.

Required Skills and Experience

Education:

  • Master’s degree in mass communication, international development, journalism, marketing, or a related field is required.

Experience:

  •  Minimum 7 years of relevant and progressively responsible professional work experience working in the area of corporate engagement, communications, and resource mobilization;
  • Experience of working in the international corporate settings and the UN system is an advantage.

Language:

  •  Fluency in English and Swahili– both oral and written – is required;
  • Working knowledge of French is an added advantage.
