Background

UNDP in partnership with Commission on Human Rights of the Philippines (CHRP) is implementing the projects, “Nurturing a Culture of Human Rights and Empowering Citizens to Deepen Democracy”. 

The project seeks to build the capacity of key human rights institutions to fulfill their constitutional mandate as duty-bearers to the people, and empower claimholders, i.e. disadvantaged women and other vulnerable sectors to exercise and enjoy their rights.  It builds on the gains of previous human rights initiatives of the Philippine Commission on Human Rights under the UNDP projects, focused on the following concerns: mainstreaming and institutionalizing HRBA and UPR; formulating code of conduct on business and human rights/ environmental extractive mining concerns; and strengthening the capacities duty-bearers and claimholders to promote human rights, inclusivity, integrity, accountability, and the rule of law in governance through addressing the issues in Philippine politics, which inhibit and prevent democratic participation and representation. To achieve these outcomes and outputs, CHR have partnered closely with the key government agencies, NGOs, CSOs, and international organizations.

For 2015-2017, the project shall be on Accessibility which is the key to the enjoyment of human rights. Through the sustained capacity building on the Human Rights Based-Approach to democratic mechanisms (governance processes) such as elections, legislation and business, access by claimholders to enjoy their rights and duty bearers to fulfill their obligations will be enhanced. 

This project also aims to initiate reforms that are geared toward establishing indirect and direct voice channels at the local level, where the practice of democratic dialogue, constituency-building, and inclusive participation can be strengthened.

Various approaches and strategies to ensure passage of enabling policies and plans are set in place to ensure sustainability of the programs and processes. Participation and partnership with various stakeholders including the international community’s shall be done to further strengthen the promotion, protection and fulfillment of human rights in the country.

The Finance Officer shall be stationed at the Commission on Human Rights of the Philippines (CHRP) located at the Ground Floor, SAAC Building, Commonwealth Avenue, Quezon City. He/she shall directly report to the CHR Project Manager. 

Duties and Responsibilities

The Finance Officer’s prime responsibility is to ensure that the projects finance are completely liquidated and reported; judicious and properly used according to the deliverables specified in the work plans and/or TORs; required standard of quality and within the specified constraints of time and cost.  The Finance Officer shall have the following functions:

  • Prepares Quarterly and Annual FACE reports and reviews supporting financial documents, i.e. Quarterly Project Transaction Details (PTD), Combined Delivery Report (CDR); Statement of Cash Position; Statement of Assets and Equipment; Bank Reconciliation for the 2 projects;
  • Reviews and prepares the FACE, Request for Direct Payments (RDPs), Disbursement vouchers, Purchase Order of CHR to UNDP for the projects including the submission of financial documents of CHR and its Responsible Partners i.e. account books, general ledgers, subsidiary ledgers and trial balances of project expenditures of the two projects;
  • Organizes Project Financial records/ documents per year for quick reference during project spot check, programme planning and NIM audit exercise;
  • Participates in the programme/ financial project assessment meetings and reviews to assess progress, determine implementation issues/ bottlenecks and recommend/ facilitate remedial measures;
  • Assists in the conduct of the Spot Check and UNDP Audit Exercise by providing the advisory or actions to address the audit observations of the auditors to improve the project’s finance and cash management deliveries; and
  • When needed, conducts monitoring visit to the project partners to troubleshoot, verify, recommend and assist in the improvement of the efficiency and effectiveness of provision and utilization of project financial utilization and management inputs.

  • Preferably familiar and experienced with UNDP/ UN and Government Finance accounting system is desired;
  • Analytical and proficient in the accounting system, use of various MS application software/s such as Excel, Word, PowerPoint and Quickbook.

Required Skills and Experience

Education: 

  • Degree in Commerce, Finance and/or Accounting Management from a reputable University.

Experience: 

  • Familiar in Cash and Finance Management;
  • Experience dealing with government agencies, non-govt organizations, civil society and people’s organizations;
  • Exposure to human rights and governance issues;
  • At least 2 years working experience;
  • Experience in finance management and handling international funding agencies an advantage.

Language requirements:

  • Fluency in the English, Filipino and the local language.
