The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.

To raise the professional standards of those engaged in energy auditing and to improve the practice of energy auditors by encouraging energy auditing professionals in a continuing education program of professional development, BSEEP intends to conduct a cerfication training to identify persons with acceptable knowledge of the principles and practices of energy auditing through completing an examination and fulfilling prescribed standards of performance and conduct.

Duties and Responsibilities

Scope of Work

The primary jobscope is to develop training materials, conduct a Certified Energy Auditor (CEA) training course as well as proctor the CEA examination in accordance to the requirements of the Association of Energy Engineers (AEE)

The consultant will be required to:

Preparation of CEA training materials.

Prepare and disseminate materials to impart to participants knowledge on the following:

  • a) Energy Auditing practices and types; b) Methodology;
  • c) Energy Audit Instrumentation;
  • d) Auditing Tools;
  • e) Economic Analysis;
  • f) Building Systems;
  • g) Lighting systems;
  • h) Building Envelope;
  • i) Controls;
  • j) Boilers and steam systems;
  • k) Reviewing auditing reports;
  • l) Building Envelope;
  • m) Heating Systems;
  • n) Motors and Drives;
  • o) Heat Pumps;
  • p) Ventilation Systems;
  • q) Domestic Hot Water Systems;
  • r) Water Conservation and Audits; and s) Utility Analysis.

Dissemination of training materials:

  • Based on the training materials above, lead and conduct the CEA training session though a workshop.

Examination administration:

  • Lead, coordinate and proctor the CEA examination in accordance to the requirements of the Association of Energy Engineers;

Evaluate the impact and effectiveness of workshop:

  • The consultant is expected to carry out a post workshop evaluation survey to determine the impact of the learning objectives to the participant’s work as well as to gauge if the objectives of the training was imparted to the participants.

Methodology

The consultant will report to the National Project Manager and UNDP Programme Manager and with the BSEEP project team based on the Environment and Energy division of the Public Works Department. The methodology includes data collection, desk research, slide deck preparation and meetings.

Expected Outputs

Corresponds to the scope of work, the consultant is expected to develop and produce training materials to meet the learning objectives in work scope 1 and 2 above. All training materials must be submitted in an editable softcopy format. Videos if produced shall be in *.mp4 format.

Duration

The consultancy is expected to take place in June 2015

Deliverables and Timeline

The consultant will be responsible for the delivery, content, technical quality and accuracy of the training material, simulation models if any and report. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy division of the Public Works Department.

Terms of Payment

The fee is payable upon satisfactory completion and acceptance of the deliverables by BSEEP Project Management Unit and UNDP Malaysia. Breakdown of deliverables and percentage is in annex 1.

Required Skills and Experience

Education:

  • Minimum Bachelor’s degree in Engineering.

Experience:

  • Certified, accredited or approved CEA trainer by Association of Energy Engineers;
  • Minimum 3 years of experience in energy audits;
  • Experience in energy auditing, energy management, facility management, or experience relating to facility management is a must;
  • Knowledgeable in energy policies and energy management procedures of Malaysia would be an advantage.

Language:

  • Proficient in English;
  • Proficiency in Bahasa Malaysia will be an added advantage.
