Background

UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, operational since January 2011, works towards accelerating the United Nations’ goals on gender equality and the empowerment of women. UN Women supports innovative and catalytic programmes, advocacy, and technical assistance related to women’s human rights in countries throughout the world as part of the overall UN development cooperation system.

The purpose of these terms of reference is to recruit a young professional consultant with strong experience in youth advocacy and capacity development for volunteers to lead on designing and conducting a comprehensive training program targeting community volunteers under “Safe Cities” program on ending violence against women. The overall outcome of this consultancy contract is to create a team of skilled, equipped and community-driven volunteers to engage the community in combatting street sexual harassment. The consultant will work directly at the community level in Mansheyet Nasser, Ezbet el Hagganah and Imbaba engaging volunteers from the intervention sites in greater Cairo. The interventions designed by the consultant are expected to focus on engaging male audience in combating sexual harassment, conducting an intensive comprehensive TOT programme for community leaders and developing creative grassroots campaigns addressing violence against women led by trained teams of volunteers. 

The training program is expected to provide them with hands-on learning and intensive introduction to gender based violence (GBV), community mobilization, campaigning and sustainable volunteerism.

The consultant will be working in close partnership with project partners; relevant stakeholders, civil society organizations (CSOs), youth movements and youth organizations and community volunteers.  The Consultant, will work closely and under direct supervision of the Violence Against Women unit and with the overall supervision of the Country Programme Manager.

Duties and Responsibilities

Summary of Key Functions:

  • Design and implement a 3 days TOT programme for 50 volunteers from Safe Cities intervention sites providing youth with knowledge on gender-based violence, campaigning and advocacy, team building and inter-personal skills;
  • Engage in open dialogue with community volunteers on root causes of sexual harassment and provide comprehensive analysis to UN Women team with recommendation for action;
  • Design and implement a community-based approach to engage men in combatting sexual harassment under Safe Cities programme in greater Cairo;

Supervise and mentor volunteers to conduct a total of (3) community campaigns addressing violence against women with focus on street sexual harassment in their neighborhoods:

  • Provide volunteers with technical know-how to design and implement grassroots campaigns;
  • Support in the design and implementation of the campaigns responding to the needs of each intervention site;
  • Provide detailed schedule of campaigns with expected partnerships, coverage (if needed);
  • Submit campaigns reports with photo documentation.
  • Guiding participants to identify their personal needs and the needs of their communities to combat street sexual harassment
  • Engage with Safe Cities partners and UN Women in regular stakeholders meeting to harmonize the expected results with the overall vision of the programme;
  • Guiding participants to understand sexual harassment and its reach (extent) in their communities;
  • Guiding participants to be self-aware and confidant of their ability to create change;
  • Submission of monthly reports covering outcomes of training programme, design and implementation of local community campaigns and covering success stories and challenged faced on the ground.

Deliverables:

The consultant will be responsible to deliver the following:

  • Identify a total of (50) qualified volunteers from Safe Cities intervention communities in collaboration with civil society partners to attend the TOT programme and lead on community campaigns on sexual harassment. The selection of participants should take into consideration gender, age diversity and experience in community activities under Safe Cities;
  • Design a comprehensive TOT programme manual for volunteers covering gender-based violence, youth-led advocacy, team building, capacity development for youth leaders and interactive activities addressing sexual harassment;
  • Identity and implement, in consultation with UN Women, best practices to engage men as youth volunteers and as community members in combatting street sexual harassment;
  • Identify male champions to act as community advocates to combat sexual harassment in intervention sites;

Conduct intensive three days training program of for selected (50) volunteers from the selected communities covering the following:

  • The culture of effective volunteering / volunteering as a life priority for the sustainability of the society;
  • Provide awareness raising material and experience to participants on gender-based violence focusing on sexual harassment between the global and local concepts;
  • Engage participants in critical and creative thinking to address the problem at the local and national levels;
  • Creating and planning community campaigns and making a complete risk assessment / Organize and manage the campaigns on the ground and crisis management.
  • Submission of a monthly progress report detailing activities, challenges and next steps as well as necessary photo documentation;
  • Support and guide the creation and implementation of(3) community outreach and local campaigns by Safe Cities volunteers at the community level addressing street sexual harassment;
  • Submission of detailed report for each campaign executed in the field;
  • Submission of project report, covering success stories, challenges and recommendations for upcoming partnerships in the field.

Required Skills and Experience

Education:

  • A university degree in political sciences, gender studies, development, education or relevant fields. 

Experience:

  • A minimum of 2 years of professional experience in the field of community advocacy, field campaigning on gender based violence, youth outreach and/or volunteerism management;
  • Previous experience in youth-led projects, volunteerism and gender required;
  • Previous experience in intervention sites of the project is preferred.

Language Requirements:

  • Fluency (written and verbal) in English and Arabic required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable; and having received the highest score out of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight; 70%
  • Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Criteria Weight Technical: 70%

  • At least two years of relevant experience in youth campaigning and advocacy, field campaigning on gender based violence, youth outreach and/or volunteerism management (Weight: 30%. Maximum obtainable Points: 30);
  • Relevant education in political sciences, gender studies, development, education or relevant fields  etc. (Weight 5%; maximum obtainable points 5);
  • Excellent written and spoken English and Arabic. (Weight 5%; maximum obtainable points 5);

Financial: Lowest financial proposal: 30%.

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/(Bid of the Consultant) x 30
*"Lowest Bid Offered" refers to the lowest price offered by Offer or scoring at least 49 points in technical evaluation.
