Organizational Context

UNDP Somalia comprises of two main clusters: (a) Governance and Rule of Law Programme; and (b) Poverty Reduction and Environment Protection Programme. The Governance and Rule of Law Programme of UNDP Somalia responds to all four outcome areas outlined in the country programme: Capacity-Building for Peace and Human Security, strengthened Governance and Rule of Law Institutions, Systems, Practices and Services, increased Livelihood opportunities and improved Natural Resources Management, and Gender Equality. Main project areas currently include support to Constitution-Making, Local Governance, Institution Building, Access to Justice, Police and Community Safety. The Programme also contributes to other Outcomes and Sub Outcomes in the cross-cutting themes.

Under the overall supervision of the Programme manager for Governance and Rule of Law, and the direct supervision of the Governance and Rule of Law programme specialist, and the technical supervision of the Parliamentary Reform Specialist, the Outreach and Civic Engagement officer is responsible for the programme outreach and civic engagement work and to ensure that all activities are recorded, followed through, and reported appropriately.

The Outreach and Civic Engagement officer will also support the GROL Programme Manager, and work very closely with the Technical Specialist and the projects’ associates to support the Parliament’s outreach and civic engagement activities.

Duties and Responsibilities

Summary of key functions:

  • Support the development of policies, strategies, plans and implementation of activities of the project relating to outreach and connection with civil society and communities;
  • Contribute to the development of plans and strategies, monitoring and validation of outreach activities for Parliament and consultations for the constitution review process;
  • Contribute to the establishment and strengthening of capacity of Parliament for outreach, community dialogue and peacebuilding processes;
  • Facilitation of knowledge building and knowledge sharing on outreach and civic engagement.

Support the development of policies, strategies, plans and implementation of activities of the project relating to outreach and connection with civil society and communities focusing on the achievement of the following results:

  •  Contribute to the development of plans for outreach and dialogue campaigns consultations;
  • Identify opportunities for information sharing on project activities with relevant actors, liaise with stakeholders across Somalia to present project achievement;
  • Contribute to the implementation of Parliament and Constitution Review project as required;
  • Edit, format and review documents from the project team, with focus on outreach, dialogue and civic education activities;
  • Contribute materials to monthly and quarterly progress reports in a timely manner;
  • Develop monthly updates on project activities for outreach, dialogue and consultations conducted by Parliament and within the Constitution review process;
  • Represent the interest of the Parliament Support and Constitution review project and promote its vision and approach.

Contribute to the development and implementation of strategies of Parliament for Outreach and Civic Education and consultations for the constitution review process focusing on the achievement of the following results:

  • Identify key partners and activities for the Parliament in the sectors of grassroots peacebuilding, areas of collaboration, synergies and recommend actions;
  • Develop and maintain partnerships with key stakeholders, identify and recommend possible synergies;
  • Identify partners and target groups for Parliament outreach and Civic education process;
  • Contribute to the development of strategies and plans of the Parliament for Constitution Review  and Civic Education;
  • Participate in the planning and implementation of Constitution Review consultations across the country.

Contribute to the establishment and strengthening of capacity of Parliament for Outreach, Community Dialogue and Peacebuilding processes focusing on the achievement of the following results:

  • Contribute to the development of a communications strategy for the Parliament;
  • Contribute to the implementation of the Dialogue and Outreach strategy and plan of the Parliament;
  • Provide daily support to the establishment of Parliament administration unit dealing with support to public relations, outreach and communications;
  • Support capacity building of clerks and committee support staff in preparation for outreach of committees;
  • Organize and coordinate workshops and training sessions on dialogue and outreach;
  • Prepare and plan for MP’s outreach and regional dialogues;
  • Contribute to the Constitution Review Committee in building their capacities for consultations and outreach.

Facilitation of knowledge building and knowledge sharing on outreach and civic engagement focusing on the achievement of the following results:

  • Identify and formulate Outreach and Civic Engagement findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision-making processes;
  • Contribute to the development and implementation of a Communication Strategy;
  • Collaborate and coordinate with other UN agencies, government agencies, NGOs, and other organizations on Outreach and Civic Engagement.

Impact of Results

The key results have an impact on the overall success of the specific areas of cooperation under the UNDP country programme. In particular, the key results will have a direct impact on the effectiveness of the design, implementation and outcome of key project activity results under the specific Programme portfolio.

Required Skills and Experience

Education:

  • Master’s degree in Economics, Business or Public Administration, Political or Social Science, Law, International Studies, Development Studies or any other related field with 3 years of relevant work experience in Outreach and Civic Engagement;
  • A first level university degree in Economics, Business or Public Administration, Political or Social Science, Law, International Studies, Development Studies or any other related field with a combination of 5 years of experience in Outreach and Civic Engagement may be accepted in lieu of the master’s degree.

Experience:

  • 3 years of relevant experience at the national or international level in Outreach and Civic Engagement;
  • Experience in the use of computers and office software packages and handling of web based management systems;
  • Previous experience in dealing with Parliament an asset;
  • Work experience within the UN or INGOs an asset;
  • Sound knowledge in administration and finance an asset.

Language:

  • Fluency in written and spoken English and Somali.
