Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women (UNW) programme direction and results frameworks are spelled out in its global and regional strategic plan (2013-2017). This plan puts emphasis on deepening UNW support to countries to implement their commitment to gender equality and women human rights particularly in the areas of enhancing women's economic security and rights; reducing the prevalence of violence against women ; promoting gender equality in democratic governance in stable and fragile states. The Strategic Plan also calls for greater alignment with and support to emerging UN regional coordination mechanisms.

UN Women relies on a wide range of partnerships in fulfilling its mandate (i.e. governments, and intergovernmental organizations, civil society organizations; including women's NGOs and grassroots organizations, networks, the academia, multilateral partners and faith based organizations). Its support is aligned with commitments to gender equality and women's human rights as agreed in international and regional framework such as the MDGs, the Beijing Platform for Action, CEDAW, and the Solemn Declaration on Gender Equality in Africa and the Protocol on Women Human Rights in the African People Charter.

UNW established its presence in the Democratic Republic of Congo (DRC), in 2002 and 2003. The main focus of its interventions has been a substantive support and partnership with all key stakeholders to promote gender equality through addressing feminized poverty and exclusion, violence against women, women's active participation in the peace processes, gender equality in democratic governance as well as in HIV/AIDS responses. The necessity to advance gender equality and women's human rights in DRC has been enhanced by the heightened incidences of sexual and gender based violence in conflict zones.

UNW will capitalize on its position and successful experience to strengthen partnerships with key national stakeholders as well as donors to ensure the realization of women's rights in DRC, within the framework of the UNW DRC Annual Work Plan.

In order to strengthen its presence in DRC, UNW seeks to recruit a Programme Coordinator (PC) who will provide overall leadership, management and technical guidance to ensure the achievement of projects objectives and delivery of projects outputs in close consultation with stakeholders and partners. The PC will provide required technical and administrative support to guide projects activities and outputs and ensure cost effectiveness and sustainability. He will be in charge of promoting the accountability of the United Nations system in its work on gender equality and women’s empowerment. He/she  will also represent UNWOMEN in key events and meetings.

Duties and Responsibilities

Summary of Key Functions:

  • Programme management;
  • Provision of high quality advisory services for UN’s implementation of the UNSCR on Sexual Violence in Conflict (1820/1888/1960/2106);
  • UNCT Coordination Support in the area of sexual violence in conflict;
  • Strategic partnerships and resource mobilization support linking the UNSCR on Women Peace Security and Sexual Violence in Conflict;
  • Advocacy support and knowledge building and management.

Programme management:

  • Provide coordination and effective management and direction to the programme to achieve the greatest impact possible;
  • Ensure country office is  continuously involved, consulted and informed of ongoing progress;
  • Manage the overall project by planning and tracking project activities in accordance with the project agreement; 
  • Establish work plans, set performance targets, and  identify challenges and strategies  to achieve project aims in coordination with the WPE and other relevant Technical Units;
  • Manage and support programme officers who has the primary responsibility for the implementation of activities of the programme.

Provision of high quality advisory services:

  • Monitoring, analysis and research of the situation and trends, including the political, social and economic situation in the country related to sexual violence in conflict;
  • Preparation of substantive inputs to the UNWomen country office programme on support to the coordination of the national strategy of sexual gender based violence;
  • Identification of areas for support and interventions with regards to sexual violence in  conflict at national level and timely readjustment of interventions based on continuous impact assessments;
  • Provision of programme advisory support to the Office Management with regards to sexual violence;
  • Support and coordinate the review process of the national strategy of sexual gender based violence including the development of the Monitoring and evaluation framework and provincial action plans;
  • Provide high quality advisory support to the Ministry of gender at national and provincial level in the area of sexual gender based violence.

UNCT Coordination Support in sexual gender based violence:

  • Provide substantive support to the Representative on inter-agency coordination with regards to sexual gender based violence;
  • Take part in UNDAF processes and similar exercises related to the RC system ensuring that sexual violence concerns are clearly reflected and mainstreamed in process;
  • Prepare substantive inputs to UNDAF and other documents thoroughly analyzing and researching the political, social and economic situation in the country and in the region;
  • Ensure nation-wide coherence between sexual violence related initiatives deployed in the East with those deployed in other parts of the country;
  • Prepare regular briefs for UNCT on sexual gender based violence;
  • Participate in the different UNCT coordination mechanisms.

Strategic partnerships building and resource mobilization Support for implementation of UNSCR on Women Peace Security (1325, 1889, 2122) and on Sexual Violence in Conflict (1820/1888/1960/2106):

  • Implement the Office partnerships and resource mobilization strategies to achieve programme outcomes with regards to sexual violence in conflict and broader women peace and security agenda;
  • Create and coordinate partnerships with the relevant UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society;
  • Determine programmatic areas of cooperation, based on sexual violence in conflict needs and priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing;
  • Mobilize resources for new projects in coordination with the UN Women Representative.

Advocacy support and facilitation of knowledge building and management with regards to sexual violence in conflict/and within the wider women, peace and security agenda:

  • Support the establishment of advocacy networks at national level and linkages to international networks proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;
  • Identify and synthesize best practices and lessons learnt;
  • Proactively contribute to relevant knowledge networks and communities of practice.

Impact of Results

The post has an impact on the overall effectiveness and success of UN Women interventions and activities in support of the Government of the DRC’s efforts to coordinate the national sexual gender based violence strategy, which impacts in turn on the overall effectiveness of the UN Women programme in DRC.  By helping ensure effective design, planning, implementation, and M&E of sexual violence in conflict initiatives, and building networks and helping mobilize resources for prevention and protection against sexual violence, the incumbent enhances the organization’s capacity and credibility in implementation of highly effective programmes and advocacy with strong impact in DRC.

Required Skills and Experience

Education: 

  • Master’s Degree in International Development, Gender, Human Rights, Applied Anthropology, or in other related Social Sciences.

Experience:

  • Minimum of 7 years relevant experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects in the field of gender and human rights of women;
  • Prior experience in the UN System, in the country and the Region will be an asset.

Languages:

  • Fluency in English and French is required.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
