Background

The Consultant will contribute to the business realignment related work of the Management Consulting Team (MCT), which is part of the Bureau of Management (BOM). The MCT undertakes business realignment work as part of its ongoing support to Country Offices and Headquarter Units of UNDP, as well as other UN Agencies as requested (hereafter referred to as ‘clients’).

The Consultant will primarily collaborate with the core members of the Management Consulting Team as well as other staff members from across the organization, and will form part of the MCT extended network, in order to jointly produce deliverables as agreed with the clients. Also, when required, contributions will be solicited from the Consultant to update specific sections of the internal ‘Toolkit for Managing Change’ to which the Consultant will be given access if applicable

Duties and Responsibilities

Expected Outputs and Deliverables

The Consultant is expected to contribute high-quality outputs, individually or in conjunction with other MCT team members, by providing quality services and advice provided to Country Offices on all elements of change management including leading and/or supporting Country Office change management exercises related to strategic positioning and functional alignment.

Examples of deliverables include but are not limited to the following:

  • Strategic positioning analysis and advice, e.g. related to comparative advantage, partnerships, vision, mission and values;
  • Advice on alignment of office/unit functions, structure and services with the overall strategy, positioning and resource outlook;
  • Change implementation advice taking into account cultural elements, resistance to change, incentives for cross-cutting collaboration, implementation project management realities, etc.;
  • Advice on support options in order to empower staff members and reinforce more effective leadership and management practices;
  • Codification of best practices to be incorporated into the UNDP ‘Toolkit for Managing Change’ and in engagement preparation materials, such as PowerPoint presentations, participatory exercises, analysis tools, etc.

Deliverables are typically pre-identified and agreed upon between the client (CO, HQ, etc.), the MCT and the Consultant. The MCT will review and certify all deliverables, before submission to the client.

Institutional Arrangements

The Consultant will be supervised by the Coordinator of the MCT.  While clients have to be satisfied with the quality of outputs provided by the Consultant, the MCT Coordinator will certify deliverables for payment. The Consultant is expected to display behavior consistent with UNDP’s mandate as well as the MCT’s mission and approach, which will be elaborated upon as part of the induction of the Consultant. Should unexpected discrepancies in expectations arise, between the Consultant, the clients, as well as the MCT, the Consultant is expected to raise these pro-actively and work with the Coordinator in resolving them.

The Consultant is required to produce Engagement/Mission Reports plus any relevant annexes, such as Action Plans as part of an engagement team or in case the mission is undertaken by him/herself in his/her own accord.  The intellectual property of any and all deliverables under this consultancy will belong to UNDP.

At the request of the Coordinator, the Consultant is also expected to attend, in person or virtually, engagement planning meetings, briefings, debriefings etc., as well as any applicable Team Meetings. A Skype account is necessary for ongoing communications with the MCT.  The Consultant is expected to provide his/her own laptop computer with internet access.

The MCT will provide support with agenda planning for missions as well as some limited logistical support for travel arrangements. This includes booking of air tickets, hotels and visa facilitation when required.

Duration of Work

The contract consists of two parts:

One fixed day per month, dedicated to engagement planning, follow up (via home office, no need for physical presence) and content development, when required.

Intermittent: Engagement missions’ preparation, execution and drafting deliverables (reports, standard operating procedures, action plans, etc.) (Preparation and deliverables via home office, mission locations as directed by the MCT). The Consultant is expected to roughly undertake 5-10 day missions to any given country, estimated to be up to 5-6 times per year. For Country Office missions, the standard UN Daily Subsistence Allowance (DSA) plus terminals will be paid in accordance to the rules. Days billable for mission preparation and deliverables will be determined in cooperation with the MCT. These days are to be undertaken via home office.

Due to the client driven nature of MCT engagements, the scheduling and frequency of missions cannot be foreseen. Every effort will be made to accommodate all parties involved.

Travel usually takes place over weekend. 50% of the daily fee will be paid out for travel days (most direct route). DSA will be paid out in accordance to UN rules for all working days in-country.  No DSA will be paid out for travel days.

The Consultant will be given an induction both on substantive inputs as well as logistical arrangements more broadly. This includes also access to compulsory online Security Trainings.

Duty Station

The Consultant is expected to work from his/ her home location (internet access and a Skype account is required) unless he/she is requested to participate in a mission engagement on behalf of or with the MCT. In this case, the travel to the respective office constitutes official duty travel as per the above.

It might become necessary for the Consultant to participate in Strategic Planning meetings and workshops on site with the MCT. Such travel constitutes also official travel and will be authorized if and when necessary.

Required Skills and Experience

Education:

  • University degree in public administration, business administration, economics, social sciences or other related disciplines.

Experience:

  • Minimum 15 years of relevant work experience;
  • Previous experience providing change management advisory services to UN(DP) an advantage;
  • Solid demonstrated experience with organizational change management, incl. methodologies;
  • Experience with participatory methods, questionnaires is preferred;
  • Full proficiency in the use of software packages in particular Excel, Word and PowerPoint required.

Language:

  • Fluency in English is required;
  • Fluency in other UN languages, particularly French, Arabic and/or Spanish an asset.

Scope of Price Proposal and Schedule of Payments

The contract is based on a daily fee, with two components:

  • One (1) fixed day will the paid monthly to the consultant as indicated above;
  • The retainer part of the contract will be activated when missions are undertaken. For those days which will be estimated in advance, payment will be made upon submission of the mutually agreed deliverables, upon certification by the Coordinator. Along the deliverables, a simple table should be submitted indicating the days worked on a particular mission/ engagement. Travel days are paid at 50% of the daily fee rate. No DSA is paid out for travel days;
  • DSA and terminals will be paid in accordance with UN rules for all days worked in-country.

Shortlisted candidates (ONLY) will be asked to submit a Financial Proposal

 Daily rate consultancy fee based on a 8 hour working day (lunch time is not included). The cost for air travel and living cost should not be included in the daily rate. Travel cost will be borne by UNDP if such travel will be required. UNDP normally use economy class.

If the candidate is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the candidate must indicate at this point, and ensure that all such costs are duly incorporated in the Financial Proposal submitted to UNDP

Evaluation

Applicants are shortlisted based on Required Skills and Experience stated in the TOR. UNDP may choose to interview shortlisted candidates. Please note that only shortlisted candidates will be contacted.

After which the applicants will be evaluated based on cumulative scoring:

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation
  • Technical criteria weight/Interview Score (70%);
  • Financial criteria weight/Financial Proposal (30%).

Only candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Framework Agreement

UNDP plans to enter into the Long-Term Agreement (LTA) with only one successful Individual Contractor (LTA contractor) for services requested. The service of who will be used on an intermittent and repetitive basis when needed and based on the fixed unit price.

Please note that the LTA does not form a financial obligation or commitment from UNDP at the time the LTA contract is signed, and that such an agreement is non-exclusive. When a specific need arises, the successful Individual Contractor/s will be approached and be provided with a specific TOR and deliverables (and time frame) but still within the scope of the responsibilities stated in the LTA. The successful Individual Contractor/s is expected to provide Confirmation of Interest on the specific services required and submit Financial Proposal based on the agreed LTA Daily Rate Consultancy Fee. Financial commitments will only be established each time a Purchase Order for the specific services/TOR for Individual Contractor is committed.

This LTA has a cumulative ceiling amount that may accrue to the individual contractor during the life of the LTA, but said amount shall remain as an upper limit, and must not and cannot be interpreted nor understood as neither a financial commitment nor guarantee of business volume.

The duration of LTA is for 3-year period subject to satisfactory contract performance.

Payment Modalities

Payment to the Individual Contractor will be made based on the deliverables and upon certification of satisfactory completion by the manager.

Use of Roster of the Consultants

Other prospective applicants that are not awarded LTA, at the UNDP discretion, will be placed in the roster of the consultants (up to three) to be used based on call basis for similar services.  The roster shall only be valid for a period of three (3) years. The contractor must be willing to provide the required services at the request by UNDP.  Financial commitments will only be established each time a Purchase Order for the specific services/ is committed.

UNDP will leverage from this roster in the following situations:

  • In cases where LTA Contractor is not able to provide services;
  • In cases where the scope of services (multiple projects) are exceeding a capability of LTA Contractor.

UNDP reserve the rights to conduct a secondary competition/interview among the roster of the consultants to ensure that a consultant’s qualification fits for a specific project, including availability on duration/time required.
