Background

The overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the Programmes and activities of the United Nations System.

The Joint-SIOC reports directly to the Chief Security Advisor for Somalia. Under the shared supervision of the Security Information Analyst (SIA) and the Security Operations Officer (CSA), the Local Security Associate (Information & Operations) will be responsible for the coordination and streamlining of information and operations functions within the SIOC including backstopping for the LSA Information and LSA Operations when required. 

He/she will maintain a current awareness of security-related developments in Somalia as well as potential implications for the safety and security of UN personnel or disruptions to UN activities. He/she will be expected to monitor daily situation reports, local media, and other sources and his/her duties will include conducting research in support of the SIA and assist the CSA to manage day-to day operations for Somalia including processing of security clearance requests and monitoring daily staff lists compilation and dissemination.

The incumbent will be expected to travel to other parts within Somalia and maintain an extensive network of contacts on the ground in order to support DSS Somalia field activities. He/she may also perform other duties, as directed by the Chief SIOC, to support the work of DSS Somalia, the UN, and the broader humanitarian environment in Somalia.

Duties and Responsibilities

Summary of Key Functions:

  • Supports the SIA with security-related information acquisition and analysis
  • Supports the CSA to process security clearance requests
  • Produces reports, including Daily Situation Reports and documents for sharing with SIA and CSA.
  • Assists with  oral briefings regarding the security situation in Somalia and potential implications for the UN and the broader humanitarian community.

Supports the SIA with security-related information acquisition and analysis:

  • Establishes and maintains a network of contacts for information excahnge, including UN Organisations, NGO partners, local implementing partners and local authorities in relation to Somalia;
  • Monitors open source Somali media sites and provides inputs to and edits security reports and briefing notes regarding UN actiovities in Somalia;
  • Assists SIA to verify and provide comment on reported security incidents;
  • Regularly travels to other parts withing Somalia to assist with information acquisition and verification.

Supports the CSA to process security clearance requests:

  • Receives and collates security clearance requests from UN Organisations and prepare consolidated sheets for CSA review;
  • Provides initial advice and guidance to UN Organisations on security clearance procedures for Somalia;
  • Maintains a running register of approved security clearances for Somalia.

Produces draft reports, including Daily Situation Reports and documents for sharing with SIA and CSA:

  • Prepares the draft of the Daily SITREP for review by the CSA;
  • Provides translation summaries of significant reports obtained from open sources;
  • Prepares inputs (verbal and oral) for briefings by the SIA;
  • Assists CSA with the compilation and dissemoination of the consolidated staff list;
  • Provides inputs to ad hoc thematic analysis reports as required.

Assists with verbal briefings regarding the security situation in Somalia and potential implications for the UN and the broader humanitarian community:

  • Participates at the weekly SIOC internal meeting covering security information and operations updates and when necessary provides the significant security incident update for Somalia;
  • Liaises with LSA’s at locations throughout Somalia in order to assess implications on UN activities as the result of security incidents;
  • Assists the CSA with pre-mission briefings on the Somalia security situation to UN personnel intending to travel to Somalia.

Impact of Results

The results of the work of the LSA greatly impact on the successful implementation of the UN programme and its humanitarian and development results in Somalia, and the ability to advise UN senior management and other humanitarian actors on information-led operations that will enable the safe and efficient delivery of programmes in the field.

Required Skills and Experience

Education:          

  • Completion of Secondary education; 
  • University degree  in Journalism, Military Studies, Security Management, Political Science, Public or Business Administration or related field is desirable but not a requirement.

Experience:       

  • 6 years of relevant experience in security-related information or operations context or related field of work;
  • Prior experience with the UN system or an international NGO or similar security risk management models is desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
  • Knowledge of database development and exploitation. Experience in working with iBASE and Analyst Notebook would be desirable;
  • An in-depth understanding of Somalia and the ability to travel freely throughout permissive areas of Somalia is a requirement.

Language Requirements:            

  • Fluency in written and oral English and Somali;
  • Knowledge of Swahili or Arabic is desirable.
