Background

The United Nations Conference on Sustainable Development or Rio+20 was held in Rio de Janeiro in 2012. The outcome document of Rio +20 was called ‘The Future We Want’. The Future We Want, interalia set out a mandate to establish an intergovernmental Open Working Group to launch a process to develop a set of Sustainable Development Goals (SDGs), further to integrate into UN Development Agenda Rio 2015. The OWG have submitted their proposal of 17 SDGs and 169 targets constituting an integrated, indivisible set of global priorities for sustainable development.

There are several specific thematic areas for follow up action under Rio+ 20 of which the following are relevant in the Indian context: poverty eradication, food security, nutrition and sustainable agriculture, water and sanitation, energy, sustainable transport, sustainable cities and human settlements, oceans and seas, promoting full and productive employment, decent work for all and social protection, disaster risk reduction, gender equality and women’s empowerment, and sustainable consumption and production.

UNDP is supporting the Ministry of Environment, Forests and Climate Change (MoEFCC) to give impetus to the actions arising out of SDGs and to follow up multifarious activities associated with these goals.

Under the overall supervision of the Director MoEFCC and the Head, Energy & Environment Unit, UNDP, New Delhi this position is seen as a key resource for providing Technical Assistance and Advisory Support to the MoEFCC. The Individual hired will be based at MoEFCC, New Delhi.

Duties and Responsibilities

The Technical  Support (Sustainable Development) will support Ministry of Environment, Forests and Climate Change (MoEFCC) and UNDP on:

Finalization of indicators for SDGs:

  • The SDGs have still not been finalized and the indicators for the goals are yet to be negotiated at the UN. The UNGA in its 69th General Assembly has adopted the 17 SDGs and 169 targets recommended by Open Working Group on SDGs. However, these 17 goals and 169 targets will be further negotiated during the negotiations on Post 2015 Development agenda for finalization of indicators for SDGS.

Policy initiatives on Sustainable development:

  • MoEFCC is the nodal ministry for all policy matters on Sustainable development. In 2015, MoEFCC plans to undertake policy formulation work on Sustainable development such as formulation of sustainable development strategy for India, exploring policy frameworks on sustainable use of natural resources, sustainable public procurement, sustainable consumption and production, means of implementation, etc.

Key tasks include:

  • Review documents relating to sustainable development policies and SDGs and prepare briefs for policy processes as required by MoEFCC;
  • Examine and provide inputs in form of briefing papers to follow up SDGs and targets under it to address and incorporate the economic, social and environmental dimensions of sustainable development and their interlinkages in a balanced way;
  • Analyse the results of various negotiations (domestic/international) undergoing on sustainable development goals and provide briefing to the negotiating team in MoEFCC;
  • Map different agencies (domestic/international) working in the areas of sustainable development goals and their contribution towards developing SDG policies;
  • Prepare negotiable points and background material for MoEFCC representatives for participation in international meetings/negotiations and conferences relating to SDGs;
  • Provide technical assistance for organizing consultations and exchange among relevant stakeholders including government departments, Ministries, Research Institutions etc. on issues related to SDGs;
  • Prepare knowledge products, develop of case studies on good practices on sustainable development in Indian and related contexts;
  • Undertake any other related tasks as directed by MoEFCC and UNDP.

  • S/he will be aware of reputed institutions and individuals working on such areas in India and elsewhere.

Required Skills and Experience

Education:

  • Master's Degree in Environmental Science or in a field related to sustainable development.

Experience:

  • Have at least 2 years of relevant work experience on research or analytical work on sustainable development issues;
  • Experience on providing inputs to evolving policies in Indian Context;

Language:

  •  Excellent oral  and writing skills in English and Hindi.

Travel:

  • Willingness to travel at short notice.

Remuneration package is INR 60,005 /- per month (taxable).  UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance.
