Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women (UNW) Regional Office for Arab States (ROAS) is Implementing a regional project on economically empowering and addressing violence against Syrian refugees in the MENA region. The project, funded by the Japanese government seeks to:

  • Empower women economically through income generation activities to enable them support their livelihoods for the day after;
  • Address violence against women and support women’s meaningful participation in community decision making processes.

Under the supervision of the Regional Programme Manager, the Project Assistant will support the administrative, logistics, budget and finance functions and supports the PM in execution of the project activities as specified in the work plan, support the smooth implementation and management of the project by managing the financial data  including  budget revisions, expenditures, monitoring delivery per project  with the view to measure the overall project delivery targets. The Finance Associate will promote a client-oriented approach consistent with UN WOMEN rules and regulations. . S/he takes a client-oriented results-focused approach to interpreting the rules, procedures and guidelines, providing support and guidance to the “Economic Empowerment of Syrian Women” project

Duties and Responsibilities

Summary of Key Functions:

Follow-up  with relevant ROAS staff on all procurement and recruitment cases related to the regional project

  • Supports the Programme Manager in the follow-up on all activities related to communication and advocacy for the regional project “economic Empowerment of Syrian Women Refugees” being implemented in Lebanon, Jordan, Iraq, Egypt and Syria by collecting necessary stories and press releases on events related to the project to document them within progress reports;
  • Collect necessary financial information from relevant countries including implementation rate against indicators/results for the purposes of monitoring by the Project Manager of any potential over/under expenditure problems to enable early remedial action;
  • Develops tools and mechanisms for effective and efficient monitoring of programme and project budgets, coordinates compilation of financial data and provides accurate and up-dated financial information to the Regional Programme Manager and UN Women ROAS;
  • Interprets financial policies and procedures and provides guidance and training to staff and project managers whenever needed. Strives to identify ways in which programme financial needs can be met within existing policies;
  • Maintains an effective financial recording and reporting system, internal control and audit follow-up, and processes financial transactions in ATLAS in an accurate and timely way;
  • Process financial advances to Implementing Partners in ATLAS against FACE forms and AWPs, monitor status of the Operating Fund Accounts and propose action for the timely clearance of expenditures;
  • Coordinate year-end financial closure, assets and liabilities, and balance sheet statements;
  • Perform any other duties as may be required by the Regional Programme Manager to ensure seamless financial support to the Regional office and CO Programme offices.

Provides effective support to the regional  Programme Manager focusing on the achievement of the  following results:

  • Provision of guidance on routine procedures for contracting of NGOs, Consultants etc and tracking use of financial resources;
  • Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports;
  • Analysis of the situation in programme, identification of operational and financial problems, development of solutions.
  • Provide monthly detailed financial report on the financial status per country.

Ensures facilitation of knowledge building and knowledge sharing in the RO focusing   on achievement of the following results:

  • Synthesis of lessons learnt and best practices in programme implementation at country level;
  • Sound contributions to knowledge networks and communities of practice.

The key results have an impact on the overall ROAS efficiency in programme management and success in implementation of programme strategies.  Accurate analysis and presentation of information enhances UN Women position as a strong development partner. The information provided facilitates decision making of the management.

Required Skills and Experience

Education:  

  • Secondary Education or University (Bachelor) degree in accounting, or finance, or business administration.

Experience:

  • Minimum of 3 years work experience (after university graduation) in administration, finance, or office management;
  • Experience in the above areas with international organizations will be an asset;
  • Proficiency in use of spreadsheets, word processing and computerized accounting systems;
  • Good writing and communication skills.

Language:

  • Fluency in Arabic and English is required;
  • Knowledge of French language is an asset but not a requirement.
