Background

UNDP, as an integral part of its mission to fight poverty and improve the lives of people around the world, is committed to being open, transparent and accountable. As part of this commitment, UNDP will adopt International Public Sector Accounting Standards (IPSAS) by January 2012.

UNDP has established in Kuala Lumpur,a Global Shared Service Centre (GSSC) to provide IPSAS transactional recording (in the areas of revenue, expenses and fixed assets), advisory and support services to UNDP Offices worldwide, and to provide training to UNDP Offices where needed.

The GSSC is planning a significant expansion of its operations due to the relocation of many of its financial processes from both its HQ in New York and its Country Offices around the Globe. The GSSC will enter a transition phase for the next 18 months whilst these new processes are onboarded in an organised and efficient manner.

Under the supervision of the Chief of the GSSC, the Expansion Support role will support the GSSC in its expansion phase, providing guidance and leadership to the role in process.

The Expansion Support personnel will promote a client-oriented approach consistent with UNDP rules and regulations, ensuring a high quality and accuracy of work.

The Expansion Support personnel will also work in close collaboration with all relevant stakeholders to support the GSSC’s various key activities.

This position would suit experienced professional accountants that have prior exposure to Global Financial Services Centres and would value the experience of working for the United Nations.

Duties and Responsibilities

Stakeholder Management:

Manage internal and external GSSC stakeholders impacted by the GSSC expansion plans in the following areas:

  • Office Space;
  • Act as a strategic advisor and focal point between GSSC and relevant parties (Government of Malaysia, Landlord, Contractors) in relation to temporary office space and the expanded office space planning and renovation, including agreement finalization, project management, etc.;
  • Support the engagement and  of suitable service providers for development of office planning and design according to GSSC requirements;
  • Develop and implement a plan to foster interest, encourage suggestions from GSSC staff for integration into office space design.

Recruitment:

  • Provide strategic advice towards the development of a revised recruitment program for Phase 2 of the GSSC expansion;
  • Advise  manage the end-to-end UNDP recruitment and selection process according to UNDP policies and procedures, including candidate management and sourcing requirements;
  • Act as GSSC focal point in liaising with recruitment agencies in building the pipeline;
  • Liaise with relevant parties to run successful recruitment campaigns via effective communication/channels;
  • Manage the resource planning, onboarding and induction of new GSSC Staff.

Project Work Quarterly Cycle Management:

  • Implement the Quarterly cyclical resource management for Project Works including Inventory, One Pagers, Quality Control, etc.

Campus engagement and Internships:

  • Perform outreach to students at universities/campuses to build interests in pursuing a career with UNDP and GSSC mission;
  • Develop structured internship programs to deliver effective internship experience at the GSSC.

Organisational Communications

Support the development of a GSSC Communications plan, across the various stakeholders focusing on:

  • Building the awareness of GSSC performance, service availability to its customers and clients;
  • keeping GSSC staff updated on latest developments;
  • Social Media channels of GSSC are kept current and timely;
  • Development of communication materials for external parties;
  • Liaise with relevant Government agencies (e.g. MDeC) for MSC related matter.

Training and Development:

  • Identify, advise and implement applicable training programs/modules that would be suitable for GSSC staff development;
  • Liaise with respective corporate trainers to ensure impactful training delivery for GSSC staff;
  • Monitor performance of trainers and provide feedback/recommendations to GSSC management;
  • Engage with professional accounting bodies and other initiatives  to keep the GSSC abreast of opportunities in staff development or recruitment;
  • Develop and implement the longer term GSSC rotational plan in line with UNDP policies and guidelines;
  • Encourage the uptake of Professional development opportunities of GSSC Staff.

Business Continuity Plans (BCP) and IT Support Strategy:

  • Support the development of an upgraded and expanded BCP for the GSSC in light of its expanded office and service offerings;
  • Provide strategic advice to GSSC management with regards to future IT plans (including considerations for total outsourcing).

Quality Control and Efficiency Gains:

  • Prepare for GSSC Management a proposal on the development and implementation of a Quality Control Program to ensure that current and future transactions are being processed in compliance with GSSC SOP’s and guidelines;
  • Identify efficiencies either resulting the Control Checks or against best practice.

Duration:

  • Period of One (1) Year

Deliverables and Timeline:

  • Workplans will be agreed on a monthly basis in advance subject to the Scope of Work (above) and in consideration of the workload priorities at that time.

Required Skills and Experience

Education:

  • At a minimum, an internationally recognised Professional Accounting Qualification.

Experience:

  • Minimum of five years of relevant consulting or audit experience to major multinationals;
  • Senior Experience with a Shared Service Centre is preferable;
  • Experience in Finance Process Improvement;
  • Sound knowledge of IPSAS or IFRS;
  • Can demonstrate Project Management Skills;
  • Can demonstrate Experience in Change Management;
  • Can demonstrate knowledge of UNDP Rules and Regulations;
  • Experience in Stakeholder liaison is desirable.

Language Requirements:

  • Fluency in English;
  • Knowledge of French and/or Spanish an advantage.
