Background

Kungu territory in South Ubangi district of Equateur province received more than 13 000 returnees who have fled from an inter-communal conflict between Enyélé and Munzaya in 2009 to their neighbouring countries, the Republic of Congo and the Central African Republic. However, conditions for the reintegration of the returnees are not guaranteed and the roots of this inter-communal conflict are not yet resolved. Therefore the project “Rapid Response for the Stabilization and Reintegration of Conflict-affected Communities in South Ubangi” under the finance of the Government of Japan (GoJ) aims at provision of the best conditions for access to basic social services and restoration of peace and justice to pave the way for the reintegration of the returnees and the displaced persons as well as strengthening of resilience of the host communities in Kungu territory.

In order to achieve these goals, several activities will be provided as rapid response: socio-economic reintegration of the vulnerable groups (the returnees and the displaced persons); promotion of inter-communal dialogue; strengthening of justice system to protect the population; as well as strengthening of basic administrative services for resettlement of the returnees and the displaced persons.

As for the socio-economic reintegration, local peace and development committees to promote peaceful reintegration will be created and community radio station will be implemented to encourage resolution of conflicts. In addition, several activities to promote income generating activities such as support for vocational training for associations and the establishment of local savings and credit group (MUSO). Community resilience will be strengthened through the rehabilitation of local markets and setting up of a market management committee to assure the value chain of products in communities and fuel-efficient improved cooking stoves will be promoted for sustainable environment and efficient economic activities.

Improvement of public services including justice system and administrative services is also focused in this project. In order to eradicate impunity and secure vulnerable people and their human rights in the targeted areas, human resource and infrastructure capacities of police, courts and prisons will be strengthened. Administrative services to receive and register the returnees will be reinforced through training of agents and local chiefs as well as provision of necessary equipment.

Through this comprehensive approach, 1000 households equivalent of 8 000 population as well as more than 200 public officers in Kungu territory will directly benefit from this project. In addition, entire population in Kungu territory will also benefit from this project through the enhancement of public services and impacts of community resilience activities.

To support the successful implementation of the project, UNDP DRC office is recruiting a project coordinator. The incumbent will be based on Sud-Ubangi district and will be under the overall supervision of the UNDP Country Office.

Duties and Responsibilities

Under the direct supervision of the Team Leader Inclusive Growth and Sustainable Development (CIDD), the Project Coordinator is expected to employ a collaborative approach to ensure that all activities of the different components are delivered to facilitate successful implementation of the project. He/she will be responsible for providing critical technical input into project implementation and overall management and supervision of the project. He/she will manage and provide overall supervision for the Project Management Unit (PMU) including the Administrative and Finance Assistant.

Specifically, the PC will undertake the activities as outlined below:

  •  Liaise with each implementing agency and coordinate project activities to ensure that the activities in each results area are implemented in accordance with the project document;
  •  Prepare an annual workplan and associated budget in collaboration with the implementing partners;
  •  Maintain close relationship with key stakeholders (state and non-state) and ensure adequate information flow.
  •  Organize and facilitate stakeholder consultations and project review meetings as required.
  •  Plan and coordinate activities with the implementing agencies for project visibility according to the guidelines of UNDP and the GoJ;
  •  Monitor project implementation against the established indicators detailed in the project Logical Framework;
  •  Liaise with implementing entities to ensure the timely submission of project reports;
  •  Ensure appropriate monitoring reports (technical and financial) for submission to GoJ according to timelines agreed upon by UN and the GoJ;
  •  Facilitate troubleshooting options with the relevant entities to remove any bottlenecks that might arise during project implementation;
  •  Ensure financial delivery and completing activities as per Annual Work Plans (AWP);
  •  Monitor the procurement of goods and services for the project and ensure execution according to the rules and guidelines established by UNDP;
  •  Plan and arrange Project Board/Steering Committee meetings;
  •  Liaise with relevant members of staff of the project and UNDP as necessary to ensure efficient and effective implementation of the project;
  •  Supervise and provide guidance to project staff members;
  •  Undertake closing out activities for the project which include final financial and technical reports, and the handing over of documents as necessary;
  •  Facilitate project evaluation exercises;
  •  Undertake any other activity that may be necessary for the effective management of the project.

Required Skills and Experience

Education:

  • Master's Degree in Political Sciences, Social Sciences, Economics, Business Administration, Management, Humanitarian Action or related field.

Experience:

  •  Minimum 5 years of experience in project management on public or/and security sector reform or community recovery;
  • Experience in policy advisory services to government counterparts and development partners;
  • Experience of working with UN systems and/or other development partners especially Japanese institutions is an advantage;
  • Excellent knowledge of computer software in full Microsoft Office equipment and office technology.
  • Demonstrated experience in resource mobilization and partnerships;
  • Knowledge and experience from DRC would be an advantage.

Language Requirements:

  • Fluency in both written and spoken French;
  • Ability to speak and write in English;
  • Working knowledge of Japanese is an asset.
