Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Economic empowerment is one of the priority areas of UN Women. UN Women works with Governments and multilateral partners (UNDP, ILO, World Bank, regional development banks) to promote women’s economic empowerment and increase their access to economic opportunities, especially for those who are most excluded.

Around the world, a record number of women are now migrating to seek work and better lives. For many, migration yields these benefits; for others, it carries dangerous risks, such as exploitation in domestic jobs, and vulnerability to violence. Migration policies and practices have been slow to recognize these risks and take steps to make the process safe for women. This consultancy responds to the imperative to make migration safer and to preserve and protect the rights of migrant women workers.

The consultant will work under the supervision of the Economic Advisor – Economic Institutions.

Duties and Responsibilities

The objective of this consultancy is to undertake a midterm review and end of programme evaluation for the UN Women programme on Promoting and Protecting Women Migrant Worker’s Labour and Human Rights: Engaging with International and National Human Rights Mechanisms to enhance Accountability funded by the European Commission. DCI-MIGR/2013/282-939. This project focuses on three case studies: Mexico, Moldova and the Philippines. These countries were selected for the strategic opportunities that they present: a high proportion of out-going migrant workers: requirements to report to Treaty Bodies and Universal Periodic Reviews during the project period (2014-2016):  significant government and stakeholder needs, interest and ownership: precedent-setters that are strategically positioned to influence change. These countries also reflect current trends in international migration being key sending countries, and in the case of Mexico a sending, transit and destination country.

This is a three-year research, capacity building, and advocacy programme funded by the European Commission to promote and protect women migrant workers’ labour and human rights by engaging with international, national human rights mechanisms to enhance accountability and awareness.

This programme strives to promote women migrant workers’ rights and protect them against exclusion and exploitation at all stages of migration. It aims to contribute to this objective by:

  • Channelling key findings to strategic international human rights mechanisms and supporting national oversight institutions and governments to ensure accountability to women migrant workers at all stages;
  • Strengthening women migrant workers’ organizations and their support groups to effectively engage with key stakeholders to ensure greater accountability to commitments to protect and preserve rights.

In this programme, UN Women and their collaborators seek to:

  • Produce relevant, high quality knowledge products that are used effectively in advocacy and capacity development initiatives;
  • Enhance capacity and accountability of relevant Treaty Bodies, Universal Periodic Review and Special procedures mandate holders to women migrant workers’ rights;
  • Influence key global and regional intergovernmental processes to address women migrant workers’ rights in their official deliberations and outcomes;
  • Develop capacity and accountability of governments, national oversight mechanisms, Parliaments, national human rights mechanisms and institutions to women migrant workers’ rights;
  • Build capacity of women migrant workers’ organizations to effectively engage with the processes and policy makers most relevant to the protection of their rights.

The consultancy will involve evaluating the work undertaken in the global programme with a view to refining the advocacy and communications strategies and providing guidance to UN Women at headquarters and in the field. There will be two assessments to be considered, the mid- term review and the end of programme evaluation. The review will provide interim guidance to refine the programme and the end of programme evaluation will determine whether the expected results were achieved. The review and evaluation should be based on travel to the countries, interviews with UN staff and partners, interviews with migrant women’s organizations and an analysis of our actual and potential engagement with the appropriate human rights mechanisms and fora. Guidance emerging from the mid-term review must be substantive and constructive to better enable the team to meet the objectives of the EC-funded programme and should feed into the end of the programme evaluation.

Functional Competencies:

  • Previous experience in conducting reviews and programme evaluations in particular in the area of gender equality and women’s empowerment;
  • Thorough knowledge of international human and labour rights mechanisms and conventions to protect Women Migrant Workers;
  • Knowledge of CEDAW framework;
  • Expertise and knowledge on gender and migration and gender and labour markets;
  • Knowledge of UN Women’s portfolio and strategic plan;
  • Strong research and analytical skills in particular utilizing a wide range of approaches and methods including utilization focused, gender and human rights-responsive, and mixed methods and background in social research;
  • Capacity to plan, prioritize and deliver tasks on time;
  • Openness to change and ability to receive/integrate feedback;
  • Strong analytical, facilitation and communications skills and ability to negotiate amongst a wide range of stakeholders.

Required Skills and Experience

Education:

  • University Master’s degree or higher in gender, human rights, international development, social science or related field.

Experience:

  • A minimum of 15 years of related experience;
  • Demonstrated knowledge and application of rights based frameworks;
  • Publications in academic and policy fora on gender, migration, human rights and labour markets;
  • Experience in conducting programme and project evaluations and reviews;
  • Experience with UN highly desirable;
  • Experience of working with international development institutions;
  • Experience and knowledge in gender equality and women’s empowerment, gender mainstreaming, gender analysis and the related mandates within the UN system.

Language:

  • Fluency in oral and written English is required;
  • Knowledge of another official UN language is desirable.

Financial Proposal

The applicant is requested to submit a short substantive and financial proposal of no more than 2 pages with honoraria listed against products and deliverables tied to an explicit time-frame. These honoraria may include support to research assistants and interviewers where the overall responsibility for the final products is assumed by the primary consultant. In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
