Background

Under the guidance and direct supervision of the Management Support Team Leader, the Programme Assistant provides programme support services to ensure effective delivery of the Country Office (CO) programme with high quality, accuracy and consistency of work.  These support services cover managing and analyzing data, programme implementation/delivery support, donor intelligence, contribution to results-based management approaches, and exchange of information.

   The Programme Assistant works in close collaboration with the Operations, Programme and Project Staff in the CO, UNDP Implementing Partners and UNDP HQ as required.

Duties and Responsibilities

Summary of Key Functions:

  • Support to the formulation and implementation of the Country Programme;
  • Support to management of the CO programme;
  • Support to donor intelligence, monitoring and evaluation and knowledge building and sharing;
  • Administrative support to the Management Support Unit.

Supports the formulation and implementation of the Country Programme focusing on achievement of the following results:

  • Collection and analysis of information for preparation of CCA, UNDAF, CPD, effective application of ERRM tools and monitoring of management targets under the balanced scorecard system;
  • Assistance in the planning and monitoring of programme budgetary resources and programme delivery at the CO level and preparation of the CO financial management report;
  • Assistance in the compilation of the CO ROAR, the CO evaluation plan, of information for ERBM reporting;  
  • Research and development of working documents, compilation of background materials, statistical data, briefing notes, mission visits and other activities.

Provides effective support to management of the CO programme focusing on the achievement of the following results:

  • Coordination with Programme Associates and Assistance of the Programme Teams for collecting and sharing programme-related information;
  • Maintaining and updating the CO project database;
  • Assistance during the Harmonized Approach to Cash Transfer (HACT) audit and spot check exercises of IPs of NGO NIM projects, and during the UNDP and UN internal audits;
  • Assistance in monitoring and evaluation activities (e.g. outcome evaluation, assessment of development results), including collection and consolidation of information and coordination with stakeholders and partners;
  • Project closure checklist preparation and finalization.

Supports donor intelligence, monitoring and evaluation and knowledge building and sharing, focusing on achievement of the following results:

  • Review and tracking of contributions agreement, managing contributions in Atlas;
  • Preparation of donor and key partners’ profiles and briefs on vertical and horizontal funds;
  • Collection, monitoring and consolidation of Strategic Plan and Country Programme indicators for results-reporting;
  • Assistance in the organization of trainings for the operations/project staff on programme/project management, such as NIM-related training, UNDP programming policies, rules and procedures, among others; 
  • Participation in the trainings for the operations/ projects staff on programme.

Provides administrative support to the Programme Unit focusing on achievement of  the following  results:

  • Preparation of vouchers and requisitions for MSU projects;
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas;
  • Making budget check for requisitions, POs and vouchers;
  • Organization and maintenance of MSU files and documents, CO partners database;
  • Daily administrative and secretariat support to the MSU, including arrangement of meetings and appointments for the MSU and preparation of necessary support documents, preparation of daily correspondence, updating official travel and leave plan, visitors list and event list.

Performs other tasks as may be assigned by the supervisor.

Impact of Results

The key results have an impact on the overall performance of the MSU and success in the implementation of programme strategies.  Accurate data entry and presentation of information have an impact on the quality and implementation of the UNDP programme.  A client-oriented and efficient approach impact on the image of UNDP in the country.

Required Skills and Experience

Education:          

  • Bachelor’s Degree preferably with specialized certification in Accounting and Finance. University Degree in Business, Accounting, Finance, Public Administration, Economics, Political Sciences and Social Sciences or related courses.

Experience:       

  • At least 1 year of relevant administrative or programme experience is required at the national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc), and;
  • Knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language requirements:

  • Fluency in English and language of the duty station.
