Background

Under the guidance of the Deputy Country Director (Programme) and direct supervision of the Assistant Country Direct (ACD), the Programme Analyst is responsible for the effective and efficient provision of the Partnership and Planning Unit policy and management support services to the country programme and different project teams.

The Programme Analyst supports the operationalization of the Partnership and Planning Unit services in Mogadishu by providing coordinated, systematic, client-oriented and timely planning and management services to the office management and programme/project staff; while helping the office to deliver quality work and achieve better development results.

The incumbent supervises and leads the Planning and Partnership Unit support staff in Mogadishu and coordinates the support services and follow up necessary to facilitate the work of programme/project staff.  He/she provides continuous feedback on implementation and identify actual or potential successes and problems as early as possible to facilitate timely adjustments to project implementation.

The Programme Analyst works in close collaboration with the Partnership and Planning Unit across the different locations; the Programme Specialists; the Operations team, and programme/project teams and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Duties and Responsibilities

Summary of key functions:

  • Implementation of programme strategies;
  • Contribution to Results Based Management of the CO programme;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Provision of top quality policy advice services to the Government and  facilitation of knowledge building and management.

Ensures implementation of  programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CPD, and Programme and other documents;
  • Support the alignment of the CO CPD to the UNDP Strategic, and the formulation of and reporting on the Integrated Work plan (IWP), Results Oriented Annual Report (ROAR) the and other CO planning and reporting requirements;
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management at the Sub-Office level.

Participates in effective Results Based Management of the CO programme  focusing on quality control from formulation to implementation of the country programme focusing on achievement of the following results:

  • Contribute to the design and formulation of the CO programme, translating UNDP’s priorities into local interventions and their alignment to the Somali Compact, ISF and UNDP strategic plan;
  • Effective application of RBM tools, establishment of management targets (BSC) and Monitoring achievement of results;
  • Participate in the review and strengthening of project proposals, in preparation for appraisal (PAC), determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects;
  • In conjunction with PPU, ensure adequate programme/project oversight and in monitoring overall project implementation and adherence to UNDP Programme and Operations Policies and Procedures (POPP). Through the review of project implementing Agreements, risk mitigation plans and monitoring frameworks;
  • Participate in the CO roll-out of the Harmonized Approach to Cash Transfer (HACT) including planning, implementation and coordination of Assessments and undertaking of assurance activities;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of DEX projects to ensure adequate follow up on recommendations and timely reporting;
  • Provide guidance and support on Results Based Management (RBM) and project Monitoring and Evaluation; including the coordination of third party monitoring and consolidation of reports and follow up on recommendations;
  • Facilitate outcome/output level monitoring within programmes and projects through data collection, perception surveys and results evaluations;
  • Preparation of inputs for reporting, including donor reporting.

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:

  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bilateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Support the finalization of contribution agreement.

Ensures provision of top quality advisory services and  facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of training for the operations/ projects staff on programme issues;
  • Professional growth through active learning.

Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:        

  • Masters Degree or equivalent in Social Science, public administration, business administration or related field;
  • A first level university degree in Social Science, public administration, business administration or related field with a combination of 4 years’ of work experience  may be accepted in lieu of the advanced university degree.

Experience:     

  • 2 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in the use of computers and office software packages and handling of web based management systems.

Language:

  • Fluency in written and spoken English and Somali is required.
