Background

With financial support from the Global Environment Facility (GEF) and partners in co-finance, UNDP helps countries meet the objectives of the Stockholm Convention on Persistent Organic Pollutants, with the aim of reducing the vulnerability of the poor to health and environmental stresses originating from improper management of POPs. In addition, the GEF was also given the role as financial mechanism for the new Mercury Convention (“Minamata Convention”), so that UNDP also assists countries towards protecting human health and the environment from mercury exposure.

UNDP has also been implementing projects that fall in the purview of the Strategic Approach for International Chemicals Management (SAICM), which at the outset were funded under its Quick Start Programme and various bilateral donors. Since GEF V the GEF also started supporting SAICM related initiatives, making it possible to fund programmes in the area of chemicals management which are not covered by the GEF-POPs, ODS or Mercury funding windows (i.e. the mainstreaming of sound management of chemicals in national planning, reduced releases of lead, other chemicals or waste concerns not covered under the Stockholm / Minamata Conventions).

In order to support UNDP’s Chemicals work in all these areas, the Unit is looking to engage a Chemicals Management expert.

This Term of Reference (TOR) identifies and specifies the scope of services required for the fulfillment of the above components and, therefore, an Individual Contract for Framework Agreement (Long Term Agreement) will be established for the accomplishment of the duties.

Duties and Responsibilities

Under the direct supervision of the Director of UNDP’s Montreal Protocol Unit/Chemicals, and in continuous consultation with Programme Specialists of the Unit the consultant will provide advisory services to assist the team:

  • In the development and implementation of GEF funded Chemicals and Waste programmes and projects on the management of POPs, Mercury, persistent toxic substances and/or waste;
  • Ensure quality control of GEF Monitoring and Evaluation reporting tools;
  • Conduct technical review of UNDP chemicals-related project submissions (PIF, CEO-endorsements);
  • Upon request, undertake missions to develop GEF PIFs and Project Documents in chemicals;
  • Upon request, contribute with technical and scientific input into ongoing and prospective topics pertaining to UNDP’s Chemicals and Waste programming;
  • Upon request, support the development of knowledge management products;
  • Upon request, assist in policy interventions related to SAICM/IOMC/IMG-Chemicals/GAHP;
  • Upon request, assist in medical waste crisis interventions such as the recent autoclave project applied to Ebola affected countries.

Duration:

  • The contract will enter into effect upon signature by both parties, expected to extend for 1 (one) year of services with possible 2 (two) extensions for a period of 1 (one) year each with a maximum of 150 days per year or 450 days over a three year period.

Fees:

  • The consultant will receive payment based on his/her all inclusive daily rate.

Travel:

  • No travel is anticipated at this time, however, should there be any unforeseen travel, expenses inclusive of living allowances will be covered by UNDP according to UNDP rules and policies.

Required Skills and Experience

Education:

  • Master Degree in engineering, chemical, physics, technology or social sciences.

Experience:

  • At least 8 years of experience in the field of the Sound Management of Chemicals, Persistent Organic Pollutants (POPs) and Mercury Management at national and/or international level in international development is required;
  • Experience working on the subject of POPs, Mercury and Waste Management, in particular Healthcare Waste Management (HCWM), within the context of UN projects is desired;
  • Experience with programme development, implementation and monitoring relative to chemicals-related MEAs (Stockholm, Minamata, SAICM), as well as knowledge and experience in preparation of technical communications is desired;
  • Working experience in developing countries and countries in transition is required;
  • Knowledge of UNDP or another UN Agency’s processes, guidelines and structure is required;
  • Familiarity with the goals and procedures of the GEF, in particular in relation to its chemicals portfolio is required.

Language:

  • Excellent writing, editing, and oral communication skills in English is required;
  • Working knowledge of an additional UN language is desired.

Evaluation Criteria:

Evaluation Method:

  • Best value for money approach will be used;
  • Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal;
  • Combined weighted scoring: Technical (70%); Financial (30%);
  • Candidates with punctuation of less than 70% of the total will be disqualified.

Technical Proposal rating= (total score obtained by the offer/Max obtainable score for TP)*100

Financial Proposal rating = (lowest priced offer/price of the offer being reviewed) *100

Final Score = (Technical proposal rating ) *70% + (Financial Proposal rating) *30%
