Background

Organizational Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the overall guidance and direction of the UN Women Deputy Regional Director, the Gender Statistics Specialist is responsible for undertaking gender analysis and research on priority areas and producing credible well based statistical analyses and related reports. S/he is responsible for implementing key elements of UN Women’s Research, Knowledge Management and Data strategy in the Americas and the Caribbean region, in particular, in relation to developing and maintaining strategic research and statistics partnerships in the framework of the Working Group on Gender Statistics (WGGS) created at the Statistical Conference of the Americas of the Economic Commission for Latin America and the Caribbean (ECLAC).  The incumbent is responsible for positioning UN Women as a reputable knowledge broker by improving the quality, accessibility, and use of data and statistics on gender equality in the Americas and Caribbean region, to UN Women stakeholders, the wider development network in the region, as well as to UN Women regionally and globally.  The incumbent will have a key role in advocacy, capacity building of key partners and support South-South cooperation in the region and in other continents.  The incumbent will follow closely the UN debate on data revolution, the establishment and compliance with gender indicators for the Sustainable Development Goals (SDG), the national mechanisms to promote women equality in the Americas and Caribbean region, the ECLAC Gender Equality Observatory  where UN Women is a partner and other relevant events and actions.  The incumbent will be up-to-date on issues and events in the area keeping direct supervisor, the Regional Office and Country Representatives informed of relevant issues and events. 

 

Duties and Responsibilities

1. Technical guidance and capacity building on gender statistics

  • Analysis and empirical research related to key issues of gender equality and women’s empowerment;

  • Identification of areas for support and interventions within the thematic/sectoral areas assigned;

  • Provision of technical and advisory support to the Regional Office on thematic areas and portfolio assigned;

  • Technical guidance and capacity building on gender statistics;

  • Assist in planning, organization and provide technical content to specialized technical meetings and seminars in the areas assigned;  
  • Provide technical assistance and advice to Multi/Country and Programme Presence Offices in the region on gender statistics;
  • Organize training, seminars on gender statistics for key counterparts;  
  • Responsible for the timely preparation and quality control of all substantive technical reports, notes, briefs and required documents.

 

2. Analysis and empirical research in key areas of UN Women mandate

  • Participate in the analysis of women’s empowerment and gender equality in selected areas at regional and national level;
  • Undertake empirical research and analysis of trends and developments and related policy issues, relevant to the UN Women mandate, projects and initiatives in the region;

  • Contribute to the formulation of indicators and methodologies for the monitoring and evaluation of specific topics;

  • Promote strategic studies and maintain data partnerships with other UN agencies and regional research institutes;

  • Identify strategic opportunities to strengthen the availability and quality of gender statistics and develop and manage the partnerships needed to deliver them;

  • Provide substantive support to UN Women Regional Office on inter-agency coordination and related activities;

  • Convene and organize groups of key thinkers on gender to input, advise and steer research and data agenda on gender statistics;

  • At the request of the Regional Director Regional Director, represents UN Women in inter-agency working groups and fora on research and statistics; organize and participate in working groups, meetings, conferences, consultations with other agencies and partners on gender statistics;

  • Liaise with regional organizations working for the strengthening of gender statistics.

 

3. Advocacy, knowledge management and promotion on gender statistics

  • Support the establishment of advocacy networks at regional level, in Americas and Caribbean countries and linkages to international network;

  • Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners;

  • Derive policy recommendations from research and assist in the development and implementation of an evidence-based advocacy strategy;

  • Support the roll out of the Corporate Knowledge Strategy in the region by engaging in advocacy and communications;

  • Actively lead a wide community of practice on gender statistics research as part of the efforts to strengthen the capacity in this area;

  • Identify and synthesize best practices and lessons learnt from Americas and Caribbean countries on gender statistics;

  • Proactively contribute to knowledge networks and communities of practice on gender statistics;

  • Oversee the production of knowledge products related to gender statistics to meet UN Women needs and standards of quality;

  • Implement the quality assurance process for knowledge products and publications;

  • Work creatively and flexibly to identify synergies and linkages in relation to research, data and gender statistics.

4. Planning and management of programmes in strategic areas related with the topic of Gender Statistics

  • Formulation of quality project proposals in strategic areas of UN Women's intervention in gender statistics, setting models for achieving aspired results according to clear monitoring and evaluation systems;
  • Work closely with UN Women regional office, country offices and programme presence offices in the region and provide programme guidance and support to develop and implement programmes at the local, national and regional level;
  • Utilize and promote use of systems and processes for effective planning, management, monitoring and timely progress reporting on activities

Impact of Results

The key results will contribute to better analysis and research on gender statistics and substantially improve the focus, strategies, and impact of UN Women programmes in the region.  Key results will contribute to strengthen the capacity of UN Women to partner with strategic stakeholders in the region such as ECLAC, the national institutes of statistics, the national women’s machineries, ministries of women, finance and planning, national development banks and international financial institutes among others.  Working in coordination with the National Institute of Statistics and Geography (INEGI by its name in Spanish, Instituto Nacional de Estadística y Geografía), the Technical Secretariat for the Division of Gender Affairs (DGA-ECLAC) and with the technical assistance of the National Institute for Women and UN Women, the incumbent will also contribute to strengthen the capacity of counterparts and key stakeholders on gender statistics.  Overall the incumbent will contribute substantially to the empowerment of women, and the achievement of gender equality in the Americas and Caribbean region through the improvement of gender statistics, evidence-based decision making, policies and programme design and gender statistics in general.

Required Skills and Experience

Education:

  • Completed Master’s Degree in Research, Statistics, Demography, Econometrics or closely related field, with specialization in gender and/or human rights or closely related field.

Experience:

  • Minimum 5 years of experience at the national or international level in development, working on the research, design, implementation, monitoring, and evaluation of development projects, preferably in the field of gender and human rights of women.
  • Minimum 3 years of experience in carrying out research and preparing quantitative studies, utilizing statistical methodologies, and requiring a thorough knowledge of database applications for statistical analysis.
  • Prior experience in the UN System and the Americas and Caribbean region will be an asset.

Language requirements:

  • Fluency in English and Spanish is required.
  • Fluency in French or Portuguese is an asset.
  • Working knowledge of other UN official language is an asset.
