Background

The UN Development Group (UNDG) website (www.undg.org) is a development coordination portal managed by the Development Operations Coordination Office (DOCO).  DOCO is tasked with working with UNDG agencies to communicate information on UN coherence, including the Delivering as One UN pilot initiative, high-level policy statements, technical guidelines on programming, and operational tools and procedures.

To support this effort, the UNDG website, www.undg.org, has a new look, feel and structure to make it more visually engaging and user-friendly, with better organized content and easier navigation.

Duties and Responsibilities

Scope of Work

With the new design and content management system (CMS), DOCO is seeking an individual contractor to develop the content management system, assess the Coordination Practice network including a review of users, and create tools for a social media strategy for UN DOCO.

Institutional Arrangements

The consultant will report to the Knowledge and Innovation Team and consultancy is expected to begin on 26 May 2015 with estimated completion date of 30 September 2015.

Required Skills and Experience

Only proposals from individuals demonstrating the following skills and experience will be considered:

Education:

  • Bachelor’s degree in Information Technology.

Experience:

  • Minimum of 5 years’ experience in Information Technology and web project management;
  • Strong familiarity with in content management systems, specifically WordPress, and other web technologies.

Language:

  • Fluency (oral, written) in English is required;
  • Spanish/French an asset.

Submission of Proposals:

Proposals must be received by 19 May 2015 and interested applicants should submit:

  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology on how the assignment will be approached;
  • Financial Proposal that indicates the daily fee: The Daily fee must be “all-inclusive ”; and a Time Sheet must be submitted by the Contractor, duly approved by the Individual Contractor’s supervisor, which shall serve as the basis for the payment of fees.

Evaluation:

Shortlisted candidates will be rated according to the following technical criteria:

  • Technical background on CMS or WordPress (50)
  • Previous experience with editing and presenting texts in English for online communication (20);
  • Graphic/photo editing skills: (20)
  • Web content management experience with the United Nations; (10)

A combined scoring method will be used in determining the best candidate for this assignment. When using this weighted scoring method, the award of the contract is made to the individual consultant whose offer has been evaluated and determined as acceptable, and having received the highest score out of the above technical criteria combined with the financial proposal, as follows:

Technical Criteria weight: 70%
Financial Criteria weight: 30%
