Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, the UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

Under the direct supervision of the National Programme Officer the Programme Assistant will provide support to the members of the Programme Team in the implementation of effective programmes consistent with UN Women rules and regulations with a focus on reporting that the CO is responsible for. S/he provides programme and administrative assistance to the team for smooth programme implementation.

Duties and Responsibilities

Summary of Key Functions:

  • Programme support;
  • Administrative and finance support.

Programme Support: 

  • Provide support to formulation and implementation of activities funded by core budget within DRF and OEEF AWPs of the CO Strategic Note;
  • Prepare draft project documents, work plans, budgets, proposals on implementation arrangements and reports required for the purposes of annual work planning, resource mobilization, collaboration with partners, reporting to donors, as well as drafting official letters;
  • Ensure timely and quality implementation of activities under the relevant AWPs, monitor budget utilization/implementation in lieu of AWPs and project log-frame in coordination with relevant programme staff;
  • Ensure timely preparation of the CO annual and quarterly monitoring reports, narrative & final reports for the DRF and OEEF activities covered from core budget in coordination with relevant programme staff;
  • Support with coordinating responsible parties towards effective and efficient cooperation on programme implementation; oversee and support the organization of trainings and events;
  • Ensures the maintenance of a filing system, reports or other documentation related to the programme and administrative matters of the implementation of DRF and OEEF AWPs in hard and electronic formats;
  • Contribute to knowledge building and sharing through synthesis of lessons learnt and best practices under the programme supported, to knowledge networks and communities of practice; assistance in maintenance of a calendar of the most relevant regional/national fora related to the programme activities and assistance to facilitate access to that information by partners and relevant UN Women staff.

Financial Management Support:   

  • Draft Expenditure plans for assigned projects and follow up on its implementation;
  • Create Payment Requests with all supporting documents;
  • Create requisitions in Atlas for development projects registers of goods receipt in Atlas;
  • Support the Programme Team in the financial management of Programmes;
  • Organize, compile and process information from donors, and programme team, as inputs to various databases and documents;
  • Supports handling with procurement of consultation services;
  • Support the Programme team in the tracking and reporting on mobilized resources.

Administrative Support to the Programme Unit:

  • Provide administrative support to the Programme Team in the organization of events, meetings and workshops etc.;
  • Make travel arrangements for the Programme Team including preparation of travel requisitions and claims;
  • Draft non-substantive correspondence;
  • Maintain and organize up to date hard and electronic files for easy access and retrieval. Ensure safekeeping of confidential materials;
  • Organize and coordinate filing of correspondence/documents and ensure up-to- date filing. Maintain both hardcopies and electronic copies of the office records and reference files on various subjects;
  • Create and maintain appropriate folders for reference materials received electronically;
  • Prepare presentation material/slides in Power-point for presentations for the meetings/workshops and keep all papers ready for meetings;
  • Provide support with drafting of minutes of staff meetings and talking points for events;
  • Perform other tasks as required.

Key Results

The key results have an impact on the efficiency of the Programme Unit and success in implementation of programme strategies. Accurate data entry and presentation of information ensure proper programme implementation.

Required Skills and Experience

Education:

  • Bachelor degree in social sciences.

Experience:

  • Mnimum 5 years relevant experience in providing support on programme/project implementation;
  • Demonstrated substantive knowledge in the thematic area of gender equality and/or women’s social, political or economic empowerment;
  • Proven experience in writing project documents or project reports; strong analytical skills;
  • Good numerical skills;
  • Competent in the usage of computers and office software packages (MS Word, Excel, etc.).

Language:

  • Fluency in written and oral English, Russian; working knowledge of Kyrgyz
