Background

The Human Resource Section is responsible for the timely, accurate, equitable, effective, and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy, and plans of actions.

Under the supervision of the HR Director, provide administrative, logistical and coordination support related to the development and implementation of HR strategies, policies, processes and procedures. Ensure effective administration of human resource services in the area of HR management and policy development. Provide effective communication and information support, coordinate with other parts of the organization and external partners, and liaise with HR team members. Maintain HR data and facilitate knowledge building and knowledge sharing globally on diverse variety of HR issues.

Duties and Responsibilities

Provide administrative, logistical and coordination support related to the development and implementation of HR strategies, policies, processes and procedures:

  • Provide administrative and secretarial support to the HR Director, ensuring the smooth and efficient functioning of the Human Resources Section, including compiling briefing materials, and preparing presentations, researching files and collecting relevant information and maintaining and organizing up-to-date hard and electronic files, while ensuring safekeeping confidential materials;
  • Assist and support the HR Director administrative and logistically in the coordination and implementation of key HR initiatives;
  • Undertake all logistical, administrative and financial arrangements, for meetings and events and for preparing, updating and arranging travel plans;
  • Provide advice and information to the management and staff on HR strategies, rules and regulations in relation to HR administration;
  • Identify ways in which the administrative needs can be met within existing policies; interpret processes and procedures, anticipate and manage operational requirements as necessary.

Ensure effective administration of human resource services in the area of HR management and policy development:

  • Manage the HR Director’s calendar and schedule of appointments and meeting; prioritize requests for meetings;
  • Prepare draft minutes of meetings and related memorandum and correspondence;
  • Update and maintain UN Women website in coordination with IT.

Provide effective communication and information support, coordinate with other parts of the organization and external partners, and liaise with HR team members:

  • Facilitate the HR Director’s interaction with various external partners through effective use of written, verbal and electronic communication;
  • Provide written and oral responses to users’ requests from within and outside UN Women; follow up for timely action and response; draft routine correspondence;
  • Ensure protocol matters; receive high ranking officials/visitors; answer and screen calls with tact and discretion;
  • Organize periodic meetings with key stakeholders from Headquarters and the field locations, including monthly calls with the Regional Offices;
  • Ensure the weekly HR Bulletin is issued timely with relevant & accurate information, incorporating comments and feedback from the HR team;
  • Ensure proper follow-up with administrative focal points as necessary.

Maintain HR data:

  • Maintain, develop and update internal database and files on administrative HR matters in a confidential and secure manner;
  • Update and maintain UN Women website in coordination with IT;
  • Generate a variety of standard and non-standard statistical and other reports from various databases and research, compile and provide data and other necessary information for reports.

Facilitate knowledge building and knowledge sharing globally on diverse variety of HR issues:

  • Organize information sessions on HR administration with staff and management;
  • Provide a synthesis of lessons learnt and best practices in HR administration;
  • Liaise with HR regional and country offices in HR administration to disseminate information on a variety of HR matters;
  • Liaise closely with outsourced service providers when necessary.

Other responsibilities:

  • Establish, organize and assist the HR team in monitoring files for persons on varied contractual modalities by contract type; review files periodically for completeness in line with audit requirements;
  • Support the recruitment processes and assist with administrative matters when required;
  • Act as the primary source of liaison between HR and the legal unit.

Perform any other duties assigned by supervisor from time to time:

Required Skills and Experience

Education:

  • Completion of secondary education with specialized certification in HR;
  • First level university degree in HR, Business or Public Administration desirable, but not a requirement.

Experience:

  • Minimum of 7 years of relevant experience in HR, administration at national or international level;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling of web based management system;
  • Completion of Global General Service Test (GGST) or UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test.

Language:

  • Fluency in English is required;
  • Knowledge of one of the other UN official working languages is an asset.
