Background

The United Nations Development Programme (UNDP) is one of the 4 Implementing Agencies (IA) designated by the Multilateral Fund (MLF) to implement the Montreal Protocol´s Ozone Depletion Substances (ODS) phase-out projects.

The Parties to the Montreal Protocol agreed under the Decision XIX/6 on the "Adjustment to the Montreal Protocol with regard to Annex C, Group I substances (HCFCs)" to "accelerate the phase-out of production and consumption of the hydrochlorofluorocarbons (HCFCs)", and the Article 5 (A5) countries have been requested by the ExCom to adopt a staged approach to the implementation of their HCFC Phase-out Management Plans (HPMP).

The preparation of the HPMP included the following:

  • Assistance to determine related institutional, policy and legislation framework;
  • Survey on the HCFCs consumption, use and trade;
  • Development of strategies and action plans for compliance with the 1st Stage;
  • Development and finalization of HPMP, including stakeholder consultation and support;
  • Individual HCFC phase-out investment project proposals.

The implementation of the approved HPMP entails a series of activities for the execution of activities approved under the respective project documents, following the national needs identified during the preparation phase-out.

 Furthermore, the verification of consumption and implementations is required yearly, to assure that commitments are met and goals accomplished. In this sense, this Term of Reference (TOR) identifies and specifies the scope of services required by the international expert to provide assistance for the countries in the implementation and verification of HPMPs.

Duties and Responsibilities

The International Consultant, under the direct coordination of the UNDP´s Montreal Protocol Unit (MPU) Programme Officer, and in close consultation with the head of the National Ozone Unit (NOU) in each country, will lead deliver the following activities in the context of the HPMPs:

  • Provide training to national consultants and assistants, as well assistance, on HCFC control and quota issues, implementation activities and guidance on Montreal Protocol issues;
  • Define, in cooperation with the NOU, and relevant consultant(s), a schedule for the implementation of the HPMPs;
  • Analyze, in cooperation with the Government and the relevant stakeholders (the industry, government and academia, etc.) key inputs for the preparation of the annual work plans to be included in the UNDP Project Document;
  • Prepare draft TORs for the HPMP implementation;
  • Assist the NOU and UNDP in the preparation, organization and delivery of workshops providing technical inputs necessary to ensure successful implementation;
  • Provide remote support on implementation difficulties / follow up on activities described in the TORs (when applicable);
  • Undertake annual verification of HPMPs implementation and HCFCs consumption in accordance with the guidelines issues by the Montreal Protocol and the UNDP Rules and Procedures.

Duration:

  • The Long Term Agreement will enter into effect upon signature by both parties and will extend for 1 (one) year, with possible extension for 2 (two) additional periods of 1 (one) year each. With a maximum of 90 days over the entire duration

Duty Station:

  • Home based work with missions, as detailed in item 6 below.

Fees:

  • Applicants must submit an all-inclusive daily fee financial proposal based on anticipated number of work days and all foreseeable expenses to carry out the assignment.

 Price Proposal

The total amount quoted shall include professional fees for completing all deliverables described below.  When calculating his/her financial proposal, airfares and living allowances should not be included in the financial proposal.  While travel is anticipated, at this time the location and dates are unknown, therefore; travel will be arranged and paid by UNDP as per UNDP travel rules and policies.  Best value for Money approach will be used in the evaluation and will lead to a combined score for technical capabilities and the financial offer.

Activities

Project reporting and verification of HCFC Phase-out Management Plans: maximum 55 days of work (including 15 days on mission, date and location to be determined):

  • Initiation plan including inception workshop concept and TOR;
  • Training to local staff on implementation and HCFCs control;
  • Coordinate with other consultants on implementation schedule and definition of priorities;
  • Annual verification of consumption data and implementation performance;
  • Deliver support in the preparation of the Stage II of the HPMP in matters of general coordination of work, guidance  on definition of priorities and strategies and production of the HPMP document;
  • Annual verification of consumption data and implementation performance.

Home Based: maximum 35 days of work:

  • Support in the definition of the schedule for the implementation of the HPMPs being prepared along 2015;
  • Analyze, key inputs for the preparation of the annual work plans to be included in the UNDP Project Document;
  • Prepare draft TORs for the HPMP implementation;
  • Provide guidance to UNDP in the preparation, organization and delivery of technical inputs necessary to ensure successful implementation of HPMPs;
  • Provide remote support on implementation difficulties / follow up on activities described in the TORs (when applicable).

Required Skills and Experience

Education:

  • First-level university degree in engineering, Mechanics, Electric or related field 15 pts;
  • Advanced degree (Masters or equivalent) in relevant field is desirable 10 pts.

 Experience:

  • Working experience of at least 5 years in the research and/or development of assistance projects for industrial/service sectors is required 10 pts;
  • Working experience in the design, preparation, implementation, and evaluation of activities in developing countries is desirable 10 pts.
  • Knowledge of Montreal Protocol related issues and/or environmental policy is desirable  20 pts;
  • Knowledge of UN (UN agencies) policy on project development and implementation is desirable 15 pts.

 Language:

  • Fluency in Spanish is required 10 pts;
  • Excellent command in English is desirable 5 pt.
