The approved GOI-UNDP Country Programme Action Plan (2014-2017) envisages that as a contribution to the programme, Government sharing and support arrangements, including the use of service-provision models, will be pursued, and the appointment of dedicated human resources can be made for the implementation of nationally implemented projects. It also envisages provision of demand based development support services to support administrative efficiency and to develop capacity of the government agencies.

To ensure effective and efficient utilization of  the Capacity Building Grants of Rs. 525 crores (approximately USD 85 million) for Disaster Management, MHA has requested the 26 states receiving the grants to use UNDP offer of assistance as agreed in the approved CPAP (2014- 2017).

The Disaster Management Department, State Government of Jharkhand responsible to undertake various actions as per the legal-institutional framework of the National Disaster Management Act 2005, has formally requested UNDP support to strengthen DM activities in the state. Accordingly, the Government of Jharkhand has requested UNDP India to provide demand-based human resource at state and district levels to facilitate implementation of activities outlined in the perspective plan pertaining to Capacity Building Grants. In this context, UNDP is looking for individuals for the position of Documentation Officer to provide support to the Government of Jharkhand in the state.

Duties and Responsibilities

The Documentation Officer will be based at DM department, Jharkhand and under the overall supervision of the Principal Secretary (DM), he/she would carry out the following tasks:

  • Assist in organizing information and preparation of reports in coordination with the field staff;
  • Facilitate and strengthen the reporting system for dissemination of information to the different agencies involved in Disaster Management activities;
  • Assist in classifying and compiling various knowledge products such as reports, training manuals, handbooks, audio-visual materials, IEC materials and other publications;
  • Document best practices and lessons learnt
  • Conduct  studies to document and disseminate best practices and lessons learnt;
  • Facilitate production of documentary animation films and provide need based editorial assistance;
  • Assist in the development of reports, briefs, fact sheets, training manuals and other publications;

Institutional Arrangement:

  • Contracted consultant will submit the monthly progress report duly certified by reporting officer;
  • Contract will be administered by UNDP on behalf of the  State Government of Jharkhand;
  • All the logistic support related official travel will be borne by the Government of Jharkhand as per their prevailing rules;
  • Consultant will be entitled for leaves of 2 days per month (non-encashable).

Required Skills and Experience

Educational Qualifications

  • University degree in Social Science/Rural development / Management / Mass communication.

Work Experience

  • Minimum 3 years of experience in handling documentation work at the state / national level;
  • Understanding of the working of state Govt would be desirable.

Language

  • Fluency in English;
  • Working knowledge of Hindi and/or any other Indian language is desirable.

Duration of the Work:

  • The contract will be awarded for one year initially. Working days will be as per the State Government policy.

Duty Station:

  • Ranchi, Jharkhand;
  • The Consultant is required to report regularly to the office as per the State Government policy;
  • Relocation expenses, if any would be borne by the successful Consultant.

Schedule of Payments:

  • Consolidated Annual Consultancy Fee (Remuneration) of Rs 6,96,000/- payable in equal monthly instalments, upon submission of monthly progress report certified by the reporting officer;
  • In the event of travel, payment of official travel costs including tickets and lodging will be covered by the Government of Jharkhand and paid as per the prevailing rules of the state Government.

Evaluation Method and Criteria

Shortlisted candidates shall be called for an interview, shortlisting would be done based on the following criteria:

  • Educational Qualification 30% Marks;
  • Relevant Experience 50% Marks;
  • Suitability for the assignment 20% Marks.

Interviews will be conducted in Ranchi, Jharkhand or in New Delhi and will be based around the competencies (skills) required as per the ToR . The contract shall be awarded on a merit basis. If face to face interviews are conducted, travel costs will be borne by the shortlisted Consultant.
