Background

Although Climate Change is a global phenomenon, its impacts are felt differently by different regions, countries, groups of society, and men and women. For instance, climate change effects can limit women’s access to natural resources; therefore, limit women’s decision rights, mobility and decision making at household and community levels. In Cambodia, there have been numerous efforts to tackle climate change challenges and gender inequality to contribute to human development. Different initiatives have been piloted at the grassroots level by development partners such as ADB, UNDP/GEF, and USAID.

At the policy level, the National Climate Change Committee approved the Cambodia Climate Change Strategic Plan (CCCSP) 2014-2023 in late 2013. The CCCSP provides an overarching guidance for climate change implementation in country. It recognizes the importance of both climate change and gender mainstreaming into the sectoral strategic plans and action plans. Under the CCCSP framework, Ministry of Women’s Affairs (MoWA) developed and approved a Gender and Climate Change Strategic Plan 2013 – 2023 and Action Plan, and integrated the strategic objective, strategy and priorities in the National Strategy on Gender, Neary Ratanak IV. Under the Climate Investment Fund through the World Bank and ADB, a Master Plan for Gender and Climate Change (2013-2022) was adopted by MoWA. All the mentioned policies aim to guide the design of projects/programs and implementation of climate change and gender from domestic, external and other multi-lateral and bi-lateral sources of fund.

Building from informed experience and lessons learned from the project implementation of CCCA I, the Global Gender Responsive Climate Change programme in Cambodia is supporting the Gender and Climate Change Committee of MoWA and Climate Change Technical Team of the National Climate Change Committee to develop a standardized guideline for mainstreaming gender and climate change into sectoral planning, budgeting and implementation mechanisms. The MoWA’s Master Plan on CC and Gender; and Sector Climate Change Strategic Plan and Action Plan of MoWA will serve as the policy guidance for the development of standardized guideline.

Duties and Responsibilities

The principal responsibility of the Gender and Climate Change consultant is to take lead in the development of the standardized guideline for mainstreaming gender and climate change into sectoral planning, budgeting and implementation across various sectors of economy (hereafter referred the guideline) in close collaboration with the Gender and Climate Change Committee of MoWA.

Within the framework of this ToR, the Gender and Climate Change Consultant is expected to perform the following tasks and duties:

  • Formulate a roadmap for the development of the guideline including stakeholder consultative process;
  • Conduct Desk review of international, regional and Cambodia best practices/training materials on gender mainstreaming in climate change programmes;
  • Consult with  Development Partners, key national ministries and other relevant stakeholders to identify  entry points for the development of guideline with specific focus on mainstreaming gender and climate change into sectoral planning and programme budgeting process, implementation and monitoring;
  • Take the lead in drafting the guideline and tools and ensure the guideline is aligned with sectoral planning and budgeting process as well with existing policies and strategies (i.e. CCCSP, Climate Change and Gender Strategic Plan and Action Plan );
  • Conduct debriefing for MoWA senior management and officials of GCCC specialized units;
  • Provide technical advice to the national consultant to translate the guideline into training materials for line agencies; and
  • Support the Gender and Climate Change Committee of MoWA in the process of approval of the guideline.

Institutional Arrangement:

The consultant will be responsible to deliver the expected outputs of the assignment and shall report directly to the Assistant of the Country Director (UNDP Cambodia) and the Head of the Gender and Climate Change Committee (MoWA). The consultant will work in close collaboration with the UNDP focal point on a daily basis to ensure that the work is moving on the right track and is implemented according to the agreed work plan. The list of documents for desk review will be provided and briefing meeting with GCCC/MoWA will be organized to clarify the expectations and support necessary for beginning the assignment.

Duration of the Work:

In order to produce the expected outputs, the consultant will be given the period of total 65 working days. The work will commence in 1st week of June 2015 - December 2015. If the consultant is not residing in Cambodia, the consultant is expected to be base in Cambodia for at least 40 working days with approximately three trips during the assignment.

Duty Station:

The consultant will be based at MoWA-GCCC’s Office.

Competencies

Functional Competencies:

  • Excellent writing, and communications skills;
  • Proven ability to work flexibly and independently with limited supervision in a multicultural team environment and deliver quality results against tight deadlines;
  • Up-to-date knowledge of gender and climate change in Cambodia, regional and global levels;
  • Proficient computer and internet skills  including Microsoft Office.

Corporate Competencies:

  • Demonstrates integrity by modeling the UN’s values and ethical standards;
  • Promotes the vision, mission, and strategic goals of UNDP;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

Required Skills and Experience

Education:

  • At least Master’s degree or equivalent in gender, environmental policy, public policy or related social science.

Experience:

  • A minimum of 7 years of relevant work experience in gender, environmental policy, and policy development;
  • Experience in conducting research, analysis and developing/drafting policies in related field;
  • Extensive experience in stakeholder engagement;
  • Experience working in gender and climate change in Cambodia or within the region would be great asset.

Language Requirement:

  • Fluency in English required (written and spoken);
  • Knowledge in Khmer would be a strong advantage
