Background

Support to Knowledge and Lifelong Learning Skills (‘SKILLS’) is designed to facilitate implementation of TVET Policy 2012 in a better coordinated approach. The SKILLS is a three year Program starting from Jan 2015. The SKILLs support to 1) establish the TVET policy dialogue, and 2) establish the TVET M&E system. Ministry of Education with the support from United Nation Development Program is leading the implementation in collaboration with Council for Technical Education and Vocational Training.

Duties and Responsibilities

The National Project Manager (NPM), in close collaboration with advisors works under the direct supervision of the National Project Director of the Support to knowledge and lifelong learning skills (‘SKILLS’). The NPM will have the following responsibilities:

  • Prepare detailed programme work-plan, schedule and budget, for approval by MoE and the UNDP/Nepal, and update it on a quarterly basis;
  • prepare detailed plans for programme review and reporting;
  • Assist National Project Director in organising Program board meetings as required. Prepare all necessary documents for the Program board meetings;
  • Ensure the timely mobilization and utilization of programme personnel, contracts, and training and equipment inputs;
  • Provide support to the MoE to strengthen its institutional capacity for developing and implementing results oriented and gender and social inclusion issues in TVET Policy and M&E system;
  • Coordinate with MoE and CTEVT other TVET stakeholders including National Planning Commission and relevant ministries for Program implementation, reviews and planning;
  • Coordinate policy dialogue process and lobby for policy influence and support resource mobilisation efforts;
  • Keep up breast of actions in private sector including research for documentation and knowledge management;
  • Prepare terms of reference, in consultation with the implementing agency (MoE) and UNDP, for subcontractors, advertise Requests for Proposal (RFP), appoint contract committee, selects contractor and award contract;
  • Draw up specifications for the equipment required under the programme; purchase such equipment according to the National Implementation (NIM) Guidelines rules and procedures governing such procurement; maintain an inventory and ensure the proper operation, maintenance and appropriate distribution of such equipment;
  • Support generation, and dissemination among national and international stakeholders, of high quality information about the Programme, approaches and results;
  • Carry out any other duties assigned by the supervisor.

Required Skills and Experience

Education:

  • PhD or Master’s degree in TVET, education or relevant field.

Experience:

  • At least 5 years (if PhD) or 10 years (if Master’s Degree) of experience in TVET including policy formulation, Program design, implementation and M&E.
  • TVET policy processes and TVET assessment is a must.
  • Good understanding of poverty, economic development and TVET in Nepal.
  • Good understanding of Nepal’s TVET system.
  • Excellent communications skills
  • Experience with programme management and co-ordination and a proven ability to co-ordinate a complex matrix of development programme.
  • Working experience with UNDP and understanding of UNDP policy and procedures will be an advantage.
  • Understanding and knowledge of basic computer applications such as MSWord, Excel and database management.

Language Requirement:

  • Fluency in both spoken and written Nepali and English languages is required
