Background

Support to Knowledge and Lifelong Learning Skills (‘SKILLS’) is designed to facilitate implementation of TVET Policy 2012 in a better coordinated approach. The SKILLS is a three year Program starting from Jan 2015. The SKILLs support to 1) establish the TVET policy dialogue, and 2) establish the TVET M&E system. Ministry of Education with the support from United Nation Development Program is leading the implementation in collaboration with Council for Technical Education and Vocational Training. Support to Knowledge and Lifelong Learning Skills (‘SKILLS’) is designed to facilitate implementation of TVET Policy 2012 in a better coordinated approach. Duties and Responsibilities

The Policy Dialogue and Research Officer (PDRO) works under direct supervision of National Project Manager and overall supervision of National Project Director (NPD). The PDRO will have the following responsibilities:

  • Plan, organize, and conduct research in Technical Vocational Education and Training (TVET) policy and M&E areas;
  • Develop plans for Program or studies guidelines for Program prepared by professional staff member to outline research procedures to be followed;
  • Support NPM and advisors to establish policy dialogue processes;
  • Support NPM and advisors to organize and facilitate meetings, workshops and seminars;
  • Support NPM and advisors to develop and establish M&E system and labor and employment research;
  • Conduct research, utilizing institution library, archives, and collections, and other sources of information, to collect, record, analyze, and evaluate facts;
  • Discuss findings with other personnel to evaluate validity of findings;
  • Prepare reports of completed Programs for publication in technical journals, for presentation to agency requesting Program, or for use in further applied or theoretical research activities.

Required Skills and Experience

Education:

  • At least Master’s degree in education, TVET, or any other field of study relevant to TVET

Experience: .

  • At least 7 years (if Masters) or 5 years (if PhD) of experience in TVET, particularly in project implementation;
  • Thorough understanding on Nepal’s TVET system, policy processes and TVET project activities;
  • Good understanding on Nepal’s drivers of economy, poverty, employment and sectors with growth potentials;
  • Skills and experience in training/employment feasibility/labor market studies will be an asset;
  • Experience in monitoring and evaluation of TVET provisions including DCED standards will be an advantage;
  • Excellent communications skills in English and Nepali languages;
  • Experience with programme management and co-ordination and a proven ability to co-ordinate a complex matrix of development programme;
  • Understanding of UNDP policy and procedures will be beneficial;
  • Understanding and knowledge of basic computer applications such as MSWord, Excel and database management.

 Language Requirement:

  • Fluency in both spoken and written Nepali and English languages is required
