Background
The Project ”Brazil and Africa: working together to reduce poverty, promote gender equality and the empowerment of women and girls” is intended to increase Brazil’s engagement in international development cooperation partnerships with low-income countries (LIC) in Africa. The central objective is to achieve poverty reduction and inclusive socio-economic development in target countries while promoting gender equality and women‘s and girls’ empowerment, with a focus on ending violence against women and increasing women’s economic empowerment. This will be achieved by working with country governments and other local stakeholders, either establishing new programmes and policy initiatives or scaling up existing ones.
Duties and Responsibilities
Under the overall guidance of the Representative and the direct supervision of the Assistant Representative the incumbent shall develop the following major duties and responsibilities:
- Integrates the Programme area and supports the implementation of Country Programme Action Plan by planning, implementation, monitoring and evaluation of work related to gender and race issues, in the context of the national policies and UN initiatives, and focused on implementation demands of DFID project;
- Participates actively in the Gender, Race and Ethnicity Thematic Group and in the other interagency initiatives;
- Evaluates the soundness of strategies proposed and/or employed in the area of Gender and proposes courses of actions;
- Assists in identifying emerging population issues as they relate to Gender and Race and draft proposals for appropriate action;
- Prepares technical documents and briefs crosscutting gender, race and ethnicity approach in the areas of SRH (including HIV/Aids), Youth, Population and Development and South-South Cooperation;
- Leads and/or participates in technical meetings related to Promotion of Gender Equality and Gender Based-Violence in South-South Cooperation Initiatives;
- Participates in technical meetings related to Promotion of Gender Equality, Gender Based-Violence, Race, Ethnicity and its linkages with SRH, HIV/AIDS, Youth and Population and Development;
- Participates and/or coordinates national and regional advocacy efforts and other initiatives regarding Gender, Gender Based Violence, Race and Ethnicity;
- Establishes and implements mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions by adopting gender and race perspectives;
- Prepares regular inputs to implement M&E plan (standard progress reports, darts, COAR and other as required);
- Analyzes basic factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.
- Interacts with key stakeholders of DFID project and maintains a solid network of partners involved in Gender Equality Promotion, Gender Based Violence, Race and Ethnicity activities in areas related with UNFPA mandate;
- Supports capacity building of civil society organizations and movements working in the gender and race equality areas and support their links with other organizations and movements working with SRH, HIV/AIDS and youth.
- Supports to build multi/inter-sectorial linkages to deliver gender and race equality efforts in different settings, via a coordinated approach;
- Assists country partners with bilateral and multilateral funding proposals, mobilizing and leveraging UNFPA, national, private sector and donor resources to maximize development of sustainable gender and race equity responses;
- Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the project, and drafting relevant materials for dissemination.
- Participates in the planning of capacity building/training activities;
- Assists in the promotion of knowledge sharing on Gender Equality Promotion, Gender Based Violence, Race and Ethnicity in the Office;
- Supports the implementation and financial execution of Programme activities (regular and non-regular funds);
- Supports processes of contracting (drafts TORs, obtains data for the creation of vendors, follows up on products & quality and ensures that the evaluation form is completed);
- Performs Atlas related functions according to the relevant profile;
- Undertakes other tasks as maybe assigned by the Supervisor.

Required Skills and Experience
Education: Master´s degree or Post graduation in social science, international relations, gender studies, race relations or in other related field;
Experience:
Mandatory:
Minimum of five years of increasing responsibility and work experience, preferably in Programme/project management in the public or private sector;
Minimum of five years of previous experience in Promotion of Gender Equality, Gender Based Violence and Race Equality Promotion area;
Desirable:
Knowledge on South-South Cooperation mechanisms;
Proficient in Microsoft officer software applications;
Good writing, communication and interpersonal skills;
Previous experience with one of the following themes will be an asset: Reproductive Health and Rights, Human Rights;
Previous experience in the UN.
Language Requirements:
Fluency in Portuguese and in English is required.
Knowledge of Spanish will be an asset.
