Background

The Law and Order Trust Fund (LOTFA) ‘Akheri’ (‘final’ in Dari) coincides with the beginning of a “decade of transformation” in Afghanistan. While significant security challenges remain, the Afghan National Police and Afghan National Army took over full responsibility for security from the international coalition forces in 2014. The security transition has led to an increased focus by international partners on development. At the London Conference in December 2014, the new Government announced reform plans in seven critical areas: security and political stability; tackling corruption; building better governance; bolstering private sector confidence; creating jobs; ensuring citizen’s development; and human rights.

The central goal of LOTFA Akheri is to support the Government of the Islamic Republic of Afghanistan (GIROA) in ‘achieving a paid, professional Afghan National Police (ANP) that delivers essential services to the Afghan people for improved public trust, safety and security’.

To achieve the project goal, LOTFA is structured into four pillars, as follows:

  • Pillar 1: Payroll Transition;
  • Pillar 2: MOIA Institutional Development;
  • Pillar 3: Police and Correction Officers Professionalization;
  • Pillar 4: Improved Police Service Delivery.

Pillar 3 aims to consolidate MOIA’s approach to professionalize ANP and strengthen civilian-policing techniques, in particular for the AUP, and PeM, CID/FRU. And according to output to subject output, the AUP has streamlined operational directives (ODs) and training courses on first response and community-oriented policing, including gender-responsive practices. The consultant will assist in the review of the existing community police related operational directives, training materials (manual, lesson plans) and undertake several workshops for the senior officers on Community Police as part of the overall change management and police reform and also training for trainers to selected PeM officers.

In line with the goals and objectives of the minister of interior affairs strategic documents for instance 10 year vision and police strategy as well as the two year action plan the MOIA, a modern professional training shall be provided to the Afghan Uninformed Police (AUP). institutions

Pillar III Professionalization (civilianization of the afghan uniformed police)  will address priority challenges in these areas through the following output:

  • Output 3 - the Afghan Uniformed Police (AUP) has streamlined operational directives (ODs) and training courses on first response and Community-Oriented Policing, including gender-responsive practices which contributes achieving the MOI goal as articulated in 1-year vision.

LOTFA Akheri intends to strengthen the professionalization process of improving the capacities and making the AUP capable enough to deliver quality of policing services to the Afghan communities based on their needs and requirements. According to MoIA’s 10 year vision which articulates “within the next ten years the Afghan National Police (ANP) will become a unified, capable and trustworthy civilian police service”. The vision aspires for a police force that will fully take the responsibility to enforce the rule of law and maintain the public order and security by engaging community as the partners in all policing priorities.

The Afghan Police force rebuilt after the fall of Taliban through the support of international community and have come a long way to exhibit the essence of public service oriented police. However, with the overwhelming need to address the challenges of insurgency and terrorism the overall focus has shifted to the robust paramilitary approaches overshadowing the most important conventional policing functions. The legitimacy of police is derived from the public trust and the confidence. Despite the concerted efforts ANP is far from being an institution that has the full trust and the confidence of the Afghan citizens, especially in the rural areas where the police in general needs the support of the community. International community has been trying to introduce community police as an approach through various different means with marginal success.  The approach and the activities have often been imposed without proper contextual understanding of the Afghan reality and the needs. One must be cognizant that the current volatile security imperatives fuelled by several other factors seriously curtails police to function freely as a community police officer, however the value that the community policing brings in addressing insurgency and the terrorism needs to be reinforced.

LOTFA since 2011 has been supporting the MOI Community Policing “Police-e- Mardume” Directorate to build and strengthen the Community policing approach as a basic policing approach of ANP through several policy, training and programmatic interventions. Today MoIA and the ANP has committed to adopt community police as a viable policing approach through their strategic vision. The approach which is currently limited needs to gradually expanded and be a part of the mainstreamed policing approach. In order to do so in close consultation with the related partners and the MoIA LOTFA intends to support the development of a generic and a specialized training programs on community police that represents Afghan reality and addresses local needs.

The training program will specially focus but not limited to the following key issues:

  • Change Management ( a transition from being paramilitary into community oriented or civilian service focused police force, what needs to be done at the strategic and operational levels to effectively institute change management, how to reorient public perceptions towards community partnership approach and community security )
  • Community Oriented Policing; (building through the concepts of democratic policing in line with the MOI ten years vision and five years strategic plan( representative; responsive and accountability - being a community policing officer, what are the required skills that she/he should be fully equipped with)
  • And to enhance the capacities of the AUPs on how to strengthen policing partnership with the communities and other governmental and non-governmental institutions.

Monitoring and evaluation; Develop community policing monitoring and evaluation frameworks.

Following the completion of the training curriculum pilot course will be conducted in three major locations (to be determined later) for the senior police officers including the community policing officers PeM). The number and the criteria for the participation will be decided with the concerned department within MoIA.

Objectives:

  • The main objective of this consultancy is to develop a comprehensive training program on community oriented policing through the perspective of police reform and change management. The course will focus on two specific levels i.e policy and planning level and the operational levels;
  • Provide MoIA with appropriate tools (training programs, lessons plans from the consultations and safety security committees, instructors manual and an operational guidelines for full spectrum of community police practice;
  • Conduct three different training programs at three different locations within the country ( locations to be identified later);
  • Conduct one seminar for the Policy level officers to strengthen their understanding and approach to the community police and civilian policing.

Duties and Responsibilities

Scope of Work, Expected Outputs and Deliverables:

Scope of Work:

  • Conduct a quick desk review of the currently in use community policing policy, procedures and training materials produced by various stakeholders in Afghanistan over the years;
  • Undertake consultation meetings with MOI central, regional and provincial officials, especially with MOI training institutions and as well as with civil society representatives including female community members and others to gain the appropriate information’s  relating to the police community priorities;
  • Closely interact with international partners and NGO’s to identify their contributions in the related issue and gather best practices and lessons learnt to incorporate in the development of the deliverables;
  • The training program developed and approved by Professional Board for the full implementation in the regular training programs;
  • Facilitate three 3-week training courses targeting MOI senior police officers. The training courses will be organized by UNDP in close collaboration with MOI counterparts.  A detailed proper assessment report against each training courses delivered shall be provided to UNDP;
  • One seminar for the senior officers on the final deliverables;
  • Lessons learned from the existing eight provinces District Monitoring Security Baseline Survey;
  • A final report against deliverables or against the whole process of consultation, developing manual and delivered the courses is prepared and shared with UNDP.

Expected Outputs and Deliverables:

The outputs / deliverables of the consultant and the estimated duration to complete the deliverables are given below:

  • Inception report inclusive of methodology, approach and detailed work plan outlining all meetings  and stakeholders identification, 1 Week - (10%);
  • A quick desk review of the current existed training materials that had been produced by the various international organization in the area of implementing community oriented policing, Consultation meetings with MOI higher ranking officials, especially with training institutions at center, provincial and regional level implemented is fully implemented, As a result of both processes, submission draft contents of the training manual and shared with MOI and UNDP for approval, 2 Weeks - (15%);
  • Submission of draft Community Oriented Policing manual which covers (CoP, change management and police reform) with all the necessity students handouts, shared with the UNDP management and MOI ready to be implemented, Undertake a 3-days seminar for the senior policy level officers of MOI and provincial senior officials, 3 Weeks - (15%);
  • The FIRST 3-week training course is organized and implemented. The target trainees are 30-35 MOI senior police officers, Up on the completion of the course, submission of an assessment report to UNDP for review and approval, 3 Weeks - (15%);
  • The SECOND 3-week training course is organized and implemented. The target trainees are 30-35 MOI senior police officers, Up on the completion of the course, submission of an assessment report to UNDP for review and approval, 3 Weeks - (15%);
  • The THIRD 3-week training course is organized and implemented. The target trainees are 30-35 MOI senior police officers, Up on the completion of the course, submission of an assessment report to UNDP for review and approval, 3 Weeks - (15%);
  • Submission of a final progress report against deliverables or against the whole process of consultation, developed manual and the courses delivered, 1 Week - (15%).

Payments under the contract shall be made on submission and acceptance / certification of the deliverables by LOTFA Pillar 3 Manager in accordance with the schedule of payments.

Working Arrangements:

Institutional Arrangements

The international consultant will work under overall supervision of LOTFA Programme Manager and under direct supervision of Pillar III Manager. The consultant shall work in close collaboration with LOTFA staff under Pillar III on developing the training course and implementing it in three various locations and will liaise with relevant ministerial authorities as and when required.

LOTFA project office will provide office space and internet facility, logistical and other support service including transport and security applicable to UNDP international personnel. The consultant however is expected to bring his/her own laptop and mobile phone and meet local communication cost (LOTFA will provide a local pre-paid sim card). Costs to arrange meetings, workshops, travel costs to and DSA during field visits (if any), etc shall be covered by LOTFA project.

Duration of the Work

The performance under the contract shall take place over total contract duration of 16 weeks (80 working days). The target date for the start of work will be around first week of June 2015.

Duty Station

The duty station for the contractor is Kabul, Afghanistan for the entire duration of the contract. Some field visits outside Kabul are envisaged under the contract. The Contractor will be required to report regularly and be present at LOTFA project office during the working hours. The contractor will follow the working hours and weekends as applicable to LOTFA staff. Contractor’s movement for meetings and consultations shall be coordinated by LOTFA project office. The contractor is at all times required to observe UNDP security rules and regulations.

Required Skills and Experience

Education:

  • Master degree Or Staff College degree but should have a strong practical policing experiences, especially in Community Oriented Policing.

Experience:

  • 7 years of practical experience in policing programs and developing training manuals for the police, especially should have a wealth of knowledge in police reform and community oriented policing;
  • Previous experience working with government and having cross cultural knowledge and background;
  • Have wealth of knowledge in developing and implementing training to police on various subjects, especially in CoP, change management and police reform;
  • Past experience from working in conflict affected countries desirable;
  • Prior work experience in Asian countries is an advantage.

Language:

  • Excellent written and oral English skills is a necessary requirement.

Price Proposal and Schedule of Payments:

The contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee which should be inclusive of his professional fee, local communication cost and insurance (inclusive of medical evacuation). The number of working days for which the daily fee shall be payable under the contract is 80 days;
  • DSA – The contractor shall propose a DSA at the Kabul applicable rate of USD 181 per day for his/her stay at the duty station. The number of days for which the DSA shall be payable under the contract is 112 (105 days @ full rate and 7 days @ half rate for 7 R&R days). The contractor is NOT allowed to stay in a place of his choice other than the UNDSS approved places. UNDP will provide MORSS compliant accommodation in Green Village (GV) to the contractor. The payment of GV accommodation shall be made directly to GV by the contractor;
  • Travel & Visa – The contractor shall propose an estimated lump sum for home-Kabul-home travel and Afghanistan visa expenses;
  • R&R – The contractor shall be entitled for two paid (2x USD 2,606) R&R (2x7 calendar days) during the course of the assignment. During these 7 R&R days when the contractor is away from Kabul, the contractor shall be paid the DSA at half rate (USD 90.50 per day) and the contractor is required to retain his/her room in GV for these 7 days for which the cost recovery shall be affected.

The total contract price, inclusive of the above elements, shall be converted into a lump sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the abovementioned schedule of payment.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • (a) Responsive/compliant/acceptable; and
  • (b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight 70%

Financial Criteria weight 30%

Only candidates obtaining a minimum of 70 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Criteria 100 points:

Technical Proposal (40 marks)

  • Technical Approach & Methodology (25 marks) – This explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;
  • Work Plan (15 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.

Qualification and Experience (30 marks) [evaluation of CV]:

  • General Qualification (10 marks);
  • Experience relevant to the assignment (15 marks);
  • Experience of working for projects funded by UNDP (5 marks).

Interview (30 marks):

Interested individual consultants must submit the following documents/information

  • Personal CV and P11, including at least three professional references; (Annex);
  • Technical proposal describing his or her approach, methodology and timeline to achieve the deliverables (to be included in the online submission);
  • Financial proposal that indicates thefixed total contact price for a six-month assignment, supported by a breakdown of costs, as per the template provided.

Note:

  • Only one document can be uploaded and hence it is suggested that the CV, P-11, financial proposal and sample writing/editing/publication are uploaded as one document;
  • Only 3-5 best candidates would be invited to the interview and be requested to submit financial proposals.
