Background

The United Nations Volunteers (UNV) programme contributes to peace and development through volunteerism worldwide. UNV is inspired by the conviction that volunteerism can transform the pace and nature of development and by the idea that everyone can contribute their time and energy towards peace and development. With partners, UNV advocates for volunteerism, integrates volunteerism into development planning and mobilizes volunteers.

UNV pursues global recognition of volunteers for peace and development, encourages the integration of volunteerism into development programmes, and promotes the mobilization of increasing numbers of volunteers with greater diversity who contribute to peace and development. UNV helps countries to foster and develop volunteerism as a force for sustainable development. We provide strategic advice on the role and contribution of volunteerism and options for civic engagement in development programmes. We help countries to improve public inclusion and participation in social, economic and political development, and we support the growth of volunteerism within communities as a form of mutual self-help.

We partner with governments and UN agencies; and non-profit and private sector organizations in order to support development programmes. UNV delivers a prompt, efficient and value-adding service to identify and engage professionals who can deliver services and fulfill a wide range of specialised tasks. UNV directly mobilizes around 7,000 UN Volunteers every year nationally and internationally, with 80 percent coming from developing countries, and more than 30 % volunteering within their own countries. These volunteers are assigned within UN programmes, projects and initiatives at country level.

UNV’s Strategic Framework for 2014 – 2017 requires a deeper understanding, planning and reporting of the contribution that UN Volunteers make to peace and development results across the world.  UN Volunteers accompany the UN’s global efforts towards sustainable development, and in order for these efforts and contributions to be accurately tracked, monitored, assessed and reported on, UNV needs an enhanced RBM framework.  The Strategic Framework explicitly forsees in results statement 4 that: “Results-based management at all levels of UNV is improved (including programme effectiveness, planning, reporting, monitoring and evaluation)”.

In 2015 UNV adopted an Annual Business Plan (ABP) with priority results linked to the Strategic Framework. Relevant for the purpose of this consultancy is the following ABP deliverable 20: “UNV RBM framework formulated, scoping the design of overall system and platform, as well as prioritized investments in different modules approved.” The development of the RBM framework is led by the Results Management Support Section, which is responsible for corporate UNV results-based management, including policies, procedures, results-based planning, monitoring and evaluation frameworks, and reporting tools. The consultant will be working under overall guidance of the RBM Reference Group (internal governance body for Enahnced RBM project), and direct supervision of the Chief,  Results Management Support Section (RMSS).

Main Objectives

The main objective of the consultancy service is to design a corporate UNV Results-Based Management (RBM) framework and volunteer reporting mechanism (VRM).

The specific objectives are:

  • To conduct a participatory UNV corporate RBM  assessment focussing on institutional capacities and needs (systems, tools, products and processes) and recommending key RBM framework design elements and products;
  • To design a corporate RBM framework document including modules2 on planning, monitoring and reporting as well as evaluation at corporate, programme and volunteer/ country levels;
  • To design a results- based volunteer reporting mechanism and draft a respective business case.

Scope of work

The consultant will design a corporate UNV Results-Based Management (RBM) framework and volunteer reporting mechanism. Thus, the scope of the work is to provide technical advice and guidance on the process and final preparation of the corporate RBM framework as well as the embedded VRM.

Competencies

Functional Competencies:

  • Knowledge and good understanding of volunteer involving organizations’ RBM concepts and approaches relevant to peace and development;
  • Strong analytical capacity and experience in programme evaluation/assessment and business needs assessment;
  • Excellent communication (spoken and written) skills in English, including the ability to draft/edit reports and communications to various clients and to articulate ideas in a clear and concise manner;
  • Strong facilitation and presentation skills;
  • Good interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.

Required Skills and Experience

Education:

  • Minimum of advanced university degree (Master’s degree or equivalent) in the field of management, economics, political science, business or public administration, development studies, monitoring and evaluation, international relations or related field.

Experience:

  • Minimum 10 years of progressively responsible working experience in development or technical cooperation, in an international organization, or related field with a focus on results-based planning, monitoring, reporting and evaluation;
  • Experience in results-based management, monitoring and evaluation and experience at field level and in the volunteer-involving or volunteer-sending organizations is highly desirable;
  • Experience in the business intelligence/IT based design and evaluation of monitoring, reporting and information management solutions.

Language:

  • Fluency in written and spoken English;
  • Knowledge of other official UN languages is an asset.

The financial proposal shall consist of all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee, cost of travel  and per diems to and from the duty station. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).
The lump sum/contract price is fixed regardless of subsequent changes in the cost components. See Annex 1.
