Background

The UNDP Seoul Policy Centre (USPC) for Global Development Partnerships started operating in 2011, a few years after UNDP closed its Country Programme in Korea and the UNDP Country Office formally ceased its operations.  The Centre represents UNDP in Korea, undertakes policy analysis and research, and works with Korean partners and UNDP’s global network to share Korea’s development experiences. The key functions of the Centre are:

  • To serve as the immediate interface with the Government on all aspects relating to the evolving Republic of Korea-UNDP partnership;
  • To serve as a knowledge Center for comparative experiences and approaches of new development partners in reducing poverty and achieving sustainable human development;
  • To facilitate and promote learning, networking, policy dialogue and consultation among new development partners and to contribute to capacity development in developing countries.

The work of the Centre is organized under four pillars: Global issues; Development Solutions Partnerships; Policy Research; Communications and Outreach, using the Seoul Debates format to further knowledge exchange, most lately the 2015 Seoul Debates “Learning from anti-corruption Experiences from Korea and Around the World” in January 2015.

Under the guidance and direct supervision of the Director, the Communications Analyst implements the corporate communications strategy as well as the USPC Communications Strategy. The Communications Analyst also designs, manages and implements the communications and publications of the Centre geared to ensure wide ranging awareness and dissemination of the Centre’s knowledge and research products and aiming at influencing the development agenda, promoting public and media outreach and mobilizing political and financial support for UNDP.  In relation to these tasks and to support the Centre’s substantive work, the Communications Analyst also performs background research.

The Communications Analyst will maintain a network with communication and other relevant colleagues from the UNDP network including Regional Offices and Policy Centres, Korean media, UN Agencies, IFIs, Government officials, multi-lateral and bi-lateral donors, civil society and academia. Internally, the Analyst will work in a close knit team with the USPC Policy Specialists to maximize the use of skills, knowledge, and insight in delivering on the work programme of the Centre.

Duties and Responsibilities

Summary of Key Functions:

  • Planning and design of internal and external strategies for communications and outreach;
  • Support to the Centre’s research work through management of its publications;
  • Supervision of the design and maintenance of the Centre’s web site and social media in English and Korean;
  • Support to business development, policy research, and creation of knowledge products;
  • Facilitation of and contributions to knowledge building and knowledge sharing.

Ensures the planning, design, and implementation of internal and external strategies for communications and outreach focusing on the following results:

  • Preparation and conduct of communications needs assessments for the Centre as needed;
  • Implementation and revision of the Centre’s communications and outreach strategy, based on the corporate communications strategy;
  • Analysis of requirements and synthesis of proposals on ways to integrate advocacy and communication strategies into all aspects of the Centre’s activities.

Supports the Centre’s research work through management of its publications focusing on the achievement of the following results:

  • Support to identification of storylines for publications contributing to debates on key development issues;
  • Support to background research and policy analysis for development of knowledge products;
  • Coordination and management of the Centre’s publication activities, such as content management, norms for publishing, design, etc;
  • Contact with printers and other suppliers to ensure production and ensure publications dissemination.

Ensures the design and maintenance of the Centre’s web site and social media in English and Korean, focusing on achievement of the following results:

  • Supervision of the design and maintenance of the office web sites based on corporate requirements in cooperation with the ICT staff;
  • Preparation of the content for the web sites to ensure consistency of the materials.

Supports the business development focusing on achievement of the following results:

Launches and campaigns:

  • Promotion and maintenance of punblic information campaigns on UNDP activities, UN Reform, results of MDGs, in association with other;
  • Support to necessary background research and policy analysis for the campaigns;
  • Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report.

Outreach:

  • Maintenance of increased coverage and understanding in Korea of the UNDP’s work through regular media contacts and provision of newsworthy information to national public and, where possible, donors;
  • Organization of lectures, roundtable discussions, press conferences, briefing sessions, interviews, launches, etc;
  • Ensured access for journalists to subject matter experts.

Public information:

  • Effective responses to inquiries for public information materials;
  • Support to background research and analysis for the public dissemination.

Ensures facilitation of and contributions to knowledge building and management focusing on achievement of the following results:

  • Support to knowledge networks and communities of practice including corporate communications repositories;
  • Support to training, consultancy and advice to UNDP staff on communications for development;
  • Assist in the preparation of presentations/briefs on the Centre’s work;
  • Assist with background research in relation to the communications tasks and to support the Centre’s substantive work.

Required Skills and Experience

Education:

  • Master's degree in media relations, journalism, social sciences or other relevant subject.

Experience:

  • 2 years of relevant experience at the national or international level in public relations, communications or advocacy, and/or research, preferably in a field relevant to international development;
  • Previous experience with a multilateral or international organization is helpful but not mandatory;
  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.

Language Requirements:

  • Fluency in oral and written English and Korean is required.
