The Project for Strengthening technical and functional skills of Supreme Audit Institutions (SAIs), National Parliaments and Civil Society for the control of public finances in the PALOP and Timor-Leste (Pro PALOP-TL SAI, was formulated under the aegis of the sub-area economic governance in the EU 2008-2013 of the 10th European Development Fund (EDF) for ACP Portuguese-speaking countries (PALOP & TL), which allocates EUR 33.1 million to support projects governance initiative in countries PALOP & TL. This project is formulated on the basis of an EU- UNDP partnership, allocating 6.4 million Euros to support Supreme Audit Institutions (SAIs), Parliaments, the Parliamentary & the Civil Society Organizations (CSOs) in the PALOP & TL in the field of the external control of public expenditure. The project aims to promote economic governance in PALOP & TL strengthening the technical and functional skills of supreme audit institutions (SAIs), national parliaments and civil society in the six beneficiary countries. The project is fully funded by the European Union through the 10th EDF envelope support, among others, the supreme audit institutions (SAIs ), parliaments, parliamentarians and civil society organizations in Angola, Cape Verde, Guinea-Bissau, Mozambique, São Tome and Principe ( PALOP ) and East Timor .

The project meets the national strategies for poverty reduction and national development plans of partner countries of the PALOP, with the development frameworks of UNDP country programs, and the 10th EDF from 2008 to 2013 for the PALOP & TL.

The overall objective is to promote the economic governance in the PALOP & TL, strengthening technical and functional skills of ISC, parliaments, Parliamentarians and civil society (including the media).

The specific objective is to improve the effectiveness of external, judicial and civil political control of public finances in the PALOP and TL for a more efficient use of public resources. The ISC play an important role in preventing corruption and mismanagement. Therefore, whenever possible, the project will also help strengthen the ties between ISC and other supervisory agencies, especially agencies to combat corruption and procurement / acquisition.

In this context, UNDP Mozambique aims to Contract a National Senior Legislative Oversight budgetary procedures – National Senior Budget Advisor to support the permanent specialized committees of the Parliament and their technical support staff, with independent fiscal surveillance analysis (the budget process as a whole, including the audit phase) and public spending.

Duties and Responsibilities

The National Senior Budget Advisor is responsible for supporting the specialized committees of the Parliament and their technical support staff with the independent fiscal surveillance analysis (the budget process as a whole, including the audit phase) and public spending, on the preparation of studies and the development of analysis of tax documents to support the surveillance tasks and control of the budget process and public accounts.

He/she supports the Head of Governance Unit in the successful implementation of the Project, contributes in strategic planning and in the day to day monitoring of the Activities of the annual work plan. The National Senior Budget Advisor will also ensure coherency and synergy between the activities implemented by the three main institutions supported by the SAI project, namely the Parliament, the Administrative Court and the Finance General Inspection/Ministry of Finance.

Provide technical advice to the Specialized Committee of the Parliament for the facilitation, construction and management of knowledge, by:

  • Supporting the parliamentarians in the preparation of the institutional strategic development plans;
  • Support the development of parliamentary outreach strategies;
  • Support the relevant units of the Parliament in the analysis of the state budget proposal, promoting scrutiny to ensure transparency of the estimates used in the process and preventing budgetary sleight of hand;
  • Assist the relevant units of Parliament in the analysis of State Accounts;
  • Produce macroeconomic forecasts and analysis for the Parliament;
  • Increase the capacity of parliamentarians to integrate gender policies and strategies in the state budget;
  • Improve the budget process through budget simplification and ensure that the complex budget information is understood by the legislator as well as by the public through the combination of a simple, transparent, credible and responsible budget;
  • Facilitate interaction between specialized committees of Parliament, the Executive and other bodies involved in the analysis of the state budget, including the Administrative Court, the Ministry of Finance and the Civil Society Organizations (CSOs);
  • Assist the Commission of Planning and Budget in the preparation of hearings relating to the state budget and economic issues;
  • Produce manuals and budget analysis tools to be used by the parliament;
  • Facilitate the exchange between the Mozambican Parliament and the parliaments of other countries on aspects related to the analysis of the state budget;
  • Organize and prepare training, seminars, workshops to strengthen the capacity of parliamentarians in the analysis of the state budget.

Support the "Assembleia da Republica" in the creation of strategic partnership and synergies with other partners and ensures facilitation of knowledge building and knowledge sharing, guidance to all project stakeholders, through:

  • Articulation and coordination with other partners to assist the "Assembleia da Republica";
  • Identification of complementary areas to other projects in support to the "Assembleia da Republica" (A.R.)/Parliament and propose approaches to ensure a more effective and efficient support;
  • Support to the Parliament on developing partnership strategies with different development partners.

Required Skills and Experience

Education:

  • Master’s Degree in Economics, Business Management, Public Finance or Law, Political Science with equivalent professional experience on the first areas.

Experience:

  • Al least 10 years Professional experience in public finance, budgeting process;
  • Extensive knowledge of budget cycles, the work of Parliamentary Specialized Committees, of supervisory processes and parliamentary scrutiny;
  • Deep knowledge of parliamentary law, the administration of parliaments, support to the legislative services/functions of the Parliament;
  • A solid knowledge of the rules and standards / benchmarks of democratic legislatures;
  • Work experience in similar areas to this consultancy preferably in Portuguese-speaking countries PALOP / TL or in developing countries, is an advantage.

Language Requirements:

  • Fluency in Portuguese is required;
  • Knowledge of English will be a strong advantage.
