Background

 UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Through its regional office in Cairo and a number of country and multi-country offices, UN Women supports programmes across the Arab states/North Africa region. Programming focuses on increasing leadership and participation in public life among women, increased economic opportunities, ending violence against women and girls, and providing policy input to regional and global processes on gender equality and the empowerment of women.

The regional office has an increasingly larger social media profile, and aims to enhance its advocacy and outreach activities to better engage in conversations on equality and women´s rights.

As such, the office seeks a communication and media expert to support the office in developing high quality briefs and proposals for outreach as well as provide entry points for engaging with media houses and advertising entities.

Duties and Responsibilities

Objective of the Assignment

The overall objective of the assignment is to increase UN Women´s visibility, explore options of social media and advertisement campaigns, draft a strategy for engagement with advertising houses and media agencies, including a mapping of these, support in the development of web content and support in the drafting of a regional He for She launching strategy.

Scope of the Assignment

The communication and media expert will work under the direct supervision of the regional director, a.i and in close cooperation with the communication colleagues in the regional office. S/he will be responsible for UN Women’s campaigns in particular, and branding in the region.

Deliverables:

  • Developing one pagers on UN Women´s work in the region, including suggestions for design/layout;
  • Mapping of advertising agencies, and their SCR work, including a database of contacts;
  • Support in the development of the regional He for She launch strategy;
  • Copy editing of web content as needed;
  • Strategy for advocacy/outreach, including 4-5 suggested briefs for annual campaigns (to be shared with potential advertising agencies);
  • Liaising with agencies on the possible launching of regional campaigns;
  • Mapping of communication/PR firms who can manage UN Women´s media outreach, including initial contacts with these;
  • Update existing media database;
  • Track mentions of specific UN Women campaigns in the media as needed;
  • Any other tasks as required by the regional director.

Monitoring and Evaluation:

  • The media and communication expert will prepare a workplan for the assignment and report to the regional director on an on going basis.

Required Skills and Experience

Education:

  • Minimum University degree (BA).

Experience:

  • A minimum of 5 years of experience in communication, editing, advertisement, social media campaigns
  • Demonstrated editing and copy editing skills;
  • Experience from working on large advertisement and media campaigns;
  • Experience in Photoshop, illustrator and other design software;
  • Experience from writing briefs, concepts and ideas for branding;
  • Experience with various media, including print, television and online;
  • Excellent written grasp of Arabic and English.

Language:

  • Fluency in Arabic and English;
  • French would be an asset.

Evaluation:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%

Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.

Criteria Weight Technical: 70%

  • Criteria: A minimum of 5 years of experience in communication, editing, advertisement, social media campaigns (30%)

  • Criteria: Demonstrated editing and copy editing skills; (30%)

  • Criteria: Experience from working on large advertisement and media campaigns; (20%)

  • Criteria: Experience with various media, including print, television and online; (10%)

  • Criteria: Excellent written grasp of Arabic and English. (10%)

Financial: Lowest financial proposal: 30%

Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:

(Lowest Bid Offered*)/ (Bid of the Consultant) x 30
*"Lowest Bid Offered" refers to the lowest price offered by Offerors scoring at least 49 points in technical evaluation.
