Background

The  GOI-UNDP project on “Enhancing Institutional and Community Resilience to Disasters and Climate Change” (2013-2017) aims to strengthen capacities of government, communities and institutions for disaster risk reduction including risks being enhanced due to climate change, and develop preparedness for recovery. The project with a total resource allocation of US$ 6.15 million is focusing on 10 multi-hazard prone states, 25 districts, 10 cities and 10,000 villages.

The main components of the project are:

  • Mainstreaming DRR and CCA in Development Planning;
  • Urban Risk Reduction;
  • Technical Assistance and Capacity Building;
  • Support for Knowledge Management; and
  • Enhancing resilience of vulnerable communities to cope with disasters and climate variability by implementing scalable demonstrative pilot initiatives.

The Ministry of Home Affairs (MHA) is designated as the implementing partner with the Joint Secretary (DM), MHA as National Project Director (NPD) for overall management of the project. UNDP is required to provide implementation support to the project.

In this context, it is proposed to engage a Consultant to assist the Ministry of Home Affairs in the implementation of the project.

Duties and Responsibilities

The Consultant will be based in Delhi and will provide support to the National Project Director/JS (DM), MHA and Dy National Project Director/Director (DM), MHA on various project implementation aspects. He/She will work under the direct supervision of the Deputy National Programme Director.

Responsibilities:

  • Liaise and coordinate with the various Central Ministries and State Governments in connection with the National Platform for Disaster Risk Reduction and Asian Ministerial Conference for Disaster Risk Reduction;
  • Assist in collecting and compiling policy decisions and information from the Central Ministries/Departments on specific activities undertaken by them;
  • Assist in establishing National Emergency Operation Centre;
  • Help in drafting technical notes, letters and other materials as required to seek government approval with respect to project implementation and organisation of conferences;
  • Assist in monitoring progress and highlight technical slippages, if any, to the attention of the NPD/Joint Secretary – DM Division, Ministry of Home Affairs), and Dy. NPD/Director – DM Division, Ministry of Home Affairs) for taking remedial measures;
  • Assist in keeping track of relevant financial transactions and their reporting as per the stipulated regulations with regard to audit and other statutory requirements;
  • Any other task as assigned by National Project Director/Dy. National Project Director.

Competencies

Functional Competencies

  • Proven record in administration with strong coordination and planning skills.
  • Should have experience in working with the Government and UN organizations;
  • Working knowledge of government  procedures and guidelines;
  • Experience of working in the field of Disaster Management and/or & climate change adaptation will be an advantage.

Core Competencies:

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Demonstrates integrity and ethical standards.

Required Skills and Experience

Academic Qualification:

  • Graduate Degree in any discipline from a recognized university.

Professional Experience:  

  • More than  10 years of experience in handling nationally executed projects as well as government programmes/schemes at national level.

Language:

  • Written and oral proficiency in English is required. Knowledge of Hindi is preferable.

Duration:

  • Contract would be issued for one year for 120 working days during the contract period with maximum upto 22 working days per month.

Documents to be submitted:

  • Updated CV with contact details of three references;
  • Financial proposal specifying per day consultancy fee, any prior approved travel expenses would be reimbursed as per actuals in line with UNDP rules.

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Criteria weight - 70%
  • Financial Criteria weight - 30%.

Evaluation Criteria:

  • Working experience with Goverenment: 40 Marks;
  • Working experience with UN/Billataral Agencies:15 Marks;
  • Qualification:15 Marks.
