Background

Under the guidance and supervision of Project Manager, Project Specialist is responsible for effective, timely and quality day-to-day project support and determined project’s framework results works in close collaboration with the projects staff to ensure consistent service delivery.

The objective of the project is to reduce the growth of the transport-related greenhouse gas emissions in the City of Almaty, while simultaneously improving urban environmental conditions by 1) improving the management of public transportation and air quality in Almaty; 2) building capacity in Almaty to holistically plan and implement improvements in the efficiency and quality of public transport; 3) building capacity to holistically plan and implement integrated traffic management measures in Almaty City; and 4) implementing a demonstration project that raises awareness and increases knowledge of sustainable transport.

One of important direction of project’s activities is to promote sustainable urban transport (SUT) concept, applying best practices and technology and promote UNDP actions in this thematic area. Therefore, every project’s component provides information outreach of project’s activities, preparation and issue of information materials for mass media, publishing industries, etc.

Duties and Responsibilities

Summary of Key Functions:

  • Provision of informational outreach campaign support
  • Development and updating Internet based information outreach
  • Preparation and development of information and distribution  materials

Provision of administrative and organizational support in Project implementation related to PR issues

1.  Provision of informational outreach campaign support, focusing on achievement of the following results:

  • Preparation and execution of information campaign aimed for increased awareness and support of sustainable transport concept, applying best practices and technologies;
  • Development and realization of concept and plan on information outreach amongst different target groups for the successful implementation of project’s,  preparation of media review;
  • Development and distribution of information materials amongst government authorities and mass media regarding best international practices on SUT;
  • Preparation and execution of PR campaigns, presentations and distribution of info-methodical materials amongst different target groups of the project (municipality, carriers, universities, passengers, etc.);
  • Collection, processing and analysis of materials for the information outreach of project’s activities on all components;

2.  Development and updating Internet based information outreach, focusing on achievement of the following results:

  • Preparation and continuous update of information material with regard to project’s activities on project and partners’ web-site (continuous collaboration and partnership) on three languages (English, Russian, Kazakh);
  • Posting SUT materials and facilitation stakeholders’ feedback  through social networks (Facebook, Twitter);

3. Preparation and development of information and distribution  materials, focusing on achievement of the following results:

  • Organization and preparation of media-meetings for journalists and interested parties
  • Publishing of leaflets and information materials in cooperation with project’s experts;
  • Preparation and execution of articles publication in mass media with regard to project’s theme and its activities;

4. Provision of administrative and organizational support in Project implementation related to PR issues, focusing on achievement of the following results:

  • Participation in organization and execution of different seminars/round tables/meetings (in particular, development of press-releases, work with mass media, preparation of information reports on events, etc.);
  • Organization of interviews, TV programs, radio, etc.;
  • Trips within Kazakhstan based on necessity for the participation in project’s events under agreement with Project Manager and UNDP standard operating procedures;

Preparation of required reports and accomplishment of other tasks based on Project Manager’s requests aimed for delivery of the project’s targets and activities together with UNDP head office requests.

Impact of Results

The key results have an impact on realization of awareness strategy amongst target groups, and organization and execution of the required information and analytical campaigns, PR-campaigns, etc. High quality and timely provision of information outreach of project’s activities, administration and update of information about the project and sustainable public transport on partners’ web-site, development and issue of information materials about the project and its activities in mass media, participation in preparation and publishing of printed materials with regard to project’s activities in accordance with the working plan.

Responsibilities

  • coordination and reporting of any actions to Project Manager;
  • provide on-time and quality performance of the requirements under ToR.;
  • provide absolute fulfillment of the requirements stated in the Service Contract;
  • provide all the materials of accomplished work for Project Management Committee (addressed to Project Manager) for comments and agreements

 

Required Skills and Experience

Education: University degree (Master’s Degree would be considered an advantage) in the field of journalism, PR management and/or Social Science

Experience/knowledge:

  • minimum 3 years of relevant work experience in the sphere of communications, journalism, PR and in government, public or commercial structures;
  • experience in preparation of analytical media reviews within formats for international organizations;
  • experience in writing/editing press releases, articles and news items;
  • experience in organisation and execution of conferences, seminars, trainings, preparation of press conferences and other events in connection to PR activities;
  • excellent computer skills, including MS Office applications (Word, Power Point, Outlook Express), Internet explorer as well as other software required for the work delivery, including excellent skills within web-site maintenance;
  • ability to work effectively in a team, excellent communication skills

Language Requirements:

  • Proficiency in Russian and Excellent knowledge of written and spoken English languages
  • Knowledge of Kazakh would be an asset
