Background

Within the aforementioned global context, UNDP Turkey works for Democratic Governance and Growth without Poverty. For more than 50 years the UNDP has worked in close partnership with the Turkish Government and numerous national and international institutions, including NGOs, academics and the business community.

UNDP Turkey aims to find practical solutions to Turkey's development challenges and manages projects together with the Turkish Government and other partners to address them. Since 1986 it has implemented over 80 programs across the country. In addition, the UNDP has played a major role in response to crises and disasters in Turkey and the surrounding region.

Within the above mentioned context; UNDP Turkey will support the Ministry of Family and Social Polices (MoFSP) for "Effective Social Service Delivery Through Better Monitoring, IT Systems and Capacities” project. The overall objective of the project is to improve the IT infrastructure to strengthen the Ministry’s capacities for monitoring and implementation of social service provision and to establish a stronger infrastructure for the service delivery models to be set up in the future. The project, with its monitoring perspective, will also provide inputs for the policy making process relating to the service areas of the MoFSP. This project will consist of number of IT and Monitoring System related activities which include Hardware, Network, Software, Database and MoFSP’s Staff Capacity Improvement activities. And to support the achievement of the project’s development objectives, the services of a Social Policy are required and UNDP intends to recruit “Social Policy” on a full time basis that will be stationed in Ankara, MoFSP premises.

The project will be coordinated and implemented by a multi-disciplinary team at the MoFSP in Ankara. The Social Policy will support the Ministry in implementation of the project work plan by providing support to project activities. The Social Policy will have many responsibilities to achieve project purposes with the final aim of supporting establishment of tailor-made monitoring systems in line with the national and international priorities in the social policy field.

The Social Policy will report to MoFSP Project co-director and UNDP Programme Manager on a day to day basis and work in close collaboration with the project team and the ministry staff.

Duties and Responsibilities

The scope of the services that will be carried out by the Social Policy are supporting establishment of tailor-made monitoring systems in line with the national and international priorities in the social policy field.

KF1. Support establishment of monitoring systems in line with the national and international priorities in the social policy field

Expected Results: Systems are in accordance with the national and international commitments in the social policy field

  • Provide insights and methodology on accessibility, coverage and inclusiveness of the services provided by MoFSP,
  • Prepare reports on existing literature review about monitoring systems in the social policy field both at national and local level, analyze all relevant international and national documents to set up the main components of the monitoring system,
  • Provide inputs for the project modules such as preventative and protective modules which will be developed to improve services provided by the MoFSP,
  • Conduct policy assessment and recommendation for monitoring at national and local level,
  • Provide support in designing modules within a life-cycle approach to the MoFSP,
  • Prepare background studies of monitoring system on different target groups of the MoFSP, such as, women, elderly people, people with disabilities, Roman, children,
  • Support revision of different modules which will be integrated in IT infrastructure,
  • Establish the set of indicators for different target groups and  services provided by the MoFSP,
  • Ensure that the monitoring system which will be established via IT component are in accordance with the national and international commitments in the social policy field
  • Ensure that monitoring system which will be established via IT component are in accordance are in coordinated with national policies and projects, such as ASDEP
  • Ensure coordination among the relevant actors on monitoring system,  particularly with the local actors and NGOs
  • Perform  such other job-related duties as determined by the MoFSP
  • Prepare documentation in accordance with requirements and/or asked by MoFSP.

Required Skills and Experience

The incumbent should possess the following qualifications and experience.

General Qualifications

  • Masters degree in Social Sciences or relevant area
  • Proficiency in Turkish
  • Fluent spoken and written English

Professional Experience and Qualifications

  • Minimum 8 (eight) years of professional experience on social policy
  • Professional experience in government is an asset

Specific Experience and Qualifications

  • Knowledge in Social Policy field both in national and international level
  • At least one year  of experience in social analysis

Notes:

  • Internships (paid/unpaid) are not considered professional experience.

  • Professional experience gained in an international setting is considered international experience,
  • Experience gained prior to completion of undergraduate studies is not considered professional experience

Reporting:

The incumbent will report to UNDP Programme Manager and Project Co-Director of MoFSP and will work in close coordination and collaboration with the Ministry staff, Coordinators of the subject matter projects.

Other Considerations

The Social Policy will be based in Ankara premises of MoFSP.
