Background

Within the aforementioned global context, UNDP Turkey works for Democratic Governance and Growth without Poverty. For more than 50 years the UNDP has worked in close partnership with the Turkish Government and numerous national and international institutions, including NGOs, academics and the business community.

UNDP Turkey aims to find practical solutions to Turkey's development challenges and manages projects together with the Turkish Government and other partners to address them. Since 1986 it has implemented over 80 programs across the country. In addition, the UNDP has played a major role in response to crises and disasters in Turkey and the surrounding region.

Within the above mentioned context; UNDP Turkey will support the Ministry of Family and Social Polices (MoFSP) for "Effective Social Service Delivery Through Better Monitoring and IT Systems” project. The overall objective of the project is to improve the IT infrastructure to strengthen its capacities for monitoring and implementation of social service provision and establish a stronger infrastructure for the service delivery models to be set up in the future. The project, with its monitoring perspective, will also provide inputs for the policy making process relating to the service areas of the MoFSP. This project will consist of number of IT and Monitoring System related activities which include Hardware, Network, Software, Database, Training and MoFSP IT Department Staff Capacity Development activities. And to support the achievement of the project’s development objectives, the services of a System Engineer are required and UNDP intends to recruit a “System Engineer” on a full time basis that will be stationed in Ankara, MoFSP premises.

The project will be coordinated and implemented by a multi-disciplinary team at the MoFSP in Ankara. The System Engineer will support the Ministry in implementation of the project work plan by providing technical support to project activities. The System Engineer will report to UNDP Programme Manager and Project Co-Director of MoFSP on a day to day basis and work in close collaboration with the project team and the ministry staff.

Duties and Responsibilities

The scope of the services that will be carried out by the System Engineer are:

  1. Effective provisioning, installation/configuration, operation, and maintenance and administration of systems hardware, software and related infrastructure
  2. Perform System administration works which include DNS, Domain Controller, E-mail, Back-up, and Virtualization operations.
  3. Provide Business Continuity

KF1. System Administration

Expected Results: System hardware and software administered effectively and work efficiently and continuously

  • Analyze the existing infrastructure and locate the problematic points
  • Analyze needs for Active Directory, DNS, Exchange, Virtualization and back-up/recovery infrastructure.
  • Create recovery scenarios,
  • Provide a plan to overcome the existing problematic points
  • Execute the plan in cooperation with other parties
  • Provide a detailed plan for upgrades
  • Solve system problems quickly manner,
  • Monitor servers and analyze logs to solve possible problems in a proactive manner,
  • Ensure system security by monitoring systems and make performance analyze,
  • Ensure  systems have the latest and up to date software installed
  • Provide business continuity by creating suitable plan for the infrastructure.
  • Assist IT staff with system/network operations,
  • Manage, configure, and maintain Active Directory, DNS server, E-mail, Back-up and Virtualization operations such as Managing Active Directory user accounts, Managing External/Internal DNS, Managing Hosts, Mailbox Servers, VMware, ESXI, Virtual Server, VMs back-up/recovery, Exchange Server, Proxy DNS operations,
  • Install, deploy and maintain virtual and physical servers
  • Troubleshooting on system components
  • Provide highest level of technical consultancy to ensure problem resolution is achieved in the shortest possible timeframe
  • Evaluate new technology and bring opportunities forward that would improve the future system services and infrastructure
  • Perform and manage daily back-up operation.
  • Assist IT staff with drafting documents on the technological feasibility of proposals.
  • May provide 24 hour on-call support where required
  • Perform such other job-related duties as determined by the MoFSP

 

KF2. Timely and accurate documentation of the project

Expected Results: Technical documentation

  • Prepare technical documents
  • Develop and maintain the System related standards, procedures and checklists
  • Prepare documentation in accordance with requirements and/or asked by MoFSP
  • Weekly and/or monthly reports that indicate the events affecting the works. In case of emergencies, the report should be made immediately the event occurs.

Required Skills and Experience

The incumbent should possess the following qualifications and experience.

General Qualifications

  • Bachelor’s degree in an Computer/ Software/ Electronic/Electrical Engineering discipline
  • Proficiency in Turkish
  • Good command of spoken and written English is an asset

Professional Experience and Qualifications

  • Minimum 10 (ten) years of relevant professional experience (IT project delivery and IT field)
  • Minimum 10 (ten) years of experience in High Tech environment
  • More than 3 (three) years of international professional experience is an asset

Specific Experience and Qualifications

  • At least 3 years of professional  experience as System Administrator in a IT Department which has at least 1000 active user,
  • At least 4 years of experience in MS Active Directory,
  • At least 4 years of experience in MS Exchange Server,
  • At least one year of experience in a project which includes at least one of IIS (Internet Information Service), DNS (Domain Name Service), DHCP(Dynamic Host Configuration Protocol) management or installation, upgrade, troubleshooting and configuration
  • At least one year of working experience in back-up, disaster recovery management.
  • At least 3 years of working experience in virtualization and at least 2 years of working experience in VMware
  • At least one years of working experience in disk units and SAN Switch configuration, management and troubleshooting.
  • One year of working experience on Linux
  • Having at least one of the Microsoft Certified Solutions Associate(MCSA), Microsoft Certified Solutions Expert (MCSE),  MCITP-SA: Server Administrator,MCITP-EA: Enterprise Administrator certificates
  • Having VMware Certified Associate, Data Center Virtualization (VCA-DCV) VMware Certified Advanced Professional 5 – Data Center Design (VCAP5-DCD), VMware Certified Advanced Professional (VCAP), Red Hat Certified Engineer (RHCE), Cisco Certified Network Professional (CCNA), Cisco Certified Internetwork Expert (CCIE), Cisco Certified Network Professional Security (CCNP Security), Cisco Certified Security Professional (CCSP) CEH(Certified Etchical Hacking) is an asset
  • Knowledge on LAN, WAN, Wireless LAN, 802.1.x, VPN protocols is an asset
  • Knowledge on Operating Systems is an asset
  • Knowledge in Business Continuity plans and scenarios will be considered as an advantage
  • Knowledge in Cyber Security is an asset

Reporting:

The incumbent will report to UNDP Programme Manager and Project Co-Director of MoFSP and will work in close coordination and collaboration with the Ministry staff, Coordinators of the subject matter projects.

Other Considerations

The System Engineer will be based in Ankara premises of MoFSP.
