Background

The Government of the Republic of South Sudan (RSS) has defined its post-independence peace and state-building goals in the South Sudan Development Plan (SSDP) and its annexed Medium Term Capacity Development Strategy (MTCDS). It has outlined civil service strengthening for efficient service delivery- led by the Ministry of Labour, Public Service and Human Resource Development - as one of its key priority programmes.

UNDP has been steadily supporting the RSS in the post-CPA period in its state-building process, through supporting the prioritization and establishment of core governance functions, and through public sector capacity support initiatives such as the secondment of civil servants from neighbouring countries into state structures through the RSS/IGAD Project.  The RSS/IGAD Initiative identifies and places qualified civil servants, from three IGAD Member States (Ethiopia, Kenya and Uganda), in RSS institutions to serve as rapid capacity enhancement support.  The IGAD civil servants, known as Civil Service Support Officers (CSSOs), are “twinned” with South Sudanese civil servants to ensure the direct transfer of skills through on-the-job training. They provide coaching and mentoring directly to civil servants in host agencies in South Sudan. The CSSOs strengthen core functions of government partners and strengthen leadership and policy making skills.  The RSS/IGAD programme has been hailed as a good model for post-conflict capacity development, south-south cooperation and triangular cooperation, and continues to attract interest both locally and internationally.

With the completion of the first phase of the Project in March 2015, preparations for the second phase are well advanced after a Human Needs Capacity Assessment in seven out of the 10 states of South Sudan. Following the Assessment conducted from May – July 2014, the IGAD countries have recruited 139 CSSOs to be deployed to national, state and county level institutions, for a two-year period. All 139 will be assigned to government structures and will operate as civil servants with a contract signed with the RSS. They will be identified and recruited by RSS with the support of UNDP and embedded in positions that serve to provide the impetus for enhanced service delivery.  The intended beneficiaries are principally key government agencies responsible for strategic areas essential for finance; local government; access to justice and rule-of-law; agriculture, education and vocational training, labour, human resource development and management, infrastructure, trade and industry among others.

Upon arrival, the CSSOs undergo a two-week induction session before deployment, and are joined by their Twins in the last three days for joint sessions on coaching and mentoring. While some of the CSSOs and Twins participated in the initial phase of the Project, majority will be participating for the first time; and thus need a comprehensive induction of the Project’s strategy of twinning, and coaching and mentoring.

To this end, the Project seeks to engage an international consultant to provide training for 695 civil servants (139 CSSOs and 556 Twins) as part of the Phase II induction. The Consultant will work under the guidance of the Under-Secretary for Public Service and Human Resource Development (MoLPS & HRD) in the National Ministry of Labour, Public Service and Human Resource Development. She/he will, further, be supported by the Project Management Unit (PMU), which is embedded in the Ministry of Labour, Public Service and Human Resource Development.

This consultancy is in line with UNDP strategic direction in South Sudan and the Country Programme Document/Country Programme Action Plan (CPD/CPAP) for the 2012 – 2016 period. A key CPD output under the governance pillar is support to public sector reform and civil service strengthening.

Duties and Responsibilities

Develop training course materials:

Conduct an exhaustive research and collect the relevant material regarding on-the-job training, twinning, and coaching and material.

  • Review the workshop materials and workshop reports of past Project induction workshops held between June 2011 and March 2013;
  • UNDP Corporate materials on capacity building, and coaching and mentoring;
  • UNDP Country Office (practices and experiences, lessons learnt from Phase I);
  • Relevant materials from the Ministry of Labour, Public Service and Human Resource Development and other agencies. This will include relevant documents, websites and URLs.

In consultation with the MoLPS & HRD and the PMU, draft a concept note and an outline of training course curriculum on twinning, and coaching and mentoring relevant to the South Sudan country context and incorporating lessons learnt from Phase I.

Upon finalization of the training course curriculum outline, collect and collate relevant course materials for training modules.

Where applicable, put together draft course materials based on the consultations and discussions with resource persons. 
Identify and collate strategic, key case studies on various aspects of capacity building through on-the-job training, twinning, and coaching and mentoring to provide examples of good practice analogous to the IGAD project context.

Design and develop training workshops programme:

  • Based on the agreed training course curriculum, draft a training course programme identifying key resource persons where applicable;
  • Provide necessary support to resource persons and presenters in preparing for agreed workshop sessions and materials;
  • Ensure coherence and appropriate flow  of topics, discussions and exercises  in the training agenda while highlighting key takeaways from every session in an accessible manner;
  • Compile Participants’ workbook/handout prior to the induction workshop;
  • Provide necessary guidelines and formats to all resource persons and presenters for the induction workshop.

Organize training workshops:

  • Ensure the most updated agenda is shared with all and necessary workshop materials (reference materials, participants’ guide, etc.) are available to all participants;
  • Facilitate presentations and provide necessary support of conduct of exercises, if any;
  • Organize and conduct a workshop evaluation;
  • Serve as recorder/rapporteur of workshop proceedings, group outputs and facilitator’s synthesis.

After the Workshop:

  • Prepare a workshop report capturing the presentations, discussions and photographs during the workshop and identify areas where future training workshops need improvements and/or changes;
  • All reports and presentation materials should be in a form, and of a quality so as to be acceptable for reproduction and presentation, and shall be acceptable to UNDP South Sudan counterparts;
  • Update and consolidate all workshop materials into a “standard” training package after the workshop that can be used in future to deliver training on capacity building, twinning, and coaching and mentoring.

Deliverables/Outputs:

  • Induction Workshops for on-the-job training, twinning, coaching and mentoring;
  • Customized training materials on on-the-job training, twinning, coaching and mentoring;
  • Workshop training report.

Timelines:

  • The estimated duration for this assignment is 50 working days over a period of three consecutive months;
  • The assignment is planned to take place from  June –  August 2015.

Reporting: 

  • Draft concept  note and agenda of training workshop -      Duration: 5 days.      Deadline:    12 June 2015

Required Skills and Experience

Education:

  • Masters-level degree in Business Administration, Public Administration, Human Resource or related field of studies;
  • Educational background on strategic management, organizational development and/or human resource development a strong asset.

Experience:

  • Minimum of 7 years of relevant work experience, including in post-conflict countries;
  • Proven experience  in conducting  public sector skills inventory, training needs assessment and capacity assessment;
  • Experience managing or providing advisory services for: a) civil service reform programming; b) conducting organizational assessments and defining/implementing development plans, preferably in a public sector setting; c) defining and/or managing capacity development initiatives in fragile contexts;
  • Familiarity with leading complex change management processes;
  • Previous experience working with high-level government counterparts and development partners;
  • Past experience with UNDP or other UN Agencies or International Non-Governmental  Organizations in similar positions constitutes and advantage;
  • Strong computer skills (Word, Excel, Power point and etc.).

Language:

  • Proficiency is required in English;
  • Knowledge of Arabic will be an asset.
