Background

As part of the process of operationalizing the Strategic Plan, UNDP is undertaking a number of fit-for-purpose exercises to ensure that the organization will be able to deliver against its development vision. One area that UNDP has identified as a priority is strengthening the organization’s capacity to plan, prioritize and implement its interventions in a more deliberate, goal-oriented and agile manner.

To this end, UNDP is organizing a two-day workshop to design a critical pathway for its Strategic Plan (2014-2017). The pathway adds an important tool to the SP implementation tool kit by providing the “missing” link between the Strategic Plan document (which provides the overall vision) and the Annual Business Plans (which outline the organization’s annual priorities). It would also help establish “benchmarks” against which to monitor progress.

UNDP is looking for a strategic and quick thinker who could support the Policy Adviser in the Corporate Strategy and Governance Team with the design and organization of the critical pathway design workshop. The consultancy would be home-based with six weeks spent at UNDP Headquarters in New York (mid-June to late July).

Duties and Responsibilities

In consultation with the Policy Adviser, the consultant will be responsible for the following:

  • Help design a pragmatic, goal-oriented and engaging agenda for a two-day critical pathway workshop;
  • Assist with the development and preparation of support materials for the workshop, including a step-by-step methodology for pathway design and a simple-to-use critical pathway template;
  • Working with relevant units in the organization, identify past performance data and analytics as well as future trends/anticipated changes in UNDP’s operating environment that need to be taken into consideration in pathway design;
  • Working with the UNDP Innovation Team, develop options for how a strategic foresight perspective could be integrated into workshop design;
  • Support the organization of the workshop as required (the consultant will need to be present during the two-day workshop).

Competencies

Core Competencies:

  • Excellent understanding of UNDP’s strategic planning architecture, including its Strategic Plan (2014-2017), Integrated Results and Resources Framework (IRRF) and Annual Business Plans for 2014 and 2015;
  • Ability to identify critical performance data points out of large quantities of organizational data;
  • Familiarity with UN development issues, including the SDGs and post-2015 framework discussions.

Required Skills and Experience

Education:

  • Advanced degree in social sciences or equivalent.

Experience:

  • Minimum of two years of experience;
  • Experience with strategic planning processes; some familiarity with critical pathway design would be an asset;
  • Experience with using strategic foresight in strategic planning.

Language:

  • Fluency in written and spoken English.
