Background

The UNDP project provides technical expertise and support to the The General Secretariat of the Supreme Council for Planning and Development (GSSCPD) (General  as well as other Government entities. One of the outputs aims at developing the capacity of the Central Statistics Bureau through the development of systematic national statistical tools and information systems and production of periodic statistics and data, especially those that are needed and linked to the implementation of the NMRDP.  

  • The Activities under this output will include:
  • Technical Assistance provided for the development of the information systems including the GIS system.
  •  Technical support provided for to the development of Labour information and annual labour market survey.
  • Technical Expertise provided for the upgrading and periodically publishing bulletins on the Foreign Trade statistics.
  • Technical Expertise for the expansion and development of the publication of the National Accounts, Consumers Price Index and household income surveys.
  • Technical assistance provided to prepare the CSB and other public entities for 2020 registry census.
  •  Capacity development and transfer of skills and knowledge mainstreamed through international and regional best practices and implementation of training plans.

Duties and Responsibilities

Under the direct supervision of the Project Manager, the Information Systems Consultant will provide support for developing and improving information systems and contribute to the development of annual action plans following up on its implementation linking it to the NMRDP and CSB’s strategic objectives. The Consultant will be focusing on achievement of the following results:

  • Build database for ICTs development indicators for the State of Kuwait.
  • Map, monitor and follow up on all development indicators published by international organizations and non-governmental organizations (NGOs).
  • Draft the ToRs for the Supreme National Committee for Statistics and provide a follow up assistance in its work.
  • Provide practical recommendations for CSB on all technical reports and documents related to the Information Systems, NMRDP, and assist CSB to enhance the ranking of the State of Kuwait in statistics international indicators.
  • Upgrade and enhance the information systems at CSB and participate in the implementation of related projects and all preparatory functions.
  • Assist CSB to coordinate and follow up with the GSSCPD on automated systems for monitoring projects implementation in the annual plans and the NMRDP.
  • Assist CSB in managing, reviewing and following up on the CSB’s strategic plan.
  • Assist CSB in managing and monitoring the CSB Development projects for 2015.
  • Assist CSB in developing the new development plan for 2015-2016 to 2019-2010, including development projects, proposed policies and training plans.
  • Participate in the quality control review of the national statistics        
  • Participate in developing a training plan for CSB staff on ICT indicators.
  • Prepare technical reports and technical notes and materials for technical workshops and conferences Perform additional tasks as reasonably requested by the Project Manager

Required Skills and Experience

Education

  • Master’s Degree or equivalent in Computer Science, Computer Engineering or related field. Knowledge of Information Systems administration.
  • Certification in database administration.

Experience

  • A minimum of 8 years of relevant experience at the national or international level in providing advisory services and/or managing databases and information systems. Experience in the usage of information systems software packages and experience in handling development plans.
  • UN experience is an advantage.

Language:

  • Fluency in written and verbal Arabic and English.
