Background

Public administration reform is one of the key reforms of the Government of Albania within the priority of good governance. This reform is also highly critical when taking into account that the EU integration process ‘requires a professional administration and human and material resources to enable the implementation of national policies and objectives, which have been undertaken in the context of fulfillment of obligations’.

The Crosscutting Public Administration Reform Strategy (2015-2020) provides the overall framework for the modernization and transformation of public administration institutions and practices in the country, focusing not only on overall civil service development, but further addressing the need for more effective delivery of public services to citizens and businesses towards increasing transparency and accountability and strengthening governance innovations.

The vision of the Public Administration Reform Strategy calls for the ‘development of public administration, which provides high quality services for citizens and businesses in a transparent, effective, and efficient way through the use of modern technologies and innovative services and, that complies with the requirements of European integration through impartial, professional and accountable civil servants, part of efficient setups’.

Within the Public Administration reform framework, the Government of Albania is striving to fundamentally change the way public services are provided in Albania through a variety of interventions under a citizen-centric approach, which combat corruption, foster a customer-care culture, enhance access, as well as increase efficiency in the Albanian public administration.

Under the leadership of the Ministry of Innovation and Public Administration (MIPA), the Albanian Government is designing a reform to improve the manner and channels in which citizens receive administrative services today from central state institutions. Under these two components, the Project “Innovation against Corruption: Building a Citizen Centric Service Delivery Model in Albania (ISDA) strives to employ process re-engineering and legal reform to go hand-in hand with digitization, while the reform entails Front Office – Back Office separation, centralized service delivery through one-stop-shop and in-one place public service centers and the focus on online services.

The reform target is simplified, standardized and transparent service delivery that is efficient and accountable and takes full advantage of ICT solutions in an effective and sustainable fashion for the benefit of citizens and businesses. ISDA Project, undertaken in support to the implementation of the reform is composed of three phases:                                         

Phase 1: July 2014 – September 2015: Assessment and Program design;

Phase 2: October 2015 – May 2017: Development and implementation, including the operation of the PSM; and

Phase 3: June 2017 – June 2020: Continued enhancement of delivered services in terms of ICT infrastructure consolidation and the increase of the number of services provided with improved front office interface.

Duties and Responsibilities

The main objective of this assignment is to support the activities of the ISDA Project at the Ministry of Innovation and Public Administration in the area of monitoring and evaluation framework that will strengthen and improve the quality of project management. It will also provide support and capacity-building in results-based management for the Agency for the Delivery of Integrated Services in Albania (ADISA).

Under the term of this contract, the expert will be engaged for a total duration of one (1) month. During this engagement period, the expert shall perform the following tasks:

  • Support the definition of disbursement linked indicators for program funding, as well as the data collection and verification methods;
  • Prepare ToRs for baseline surveys for the purposes of the ISDA project and provide recommendations on social impact assessment;
  • Organize a small-scale baseline data gathering and tabulation for up 6 front offices of one central government institution, as well as provide analysis and recommendations;
  • Provide training on M&E systems, tools, approaches etc. for ADISA staff.

Expected deliverables:

  • A technical report containing the analysis and recommendations on M&E for up to 6 front offices,
  • Developed TORs for baseline surveys
  • Training provided for ADISA staff on M&E indicators, tools and approaches.

Management Arrangements:

The Consultant will work under the overall guidance and management of the Project Manager for Innovation Against Corruption Project, who will also certify the deliverables.

Required Skills and Experience

Education/Academic qualification:

  • University degree in areas such as economics, social sciences, public administration, or other related fields;
  • Project level M&E specialization;

Work experience:

  • At least five (5) years of experience in the design and implementation of monitoring and evaluation frameworks;
  • Knowledge in conducting projects’ economic and social impact assessments;
  • Practical experience in working with international donors;

Language requirement:

  • Excellent knowledge of English language, both spoken and written

Evaluation of applications:
