Background

UN Women is the UN Entity for Gender Equality and the Empowerment of Women, dedicated to advancing gender equality and women’s human rights globally. UN Women Afghanistan delivers its programme through three thematic Pillars, to ensure greater cohesion between the program areas, namely:

  • (i) Elimination of Violence Against Women (EVAW) Pillar;
  • (ii) Economic and Political Empowerment Pillar; and
  • (iii) Coordination and Advocacy Pillar. This consultancy falls within the EVAW Pillar.

The role of the EVAW Pillar is to support national counterparts, including the Ministry of Women’s Affairs (MoWA), key line ministries, parliamentary bodies, and civil society, with the implementation of the National Action Plan for the Women of Afghanistan (NAPWA) and the Afghanistan National Development Strategy (ANDS), specifically within the areas of legal protection, rule of law and women’s human rights. The Pillar builds on partnerships developed with MoWA, other line ministries, local government entities in the justice, interior, social protection and health sectors, NGOs and community-based groups to strengthen legal protection mechanisms that are socially and culturally sensitive to Afghanistan’s context.

In this regard, UN Women is supporting variety of partners including the Ministry of Women’s Affairs and the civil society organizations with provision of financial and technical support to improve mechanisms which; could contribute to prevention and elimination of violence against women. These programs are targeting wide range of audience to engage in discussion, campaign and interventions promoting environment free from violence against women.

Prevention or stopping violence against women and girls from occurring is largely a new domain for many countries and for UN Women as there has been limited attention and investment in developing effective primary prevention strategies. This involves deploying a number of strategies ranging from engaging the mass media in challenging harmful gender norms and practices, working with young people, influential citizens as well as religious leaders as champions of change; involving schools and universities in adapting curricular, to mobilizing men and boys of all ages and mobilizing communities from different walks of life to take a stand against violence against women and girls.

In ACO, most of UN Women’s EVAW work has focused on protection.  Looking forward, UN Women is planning to develop a VAW Prevention Programme Document and Partnership and Resource Mobilization Strategy through which programming to prevent and eliminate violence against women can be framed and implemented. These programme document and strategy should help UN Women in identifying key priority areas, target groups and approaches on how to reach the target groups in prevention of violence against women.

Duties and Responsibilities

Under the direct supervision of the EVAW Pillar Manager, and the overall guidance of the ACO Senior Management as well as in consultation with key stakeholders including the Ministry of Women’s Affairs, UN Agencies, donor  community, the Afghan civil society, communities, women and men, boys and girls, the International Consultant/Team Leader will be responsible for leading the development of a VAW Prevention Programme  for the EVAW Pillar. He/she is expected to be joined by a national consultant.  In addition, the consultant will lead the development of a practical and realistic Partnership and Resource Mobilization Strategy for implementation of the VAW prevention programme. The Strategy will also include from short term (up to 6 months) to long term (till end 2017 and beyond) action points.

Scope of Work:

Assessment of current mechanisms and programs used by UN Women in prevention of violence against women:

  • Review the activities in regard to SG UNiTE campaigns, development of promotional materials, media engagement that has been implemented so far;
  • Review current advocacy projects implemented by the UN Women partners including NGOs and the Provincial Departments of Women’s Affairs.  Conduct wide consultations with the Ministry of Women’s Affairs, members of the EVAW commission (s) and the civil society partners as well as beneficiaries of the advocacy and prevention programs implemented by UN Women to assess potential areas for expansion;
  • Meet relevant UN agencies and donors to discuss possibilities of cooperation;
  • Assess other prevention programs implemented in Afghanistan to identify best practices;
  • Review the up-coming work with Promundo on International Men and Gender Equality Survey to be carried in Afghanistan and recommend how to connect the work around the survey as well as its results to UN Women’s VAW prevention programme;
  • Explore and present good practices from other countries on VAW prevention which can be applicable in the context of Afghanistan.

Deliverables:

  • Initial desk review completed. A workplan for the assignment developed and endorsed by the ACO management. A compilation of good practices from other countries prepared and shared with ACO Timeframe - 7 work days (home based);
  • Interim report on the work conducted including initial recommendations of the design of the VAW Prevention Programme and the Partnership & Resource Mobilization Strategy - Timeframe: 25 work days (in-country).

Presentation and submission:

  • Based on the work and consultations carried in first several weeks, present design of the new VAW Prevention Programme, 2015 – 2017 and beyond for UN Women. The document will deploy a theory of change approach and have this elaborated as part of the document. In addition, it will present a log frame with indicators, annual targets and where possible baseline data. It will also recommend on how to address issues related to measuring soft results;
  • Present design of the Partnership and Resource Mobilization Strategy, 2015 – 2017. The Partnership part, but not exclusively, will explore engagement opportunities with Ulema, community/village and religious leaders, cultural figures and influential citizens, private sector, schools and universities; media; men and boys as champions of change. It will also elaborate on how to strengthen partnerships with UN agencies, propose a number of concrete and implementable initiatives as part of joint programming or under One UN. It will provide recommendations on how to connect the VAW prevention programme to the He For She campaign;
  • Collect feedback and finalise the VAW Prevention Progarmme and Partnership and Resource Mobilization Strategy;
  • Ensure strong/working/realistic linkages of the Prevention programme with the Protection programme under the EVAW Pillar; as well as with the work of UN Women in other areas such as Political and Economic Empowerment of Women and Coordination and Advocacy;
  • Prepare and share recommendations on the prevention tools and resources;
  • Presentations of the latest design of the programme to key stakeholders – government, UN, CSOs and donor community.

Deliverables:

  • Final draft of the VAW prevention programme and final draft of partnership and resource mobilization strategy. Recommendations on prevention tools and resources to be developed;                                                                                                             Timeframe: 30 work days (in-country);
  • Based on the final round of comments, finalized VAW prevention programme document and Partnership and Resource Mobilization strategy;                                                                                                                                                                Timeframe: 10 work days (could be home based).

Administrative arrangement:

  • The Consultant will be based at the UN Women Country Office in Kabul, with possible travel to the provinces;
  • The consultancy shall commence as soon as possible for the total of 72 working days;
  • The contract payments will based on the submission of satisfactory deliverables to the ACO.

Key Deliverables:

  • A work plan for the assignment developed and endorsed by the ACO management;
  • A compilation of good practices from other countries prepared and shared with ACO;
  • Interim report on the work conducted including initial recommendations of the design of the VAW Prevention Programme and the Partnership & Resource Mobilization Strategy;
  • Final VAW prevention programme and final partnership and resource mobilization strategy;
  • Recommendations on prevention tools and resources to be developed.

  • Demonstrated sensitivity, discretion, tact and courtesy in relation to gender equality and women’s rights, development principles and projects.

Required Skills and Experience

Education:

  • Master’s Degree in social development, gender, or other related social science related fields.

Experience:

  • Minimum 10 years relevant professional experience in conducting community assessments, project formulation, and knowledge of gender, GBV and the impact of conflict on women;
  • Knowledge of EVAWG international framework and EVAW country level programming. Expertise in gender equality and women’s empowerment. Experience with VAW prevention work. Prior experience in gender analysis;
  • Experience in countries of a similar context as well as previous experience in a similar role with the government, civil society and/or UN; experience in Afghanistan will be an additional asset;
  • Strong experience and knowledge of human rights issues, the human rights based approach to programming.

Language:

  • Professional fluency in English (written and oral);
  • Knowledge of Dari and/or Pashto an asset.

Timeframes and Institutional Arrangements:

  • The consultant will be engaged for a maximum of 72 working days.

He/she must submit the following documents/information to demonstrate the qualifications:

  • Cover letter: (not more than 450 words) explaining their suitability for the work and a brief description of approach to work/methodology;
  • Financial proposal: indicate fee per day as well as travel cost by most direct and economic route (return ticket);
  • Personal CV including past experience in similar projects and at least 3 references and signed P11 form.

Financial Proposal:

The contract is based on fees per day tied to achievement of deliverables as per the scope of assignment and deliverables table.  Payments will be made upon receipt of deliverable reports, certified by supervisor and approved by the Country Representative.
