Background

Public administration reform is one of the key reforms of the Government of Albania within the priority of good governance. This reform is also highly critical when taking into account that the EU integration process ‘requires a professional administration and human and material resources to enable the implementation of national policies and objectives, which have been undertaken in the context of fulfillment of obligations’.

The Crosscutting Public Administration Reform Strategy (2015-2020) provides the overall framework for the modernization and transformation of public administration institutions and practices in the country, focusing not only on overall civil service development, but further addressing the need for more effective delivery of public services to citizens and businesses towards increasing transparency and accountability and strengthening governance innovations.

The vision of the Public Administration Reform Strategy calls for the ‘development of public administration, which provides high quality services for citizens and businesses in a transparent, effective, and efficient way through the use of modern technologies and innovative services and, that complies with the requirements of European integration through impartial, professional and accountable civil servants, part of efficient setups’.

Within the Public Administration reform framework, the Government of Albania is striving to fundamentally change the way public services are provided in Albania through a variety of interventions under a citizen-centric approach, which combat corruption, foster a customer-care culture, enhance access, as well as increase efficiency in the Albanian public administration.

Under the leadership of the Ministry of Innovation and Public Administration (MIPA), the Albanian Government is designing a reform to improve the manner and channels in which citizens receive administrative services today from central state institutions. Under these two components, the Program “Innovation against Corruption: Building a Citizen Centric Service Delivery Model in Albania (ISDA) strives to employ process re-engineering and legal reform to go hand-in hand with digitization, while the reform entails Front Office – Back Office separation, centralized service delivery through one-stop-shop and in-one place public service centers and the focus on online services.

The reform target is simplified, standardized and transparent service delivery that is efficient and accountable and takes full advantage of ICT solutions in an effective and sustainable fashion for the benefit of citizens and businesses.

As part of the reform, the Ministry of Innovation and PA is designing the country’s first Public Service Mall (PSM), where services are to be provided in an integrated fashion through a “one-stop shop” and “in-one-place” model. The PSM will offer improved results through:

  • Consolidated access to nearly 300+ public and private sector services in a single location, via one or more service delivery channels
  • Transparently presenting information about service delivery standards, fees, processes and timetables at the point of service delivery
  • Systematically collecting citizen feedback on service delivery performance and using this to improve overall execution.

Duties and Responsibilities

The Ministry of Innovation and Public Administration, through the ISDA project, is seeking to hire an Architecture Expert (subsequently referred to as “the expert”) to support the Ministry throughout the process of concept design evaluation to implementation design and procurement by providing assistance and advice to MIPA regarding any technical issues relative to the construction works and supervision processes of the building.

Under the term of the contract, the expert will be engaged for a total duration of 7 months. During this engagement period, the expert shall perform the following tasks:

  • Advice to MIPA regarding the concept design preparation stage as part of the open competition under way, as well as the evaluation stage of the submitted concept ideas;
  • Recommendations on best practice or relevant technical solutions for PSM functional characteristics;
  • Updating of the Technical Standards for the implementation design for the PSM building;
  • Advice on the elements of the supervision engagement;
  • Technical Assistance to MIPA during the Detailed Design  that will be prepared from the winner of the Design Competition which is currently under process’
  • Assistance during the preparation of the tender documents for the PSM construction, and advice during the bid evaluation phase;
  • Preparation of  the Detailed Design, Technical Specifications, and Bill of Quantity of interventions for refurbishment work in selected front offices;
  • Support the procurement process for such an intervention;
  • Supervise, manage the quality control during the reconstruction works of the selected front offices and certify their completion;
  • Coordination with institutional stakeholders on PSM and reconstruction related issues.

Expected deliverables:

  • Monthly report on activities carried out as per the ToRs
  • Review of tender documents and evaluation for the PSM construction
  • Development of detailed design and specifications for refurbishment work in selected front offices

Management Arrangements:

The expert will report weekly to the Project Manager for Innovation Against Corruption Project and will work closely with the General Director of the Agency on the Delivery of Integrated Services in Albania (ADISA), an agency under MIPA.

All Deliverables and materials created under the Contract will remain the sole property of the MIPA. Re-use of the materials will require the formal, written approval of the MIPA. The expert shall have no material interest in any of the outputs of this assignment.

Required Skills and Experience

Education:

  • University degree in Architecture;
  • Other trainings in the area of assignment would be as asset.

Work Experience:

  • At least 10 years of professional experience in Albania on the preparation of architectural designs and detail designs for civil buildings, administrative buildings, reconstruction intervention plans and design, preparation of General Urban Plans, and Partial Urban Plans,
  • Excellent computer skills in Windows environment, proficient use of Microsoft Office package, Auto Cad, Photoshop, 3D Max.

Language requirement:

  • Excellent knowledge of English language, both spoken and written

Evaluation of applicants:

UNDP applies a fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 70

Criteria A: Theoretical and practical familiarity with employment / self-employment / rural employment in a developing country context – max points: 40

Criteria B: Educational background– max points: 10

Criteria C: Analytical skills – max points: 20

Financial Criteria - 30% of total evaluation – max points: 30
